The way I look at his power I believe that it's going to involve around the Mist that's being produce. I believe the mest might cause some sort of status effect due to the fact that what he's holding is a incense burner. To be quite honest I'm a little worried and how the power might work.
Just that clown doesnt do well against loopers, the only one able to do sth about that is nurse

5 games in a row now. I literally have started my game seeing the killer run straight at me the moment I get control of my character this many times so far.
I bet you were holding down shift right after you spawned and the killer saw you over half the map in your yellow cosmetic......

Mind games? Strategy? Deductive ability? Mechanical precision? A chase isn't conceptually or mechanically difficult and doing generators isn't hard.
The difficulty of playing killer:
Learning how to play strategically (when to slugg, tunnel etc)
Learning the mechanics of nurse
Difficulty of playing survivor:
Communicating with your team (remove if SWF)
Squeezing as much time out of the loops as possible

Because wow am i getting tired of hearing this it's so far from the truth. Legion is not weak in fact i'd say with his good add-ons they are Nurse Tier.
I highly doubt that he is nurse tier, I have never seen a player do as good with him (feel free to prove me wrong with gameplay), personally I prefer playing against other killers, legion is kinda anooying if you ask me

The killer always has to play the full round, the survivor dies earlier.
Killers are addon dependent, survivors not
Killers lose stuff every game, survivors keep stuff when escaping
Killers cant gain addons during the game, sruvivors can open chests -

Gotta learn how to do it and not complain because you can’t
Uhm its not that hard too hold M1 and hit occasional skillchecks. Might be hard for beginners, but since its the only thing you need to mechanically learn, its sth you learn kinda fast

Then there are the players who will literally FARM THE KILLER FOR POINTS! And its not like we can just "avoid" having a pallet dropped on our heads since anyone who is toxic enough to farm a killer with the gates open knows how to bait even the most pro of killers into a pallet drop.
Players wonder why some of these killers facecamp or use one-shot down builds which are often looked at as toxic builds, well if survivors would stop using tactics that boarder on cheating, maybe the killers would as well!
Its not the players fault for using the stuff the devs gave them, you have to blame BHVR.
Not really sure what you mean with throttling the connection to perfectly time the pallet drop? Usually a bad connection messes up your timing^^

Damaging it does only starts a really slow decay of progress. The animation of the damaging is so long however that you can run behind a survivor in a loop and he always taps the gen, you damage it again, and this can go on forever

I usually manage to get 4ks with him, but the traps are usually pretty useless, I can maybe catch one or two in them during a match but that's it. Sometimes I do get crushed tho.
4k with trapper means that the survivors were bad.
You even admit it, the traps are useless and he is a M1 solely.He needs a rework as desperately as freddy, since the SWF introduction he simply is not viable anymore

He is one of the weakest killers.If you can bring someone to the basement and trap up the place really good, then you can make sth happen (assuming the survivors are overaltruistic)

If you cant base a matchmaking solely of rank, then this is a alarming sign that there is something wrong with the rank system.
What should one do in such a case?

You dont need an ingame voicechat, you can already do that and invite the people to a discord server in the lobby.You simply have to give survivors more information about whats happening in the game via the HUD. Its not that difficult to do...
Stuff like, is someone being chased. Is someone working on a Gen. Is someone working on a totem. Even if a survivor is in the terror radius of the killer could be shown via the HUD.
Getting a totem counter. Getting an ingame match timer. These are all things, that would actually make it soooo much easier for the devs to balance the game, since it would eliminate
(Obviously these things would buff survivors and killers would need to be buffed accordingly)But its unlikely that BEhaviour will do that. With the simple argument that it should stay "scary"...
You simply cant compensate real life voice comms with some hud information. Even games that have a live minimap showing everything that happens still separate queues into solo/premade.

I never go too far from my hook anyways, I always just patrol nearby gens unless I know somebodies on the ones further away. I mean you can't expect much balance from a group of developers who are genuinely rank 20s in their own game (if you watch the dev live streams, you can see sometimes they play and they're literally rank 20 soo, lol) but you would think they wouldn't just take advice off angry players who don't know how to counter certain things in the game.
Removing tunnelling would be the equilavent of saying "Can we please make it so you can't run through the same pallet more than once because I keep getting looped in games" lol.

The sad part is that this has nothing to do with new player experience. Even at rank 1 you are pretty much powerless in the hatch situation, thats why the hatch closing mechanic got proposed.

Additionally it screwed over trapper since survivors can bypass his traps, but he woudl get stuck if taking the same pathing

Its a killer issue, so it will need more time to adress than survivor issues.
Its been like that since the beginning of DBD and it will always stay the same.If were lucky, then the chapter patch will fix it, but I doubt that tbh

Clown is just trash, he is supposed to counter looping, but he actually doesnt and he has no map control.
