Where is this games difficulty supposed to come from?
Mind games?
Strategy?
Deductive ability?
Mechanical precision?
A chase isn't conceptually or mechanically difficult and doing generators isn't hard.
Yeah it's probably a mix but like. When you go to master this game what are you literally getting better at. Because it isn't running in circles or holding m1.
Yes I'm asking for both killer and survivor

Offensive defensive strategy and when to know which to play
What is the context of the question? Did someone say this game is difficult? Are you referring the difficulty levels in the killers profiles? What?
This is a PVP game where you play against other human beings. Therefore the difficulty is directly proportional to the skill of the person on the other side. You may have easier time because you yourself are that much more skilled than your opponent..
The difficulty comes from a survivor's attempt to overcome the oppressive and relentless nature of the killers.
For the killer, it's overcoming the elusive nature of the survivors.
If a survivor cant elude, there is little difficulty, and if the killer has no clue how to use their power to halt generator progress, then the survivors have little difficulty. Mostly, things become difficult when strategies become increasingly frustrating to deal with. and that's on both sides.
Basically in order to make designs that encourage skillful play I need to know what that even means. In order to do that I need to know in a broad sense what exactly makes a good player better than a bad (but not stupid) player. Since none of the individual actions are particularly hard to do it isn't really obvious.
I personally consider mind games to be the best kind of pvp conflict, since mechanical precision based gameplay means there is a point where you can win regardless of what the other player does, whereas with mind games there is always an action to counter any other action thus requiring predictions.
Strategy is a bit different but is generally the same idea but on a larger scale.
However none of these are obviously emphasized across the board, especially for survivors. Some killers have different emphasis (Spirit = Mind games, Trapper/Hag = Strategy, Nurse/Huntress = Mechanical Precision. Not saying these killers exclusively do these things, just that they emphasize them) but for example a killer like Freddy or Wraith I'm not sure how you would go about improving.
And survivors just seem to be: Find gen, hold M1 until the killer comes to you or hooks someone, if the killer finds you run in loops, if someone is hooked save them if no one else is and if the killer is gone.
None of that is particularly hard outside of mindgames in a chase and the initial map memorization
In my opinion killer requires more skill than survivor.
Survivors have to run and repair, yeah it doesn't take much skill I agree, they only get better at running, and at 360s I guess, over time. Survivors have everything they need to aid them during the chase, so most survivors don't have any real skills, they just know where pallets are.
Killers need to know how to use their power correctly, which takes some skill. For example, Wraith is considered to be one of the weakest killers in the game but I learned how to use his power and get consistent 4ks with him. The killer needs to make survivors do what the killer wants them to do, that comes down to mindgames, I think that mindgames do take some skill, to mindgame successfully you need to know the game's mechanics, especially the red stain.
In the end for every single killer you need to understand how to use their power and learn some tricks of your own (Except Legion, Legion is BS). Survivors all work the same, the only difference is in their hitboxes, so David probably has the largest hitbox and Claudette has the smallest, once you learn how to play survivor you learned everything there is to know, because survivors are all the same in the end.
The difficulty of playing killer:
Learning how to play strategically (when to slugg, tunnel etc)
Learning the mechanics of nurse
Difficulty of playing survivor:
Communicating with your team (remove if SWF)
Squeezing as much time out of the loops as possible
Survivor: Easy mode
Every killer and survivor benefits from mindgames. Even the pallet loop is a form of mindgame since killer can change direction. Some killers get better rewards from succeeding at mindgame though, namely nurse and Spirit. Both have ultra-strong movement abilities which can nearly always net you a hit if you can just predict where the survivor will run when they are out of sight.
This ability to predict survivor movements is what I consider the most important skill for killers. Same applies in reverse, if survivor can predict killer they can escape. Sure playing nurse involves mechanical skill and experience by knowing exactly how long you need to hold the blink and how far you need to blink in order to land between specific obstacles etc. But its the prediction thats important imo.
Èven nurse vs survivor in open space can be a mindgame, survivor can run toward the nurse when they notice nurse charging blink, and nurse can blink at the ground, in place, and net a hit. Or they can guess the others going to do that and do the opposite.. So on and so forth.
Whenever a killer mindgame exists, the survivor can succeed in it as well by predicting what the killer will do.
