I haven't had any problems with that specifically.
Ever since the Emblem update, though, I have problems with certain ambiance/background music kicking in when it's not supposed to and permanently being active for the entire match. THAT drowns out other sounds and makes it incredibly difficult to hear subtle sounds that you normally would for finding survivors hiding nearby.

That Self Care change won't go live because changing it affects the viability of other functions and perks in the game. Coulrophobia, Sloppy Butcher, Thanatophobia, A Nurse's Calling, and by proxy things like Distressing and Monitor & Abuse all have their effectiveness shifted when such an ironclad meta perk is adjusted.
They balanced large facets of the game around Self Care as they've moved forward, so the next change they opt for will be drastic (such as making it baseline).

I won't deny that a PC can potentially be more powerful than a console.** But you need to realize that just because a game runs/looks bad on console is not EXPLICITLY because of the console's ability to run the game. It's because the game wasn't built or optimized for that platform.**
I remember when Dark Souls 2 came out. It had stable FPS like the PC version, but the game had to look like utter dogsh*t to do it. It was such a drastic difference in graphical fidelity it looked like an entirely different game in certain parts.

Get injured, and have them spam heal. The game won't queue or register the command re-queue fast enough, and you will automatically exchange your items. It's bullshit, but this is the sort of thing that passes right through amateur Q&A.

The Pig: Rules Set No. 2, since it doesn't actually affect anything or/and Jigsaw's Sketch. (Running a 6 box setup is hilarious when survivors actually have to search all 6.)
The Spirit: Dried Cherry Blossom (Her phasing is super cool, and very useful for mind-games, but players themselves are unable to detect when they're about to phase/its duration/when it occurs--can't buff the phasing emission sound in her favor anymore than it already has).
The Huntress: Pungent Phial (There's no reason she shouldn't see all lockers by default above 0 hatchets, honestly, though I'd rather see an addon to reduce her hum range..)
The Hag - Posssssibly the Disfigured Ear. I think she's too strong to need/want any addons baseline, though. This is an interesting/fun addon, though Granma's Heart can as well.

Also, make sure everything you decide on is compatible, and take into consideration whether or not your hardware is compatible with components going forward. (My last setup was a LGA 1150 socket, so I was doomed to upgrade my motherboard in order to get a better CPU from my 4690k, since there was only a single better CPU than it, and to upgrade to DDR4 RAM. I also had to cut my old case with tin snips to fit a GTX 970, and bought a newer gaming case to accommodate larger GPUs and rein in cable management for the future.)

Doc doesn't have any of these abilities, just because he has built in deerstalker or prevent survivors from healing doesn't make him a slugger. Freddy's slugging ability came from a couple of other factors when he was released so you can't compare them with each other as well.
Slugging doesn't work if you get your downs in 40-50 seconds. You should be able to get them relatively easily and if the survivors are good they won't give you a chance to do that with the doc.
Again I am gonna repeat what I said before. Doc is a good killer if the survivors are useless, against good survivors, maybe he can get 1k.
I honestly don't think you know how to effectively slug as a strategy. One-hits aren't required, ever, and aren't even relevant to it.
At the core, the Doctor is like a different version of Legion, since you're forced to break Madness 3 before doing anything else, and the Legion forces you to Mend before anything else. The main differences are that the Doctor can pressure with Madness by proxy, and also retains full movement speed. Legion can't actively track people without following them, but the Doctor can trigger Madness 3 and an automatic scream just walking around with a massive terror radius.
I can't tell if you're trying to slug all four survivors from start to finish, but if that's what you're doing that's why it's not working.

You're playing wrong, or slugging wrong if you think he can't do this. Just for sh*ts and giggles, I've been slugging almost any DS user I play against to bleeding to death. I don't even bother hooking them unless I've already secured the 4K and can hook them with no risk of a hatch escape.
Madness alone is effectively several perks in one.

Leatherface is easily the strongest example of that notion, as his chainsaw has a lot of penalties. He was designed to be the exact opposite of Hillbilly in terms of chainsaw strength.
Hag and Pig can both incorrectly use/waste traps as well. The Legion's power can hamstring his gameplay if used incorrectly.

Eventually, it will slow down as they may stop to rework current killers when/while other aspects of the meta change over time.
Example: MOBAs regularly rework heroes. League of Legends has famously destroyed a few champions with unnecessary reworks (lelKat/Karma).
On top of that, I doubt they'll adhere to an ironclad time frame if they don't feel the killer is fun or interesting enough. I know people are disappointed with Legion, but he's got a few interesting concepts that set him apart from the rest of the killer pool. Given how he functions, he would likely be one of the first to change if the core game ever drastically changes from what it is currently.

The power gauge change can be pretty useful. I was surprised that this wasn't a baseline function.

Did they say anything about reworking the Hex system, or the interactions Hexes have on the current meta and progression of matches?
I ask about Third Seal becoming a different perk, but they always manage to answer a different question about it.

Having timers always activate immediately is a strategic detriment to the Pig when you're stalling the mid-game to catch up.
Rules Set No. 2 should be baseline, since it has almost no actual impact on the match. You still see boxes globally once your timer activates, so it does nothing. A better change would be to restrict your box vision to 20 meters, or somewhere around there.

Fortnite's model only works because of the sheer scale of the playerbase and its rewards development.
It's a fun game, but damn does it get old fast. If you aren't playing with friends, it blows.

Jesus f**k multiple nerfs. You should never be RELYING on Ambush anywhere, even at pallets. A good survivor will leave as soon as they realize you're attempting to use Ambush, and you just wasted your time as a result.
I mean, finally a buff to her blood point rewards, but that's not worth it for the nerfs she gets.

Dance With Me - I never see it. Like, ever.
Make Your Choice - I don't see this used effectively, virtually, ever. God-tier perk when used well on any killer. I think I dropped it on Pig while I mess around in purple ranks, but damn is this thing a BEAST. I used the hell out of grinding to rank 1 because it greatly enables even punishment. It's an anti-tunneling perk, and getting the pressure out through this is powerful. Pretty busted on Hag and Nurse, tbh. lol
Technician - Lots of players are bad at Greats, and this is good for learning to power through Ruin and practice in general. While the noise reduction isn't really useful, the 50% chance of suppressing a sound notification on failure is. If there's ever a good training wheels perk for people that want to advance the match and try to be low profile about it, this is it.
Lightweight - I've had good experiences with it, yet you still see the argument that it makes it easier to find survivors. Combined with Urban Evasion, it's very effective.
Iron Will - I still don't see this often. With this and Urban Evasion, the only reliable way you can be tracked following a juke is your blood trail.
Spirit Fury - Another rarity. Very unexpecting when you run into this, particularly with Enduring. Great insurance/reward for lunging through pallets and eating stuns.
Hex: Third Seal - Like any hex perk, its usefulness hinges on whether or not it lasts. It is absolutely hilarious getting the hits out and slugging DS survivors. I had one straight up bleed out from full because I slugged them after already hitting 2 people, and hit the last immediately afterwards. xD The isolation is quite powerful, as it nullifies EVERYTHING. It trumps all over perks, and you cannot even see with Bond, or people hanging from hooks. Technically, not very good against SWF, but it does disrupt clutch maneuvers.

It was confirmed that they would never take the roar out of her Ambush, so we get to enjoy it being pathetic. They could at least make her sneak faster, even if her Ambush speeds remain the same.
One odd thing I noticed, and I've used it in-game (but whether it works, I've never tested on the survivor side), is that you can trigger her roar multiple times by 'fluttering' her Ambush attack. If survivors hear this, I've scared and confused people into hits. If not, it makes for a funny coincidence when I mind game at pallets.

Madness needs a rework. Whether he's strong or not, there's no denying how utterly miserable it is to actually play against him. Madness could be a cool mechanic to deal with, but instead it just builds like 4 perks into him.

The only way to "balance" the Nurse is to redesign her power.
Currently, she blinks and lunges to strike with rapid sequencing. A more balance-able version would be that she blinks a lower distance and gets a speed boost coming out, and less fatigue; however, each additional Blink enables more total distance covered in less time (like normal), but also less of, say, her lunge distance and potentially a longer fatigue or something. Her risk/reward system is very minimal the higher she climbs in Blinks right now, and why most people use 3. Some people say her long fatigue for 3+ blinks is bad, but I disagree given how extremely powerful it is simply to cross maps for patrolling. She saves monstrous amounts of time on a lot of maps because she can just go right through walls that other killers have to walk around.
This retains her power's core function, makes her easier-ish to use for newbies, but doesn't quite gimp her top end GODSKILLED players, while making her more effective for the middling band of players with her.
As it stands, the only truly difficult thing to deal with is that she can close distances too quickly through barriers and obstacles, which makes her own perk, A Nurse's Calling utterly insane to deal with on her. The other option is to rebalance her collision interaction entirely, or to redesign certain perks when dealing with just her.
A great Nurse cannot be escaped unless the game decides to screw her on collision detection. Longer fatigue or/and slower movement speed isn't the answer, either, since that is miserable to play with, and doesn't even remotely help you escape one that's running something like Sloppy Butcher or Stridor.
The Spirit is like a crappier Nurse. Both use their powers to cover distance, both move slower, both can surprise people with their powers, but the Nurse is faster with her power in every single respect: speed, execution, potency, versatility, cooldown. Even having Nurse warn survivors with a visual cue doesn't really have an impact, since it only matters when she's already chasing you, or you're close and she doesn't know you're there. It has very little useful impact when trying to escape her.
Another good-ish nerf would be that her vision narrows to directly in front of her as she blinks. She can still pick up blood trails and scratch marks after she exits her Blink, but it's wayyyyyyy too easy to see people as you phase through walls and your vision clips through them. Like, a survivor tries to juke with LoS, but you blink to where you last saw them, and the game lets you see all sections of the walls, so you can spot them running away easily.

Just recently, I've gotten multiple hits while blinded by Winter Party Streamers.
The ultimate team moment as a survivor: 4 man escape while being face camped by Leatherface at an exit gate hook. How did I/we escape?
A PUG managed to bait him to step 3 steps away, so my friend could unhook me and I could use my key to open the hatch right in front of me.

I like movement speed addons, or phasing on Lery's/The Game.
M&A, Nurse's Calling, Make Your Choice, Ruin -- my current build for her. You can use Stridor and/or Sloppy Butcher on her, too.
Due to sound occlusion being WAY OFF with Stridor, I've dropped it for now.
Maybe I'll record it in the future, but you can stand at pallets and see if survivors think you're phasing, and they'll come back across without dropping it. xD I've done that 3 times in a single match.

This is for gauging locations at a distance, and they could simply have the Hex aura be different, so that the killer can differentiate them.

Dying Light is gay, and I would never use it. Thanatophobia needs its debuff permanent if someone dies.
Anyway, I use Sloppy Butcher and Ruin, but M&A + Distressing or Stridor. You could also use A Nurse's Calling if you're trying to be sneaky. I'm not a particularly big fan of Distressing in general, but Legion is a BP farming MACHINE, and way more fun to play as and against than Doctor.
The best usage of Legion's power is to hit someone, bleed them, and try to body block them for when you fatigue. Otherwise, you should try to avoid just two-hits with M1 because Feral Frenzy/Deep Cut actually wastes a lot of time if you decide to target switch. (This is important, and there can be a lot of judgement involved in some games.) Deep Cut still injures then, and they will need to Mend before they can Heal. Sloppy Butcher synergizes amazingly for this purpose, and hitting 2 people, and then finishing one off disables two survivors (three if the one mending and healing themselves takes too long, as someone has to rescue the hooked person).

Honestly, the only changes that could take perks out of slots are making Self Care and Ruin baseline, and subsequently rebalancing around this.
The Legion seems like a stumbling step towards Self Care becoming baseline in some fashion of implementation.

In my 600+ hours, I've prevented, and experienced NOED never activating, twice ever when it was in the game. One match during my Rank 1 climb where it never activated (safety pip, probably 1K), and once as survivor (duo against a Myers on Lampkin, and it ended as a 4 man escape).

I ended up getting adept, but it was basically like going into the game with 2 perks only. I was sweaty as [BAD WORD]!
I got it first try on a Red Forest game. You really have to make use of Make Your Choice because it's the only perk you truly have. I almost didn't get it, since I had a hard time finding the last survivor, but I spotted them sneaking around in the distance.

Killers complain too much about not killing enough. Especially every killer pining for rank 1 after Emblems came out and no longer made killing 2+ (and +1 hook) people mandatory to get a pip.
Hillbilly is still more broken than Nurse.
Clown is impossible to juke because his cloud prevents it via screaming and a 90% slow.
Hag is probably overpowered and received too many buffs at once.
Pig's Ambush roar is still the only super bad thing about her (because all of her Ambush addons subsequently suck because of it).
Decisive Strike should be removed... at the cost of No One Escapes Death.
The Doctor needs Madness to be completely reworked from the ground up. It is currently oppressive, and not fun to play against, especially for new players. A progressive insanity would be better, where it builds up and causes you problems with aura reading, skill checks, etc., without constantly giving away your location or denying you interaction. And to reduce/clear it, you need to find another survivor.
Hexes are still a weak system that the killer has no control over. Ruin is bad game design because it counters group repairs, and the Legion perpetuates this flawed, horrendous oversight of game design by further adding a perk that counters group repairs. Generators need to be rebalanced, so that repairs are far slower when solo repairing, as there is currently little to no incentive to gang up on a generator, particularly at high ranks. In fact, you're very much encouraged and incentivized to repair as many separately as you can. Ruin should still hamper group repairs, but generators seriously need a rebalance to encourage working together.
Killers should be able to set their totem spawn locations on each map variation as part of their loadout, so when they random into a map they can be confident that their spawns are where they wanted them to be, and will not have to worry about survivors spawning on them, or them appearing in the open.
The Huntress should have a smaller hum radius.
Freddy should not be able to see survivors in the dream, but the skill progression penalty should be stronger and linger after escaping the dream--this would be less oppressive, while also still making him and his addons effective.
Thanatophobia's debuff should be permanent for each survivor that dies.
Some killers need to make more/less bloodpoints during the course of the game. The Pig is especially bad for Deviousness, and is one of--if not--the worst for gaining bloodpoints. The Doctor and the Legion are amazeballs by contrast.
Hex: Third Seal should start the match with all four survivors blinded.
Crows should be louder, or more noticeable for the killer when not using Spies From The Shadows. It's easier to hear grass rustling and footsteps by comparison.
Borrowed Time was nerfed too much and is now utterly useless.
No Mither remains the only perk to affect a survivors' bleeding for tracking, yet it's arguably the most reliable visual cue for killers, and there's more and more perks on their side that make this stronger and better for tracking. This really should change in some way.

Try to get multiple hits before you pick someone up, and always know where your hooks are. It's very risky to block hits for a carried survivor, as eating even one hit can set the survivors back considerably. All it takes is one sloppy block to get them downed very quickly after the hook. I literally just had this occur in a Legion game I wasn't doing particularly well with him (still learning, plus mostly rank 1 meh perks).
Someone blocked a hit, attempted to do it again, but crashed into a car while trying to 360 and went down. Immediately, this shifted the entire match back into my favor, and ultimately a 4K.

No, because I got rank 1 before Emblems, and survivors have received massive nerfs overall since then, on top of the pre-Emblem system explicitly requiring sacrifices. (I had 2 matches during my climb with 2 sacrifices, but only safety pipped, though.)
If you plan to effectively 3-4K, you can't waste so much time on a single survivor. Sometimes just hitting one person and letting them go is good enough.
I decided to grind rank 1 on Pig, because her map control potential is legendary (but you also have to be a good survivor and understand map flow for herding people where you want them). Red Forest is one of my better maps as a killer. If I'm in one corner, down and trap a survivor, and I know there's no one else nearby, I'll move to another quadrant to hook them. Based on jigsaw boxes, previous traps, and previous movements, I can narrow my next target to another quadrant, and further narrow it down to even the very generator they're on based on which ones I know were done last or had no progress.
So, you can glean all of the necessary information to go hunting for more survivors without BBQ&Crutch in most situations. Pig is especially good at this, but you can apply it to any killer with decent mobility or proxy pressure. Hag works similarly, since her traps restrict the movement field and reduces the total travel area, thereby slowing travel for survivors without restricting you.
TL;DR: Bad killers camp, but good killers hunt.

Surveillance should allow you to get an aura read when the generator is worked on and allow you to better defend against cross-map generators when down to 3. THEN it would actually be useful. Currently, it offers no benefit whatsoever, especially in the context of the Pig. It should've been what Tinkerer is now.

Weak solution to a more systemic design issue.
The problem is that, once the Exit Gates are powered, it's EASY for multiple survivors to escape if 2+ are still alive and something like Remember Me isn't stacked.
The Exit Gates open too quickly by default (however, they should not RNG-spawn on the same wall, either).

With all of the survivor nerfs that have happened in the past year, I fail to see how SWF needs to be removed beyond offering a solo survivor ranked queue, and an actual ranking system with real rewards.
Aside from one recent game as Legion where I let all but one person go, I haven't actually "lost" a match as a killer (<2K) in forever.
