It'd bring back some of the scare factor and give stealth killers a chance to actually be stealthy, but I wouldn't say it'd be balanced.

They have, actually. If memory serves, one of the first Trapper masks ever was community-made. The devs bought the design from its creator to be put into the game as an alternate skin.

Low framerate is a matter of optimization, low specs, or a combination of the two. The former is a reason to delay the release of this hypothetical killer, but not a reason to cancel it outright.
For movement speed, let's go with 115%, in theory.
Yes, there'd be a short cooldown after missing, similarly to a missed attack, but not after a successful pounce.
No lunge, but the attack is between a quick attack and a lunge. It should work out, I think.
I don't know about those maps, since they didn't exist when I made this suggestion. This is just to get people's opinions before I rework the killer to fit indoor maps.This suggestion is from late 2016, IIRC, before the Hag came out.

The devs said a while back they'd be making matchmaking changes on their end, remember? This is probably something that went wrong.

Yes, killers are the bread and butter of DbD. The problem with making survivors unique is that either you buff them by giving them new abilities, which they don't need and would just lead to a new meta of only playing one or two survivors, or you nerf them by making their teachables less impactful on different survivors or whatever, which would lead to a massive shitstorm since you'd have to do the same to killers and would still lead to a new meta of only playing one or two survivors.
Bottom line, survivors are skins because that's how the game was designed. You can't change it now, after three years.

Seems similar to the one in the picture. If it was a gong, it wouldn't make much sense to connect a smoke box to it.So maybe an urn containing an evil entity that's being held back by the incense? The chains and the little "ball" at the top give off a kind of "evil containment chamber" vibe. Much better than an electric rice cooker, if you ask me...

I made a very fleshed-out suggestion way back on the Steam forum for a humanoid killer with a tail who could vault pallets, ran faster on grass, and was able to put down poles that he could jump to and from. While on the poles, he'd be able to ambush survivors who were too close by jumping on them. Is that something you'd like?

I suggested a very similar thing, the main difference was that you'd only be able to equip four perks. People did not like it.

Six out of the seven perks you mentioned are teachables from six different killers, four of whom are from paid DLCs. The seventh can be disabled before it ever activates. Also, killers, like survivors, only have four perk slots. They can't afford to run every single perk just to counter items. Dodging is easier, so they go with that instead.
But if they disable NOED, you get an extra ~70 seconds from their total cleansing time and about 10-15 for them to find the totem depending on whether they are coordinated. So it'll still help you create pressure anyway.
You get a maximum of 70 seconds of cleansing time, and a minimum of 28, not including travel time or any other variables. Regardless, if only one survivor is breaking the totems while the rest do gens, it does not impact the game in any way, since generators will still be repaired in two sets.

I voted "Yes", but I'm ambivalent about providing this information for free (i.e.: without the use of a perk, namely Small Game or Detective's Hunch).
I understand the intention, but the problem is that every step toward providing more information for survivors is a step away from the horror game that DbD is supposed to be and a step toward making this yet another generic 4v1 asymmetrical game. -
