Things without counters shouldn't be powerful.
Well, as I said, the perk is subject to change. Whether it be the stun duration, the window of time in which you can actually use the perk, or both, things may turn out different then you assume.
30-45 seconds is enough imo, 60 is overkill. It's there to prevent tunneling.

Being a survivor main, I actually have no problems with noed. It's unfortunate to get struck by noed, but hey, cleanse them totems and it'll just be a wasted perk slot.

I had an idea of a perk that breaks the hook when the survivor is unhooked. It wasn't quite the same, and tbh Breakdown is a lot better than my idea, but you can imagine I was pretty happy that I was even sorta close.

No0b3. He's one of the best players that I've seen, and he's got such a good attitude most of the time. Even when he gets frustrated, he seems to be able keep a relatively cool head. Except around Claudettes. He's got a little thing against Claudettes nowadays.

You sound like you need to get good if you're getting bullied by survivors.
Pro tip: If you're getting 360'd, turn the opposite direction that they are moving and you'll usually get an easy smack. Unrelenting and Enduring sound like perks that you'd need

Dwight is the main survivor, and the Trapper is the main killer.

You have to get lucky, I suppose. I've never used Ruin, but I have loaded into matches as a survivor where I spawn right next to the totem and have it cleansed before anyone even knows it's in the game. I have used Devour Hope a lot, though. And typically, survivors don't cleanse it, because when I chase them, I do it in a way that they'll run away from the area it's in. However, I imagine that it would be harder with Ruin, due to the fact that everyone will know that it's in play as soon as they get a gen skill check, whereas Devour Hope needs tokens before it can be used.

Yeah, here's the thing. If your team is trash, you need to rise to the occasion, get at least 2 gens done, and get out when your team's all dead. If you really don't like facing Ruin as the last survivor with less than 2 gens finished, you can:
1. Run Left Behind.
2. Run Stakeout
3. and finally, cleanse the totem -
