He can shut down loops, similar to Clown, and he can track survivors from time to time. He is a better Clown. In no world he is A-tier.
I disagree. He can pressure really well with the right build. Pig's is RNG, Doctor's is guaranteed to slow things down.
Also he can counter quite a lot of loops well. Especially Autohaven ones.
The only time he struggles is against a good team but this goes for almost every single killer.
He's mid A to high B

Hands killers the game? Seriously? You must be in the low ranks if your whole team gets beaten by noed. I'm a survivor main in red ranks and most matches that killer has noed it won't even pop because i run small game and destroy all totems during the match. On the rare occasion it does pop I'll just find and cleanse it before going for the save or we all leave and the killer gets a 1k. Noed is not that difficult to counter, just do the bones and the killer will only be playing with 3 perks. I don't get people that complain about it.

I think that's the point. Ash has always been that one comic relief horror protagonist. So it makes sense he'd have some stupid sounds.

Frankly I feel like this completely ignores the point of end game collapse which was to prevent survivors staying behind way past when the end of the match should have been. If a killer opens a gate to trigger EGC, the survivors can still easily get out without any inkling of pressure applied by the EGC (unless the killer has Blood Warden).
So, since the suggestion that EGC should start when all gens are done will likely be met with harsh criticism from a large percentage of the playerbase (understandably), I came up with a suggestion - over time gate progress will degrade (maybe 0.1%/second?) so that survivors can't just safely form a body train, teabag and then run to the gate tap it and escape. I don't know though.

No. EGC should not be tied to either side's favour.
It's there to end the game and stop hostage situations after the gates are open. The killer can open the gate too.
If gates regress over time, then that means killers can camp without anything to worry about.
99ing the gates is a strategy. People need to stop asking for changes to everything. Leave EGC the way it is

I think everyone in here is ignoring the fact that the devs said that they'd make slowdown perks less synergistic but better when ran alone and that toolboxes are being looked into.

Adrenaline requires the gate to be powered (gates get powered after 5th gen or hatch close)
Rancor requires the FINAL gen to be completed, not the gates to be powered.

Now you may say just pull down pallets early and break out of dream world. Breaking out of dreamworld wastes huge amounts of time and has to be done every minute and like I said before, because of his huge game slowing effects, he can afford to chase a survivor and break every pallet if they pull them down instantly, leaving the survivors with nothing to work with for the rest of the game and constant teleporting and pop regressions. The main problem isn’t with him but rather with his very low skill cap and free rewards. I will admit demogorgon and oni were some well designed killers as well so let’s hope that the devs continue to release more killers like this and less like Freddy.

The Game, Hawkins, Yamaoka (yes, even this map), Springwood are all fairly balanced for both sides.

Hawkins is not fine at all.
Sure there are the strong rooms, I won't disagree with you there. But strong rooms that are heavily RNG dependant does not mean that the map is balanced.
Totem spots and gens are among the best in the game on that map though and it's aesthetic is amazing.
Just the trash tier pallets and the heavy RNG factor really makes it super weak for survivors

The Man probably isn't either Vigo or Benedict.
Still though, even if it is Vigo, he'd probably want to look over his notes to make sure he hadn't missed anything and to find out what to do with the serum when he finds it.
