Jeff and Dweet look like they're popular choices.
Some of the killers would be fun to hang around (pre entity realm before they were bullied/abused of course) since some of them like Philip Ojomo are not absolutely despicable like the Clown or the Doctor, etc.

Clown.
I love mindgaming survivors at loops. The blurred screen makes it real hard for them to know where you're coming from (especially if you moonwalk around corners)
I like to use the Garish Makeup kit as the first addon - the prolonged duration of the gas as well as the larger area really cancels off a lot of potential loop areas if thrown ahead of the survivor.
The other addon I like are the extended intoxication duration addons. Even when survivors are out of the cloud, they are still hindered and lots of times expect to be able to pull a fast vault (while they can't).
His laugh is absolutely fantastic too.

I often like using these perks:
Sprint Burst, Botany Knowledge, Self-Care, and Fixated. Fixated is wonderful during chases, since when you're healthy you get that 20% speed boost while walking (making hiding from the killer really easy after using Sprint Burst).
Dead Hard, Resilience, Spine-Chill, and Stake-Out. Rewards both being chased by the killer (15% faster vaults FTW). Get a token from Stakeout while hiding? Get that nice extra 1% bonus for great skill checks (and the tokens don't decrease if you make those skill checks). Add the 9% while injured? It's almost like using a BNP.

If you don't drop it, then they'll just M1 you instead since the cooldown to take your knife out of the ground is very low. Same thing with windows - if you vault, then you'll get hit mid-animation from the wave. If you don't, then you get the M1 treatment.

Just look at Furtive Chase.
4 tokens to reduce TR by 4 while in a chase, and the perk deactivates completely (and you lose all tokens) if the obsession is dead. An already weak effect coupled with having many restrictions.

Pumpkinhead nurse here.
Most of those nurses are inexperienced most likely. They figure it's an easy down to lure another survivor to the hook, since it means less blinking and potential to screw up.

One of my favorite Myers builds uses Tinkerer, Pop, and Trail of Torment (with one other perk of your choosing). Go into T3 with longer duration addons. See a generator notification from Tinkerer? Go to it and get your quick stabs in. Hook survivor, then kick it to regress 25 percent with pop (gives you another trigger for Tinkerer) and activate Trail of Torment for an additional Undetectable status effect. Excellent for indoor maps!

currently chases with good PHs are basically pointless, as every time you reach a pallet or window he forces you away from it by ramming his knife into the ground - if you go through you are screwed thanks to his ranged attack and if you dont you are screwed cause he can just continue chasing like nothing ever happened, ending up with you being hit before you can reach something to defend yourself with (which he would just end up avoiding the same way anyway)

So how about a basic attack that hits a survivor, and if it miss one window won't be blocked off.
The main idea behind blockade is to reward killers for taking the time to "set up" windows for the perk to block, while Bamboozle works better in the middle of a chase. Bamboozle could receive some sort of buff to compensate.
Here's some more perk ideas:
Insight: You become obsessed with one survivor. Whenever the obsession starts a repair action on a generator, the generator's aura is revealed for 1/2/3 seconds. Hooking the obsession causes aura blindness for the killer for 60/50/40 seconds.
Generating Terror: Your goals to give survivors a false sense of hope align with the entity. When within 24 meters of a generator with at least a repair progress of 30/25/20%, this perk activates. The entity will block the generator for 30 seconds and the generator will begin regressing at 75/90/105% of the normal regression speed while the generator is blocked. Survivors repair speeds are increased by 7/6/5%. This perk can only be triggered every 60 seconds.
Death Toll: Deathly precision comes at the expense of speed. For each survivor sacrificed, gain a token. For each token, survivors auras are revealed for an additional second when they start a repair or heal action (ie. 2 tokens is 2 seconds of aura reading.). Survivors repair and healing action speeds are increased by 15/12.5/10% for each token (ie. 30% increase for action speeds with a singular survivor remaining in the trial)
Cursed Chaos: You become obsessed with one survivor. If you hit a survivor with a basic attack, this perk activates. If the obsession is repairing a generator or healing a survivor, they are faced with a tremendously difficult skill check, which will cause 5/7.5/10% regression if they miss the skill check. This perk can only be triggered every 90 seconds.

Thanks! It would also be nasty with killers that have a naturally low terror radius, such as Deathslinger (could fool people into thinking you're way closer than you are, and they might waste time hiding instead of doing a generator). I would limit this perk to not stack with terror radius altering addons for killers.

Perhaps make it so that Down Under will affect generator speeds by 15/20/25% for 30/45/60 seconds after a survivor is hooked in the basement? This effect can only be triggered after 180/120/60 seconds.

I like to run perks that mix up gameplay as a survivor, not just the same old 4 perk combo with Dead Hard/Sprint Burst, BT/Adrenaline, DS and Unbreakable. Those get stale real quick.

I love the idea of MOM, but protection hits more often than not don't even register even if you're hugging somebody's 6 and the killer is right on both of you. That's what I'd fix first before looking at changing the perk.

I personally think that Clown is much better than what he was like before. It opens up (in my opinion) another addon slot that would've been taken up by a feather to reduce the speed reduction cooldown. Not to mention, you can mindgame medium loops with clown much easier.

Clown has his slowdown when throwing bottles removed, which makes him a great killer for chases (as he was designed for). Leatherface could use some love.

Remove the darn slowdown Clown has when he throws a bottle. Why does a slowdown mechanic ability for a killer also slow down the killer themselves?
Stop survivors from doing generator repairs. You're in a toxic gas cloud - you're telling me that you're still going to be able to do repairs on a diesel engine effectively?
Also, more bottles. The huntress has more hatchets than the clown has bottles, which is ridiculous considering the bottle doesn't grant a guaranteed hit.

Fix her bugs before her blinks. Having no cooldown doesn't matter if you can't access 1/2/3 of your blinks throughout the trial because of a game glitch. Also, her maximum distance she travels sometimes feels like she travels shorter/further at certain times even when unimpeded by any obstacles (I'd imagine something with dedicated servers).

Replace Deep Wound with the Hindered status effect. Rewards good shots and makes more sense if you move slower after getting harpoon'd in your torso.

He can actually do a lot in a loop with a window, dodging his spears isn't as easy as you think. Survivors usually don't have anything to get behind to break the chain so it's usually a free hit for him or in most cases a down.
Not really a "dumb thing to say", but rather common sense which seems to be lacking in your comment. If you get harpooned, then the killer should be rewarded for a good aim. He's barely been out and people are already complaining about him (on top of being a lower mid-tier killer with little gen pressure) being good at his ability. The harpoon isn't a guarantee of a down, either. People can stand in his way, people can dart behind a tree right before they take a harpoon hit, etc.
Survivors shouldn't just be able to get harpooned and brush it off.

Discordance/Whispers and Pop goes the weasel. Discordance gets you into chases quickly on top of applying Pop to generators that are popular with survivors that round. Whispers is good in the case that 2 or more survivors are not working on generator so that Discordance doesn't pop.

It's a big buff. When you get deep-wounded, you'll want to repair the generator ASAP before you get put in the dying state!
