He is speaking the truth, though.
Legion is supposed to be a killer that SURVIVORS find fun to face. He cannot even down survivors without a lot of time investment, so survivors get to enjoy long chases in where they feel good about themselves. Deep Wound is harmless and the "hit and run and hit another" behavior of his power just means that Legion's wasting even more time hurting survivors with a minor nuisance status effect. -

New matchmaking system, though. If you played the PTB, the lobby will now ALWAYS pop in all survivors at the same time. This is to stop killers dodging when all four survivors join at the same time.
This is coming to live soon. -
The developers have proved with Freddy that they're basing their balance on low-mid ranks.
That's why they're making Legion, a killer which survivors should find fun facing as he can attack and injure survivors but won't be a danger as he cannot down survivors without extreme time investment. -
It's not accurate as there are ways to fool the killer checking.
Not to mention, private profiles. -
I'd love to see who's a SWF or not but hey, we cannot all have what we want.

Really? The HUD is all your perk icons, the area where you can see the status of your fellow survivors etc.
Down in the lower left there's an icon showing what item (and add-ons) you have, if you have one. It also show their charge and how close you're to consuming your item. -

From what I've seen in the game files I give you the answer, yes, when you prestige, all 4 of the Legion members get a prestige award
I've only seen Frank / Julie clothing bloodied. Are you sure Susie and Joey get bloodied too?
From what I can assume, the reason Joe and Susie weren't in the PTB was due probably the devs working on their models and animations. They pushed Frank and Julie out to kinda give you taste on the idea for the Legion. It would be a waste to exclude Joe and Susie from prestiging and treat them like they're just some side characters.
Or Susie and Joey are paid cosmetics.
But then again, it wouldn't make sense to do that. They are on the cover of the DLC and are literally the main characters of the chapter. I hope Behavior doesn't do that, because this killer is already weak enough as it is and they could at least make them a built in feature.
Oh. I am certain that the devs will. Corporate greed always win in the end.

Thanatophobia gonna be brutal if you remove great skill-checks outright. I rather give them the Ruin style drawback, in that they exist but don't provide any bonuses.

I'm with @Wahara every other competitive gaming community seems to do fine with this, why is it a problem for DBD?
Survivor fun has always been more important for the developers, so not letting SWF squads feel skilled by reaching rank 1 with minimal effort would cause some dissatisfaction to their beloved player-base.
I am thinking practically though. How would unranked SWFs match up? With killers who go casual too? Against killers of any rank?

Legion just shows that they rather just make some company for Freddy down there in F tier, as its more fun for survivors to have an easy time. -
Doctors will now use the closet perk from Legion instead.

Legion remains as weak as before, thanks to Deep Wound being essentially unaltered.

Survivor fun is more important than killer efficiency.

The changes to Legion himself are good quality of life changes that'll improve him somewhat.
The big downer is the Deep Wound changes.. or lack of. Noise being the only good one.Progress reset when Legion hits you sort of a half-way between how normal healing works and Snap Out works. Deep Wound would be far better off being like Snap Out, in that you lose all progress if you so much as pause.
Bleeding out while Mending would have been a good change IF it could down survivors who're mending. Remember, you're literally hitting them and running off, so they start mending right away. And even if you now manage to engage them enough that they'll bleed out, just mending stops it at 99%.. Just as worthless as before.
