The fact that it denies certain perks and achievos, I'd say yes.
When I play Survivor, I can very easily tell if a Killer is going for adept based on what I observe. I'm not the best player by a long shot, so I know others can as well. I have seen people DC just to deny them the adept if they start doing well, which is already nuts considering that Adept can be so hard to get with some Killers. The fact that Survivor can choose to eat a small penalty in order to deny someone an accomplishment is rather bizarre to me.
Same goes for denying hooks for BBQ or Devour Hope. Same goes for hatch finishes. In the very least, it should count as hooks for those purposes. I understand that some people DC for other reasons, and it may seem like it would unreasonably buff the Killer in certain scenarios, but that doesn't make it fair that someone can go watch youtube for 5 minutes to deny a Killer their perks or achievements.

Legion is good.
Him power keeping survivors injured. So survivors have to choice. They will heal and waste time or they will do gens and will stay injured. And i did not said he already wasted their times with mending. He is like T3 Myers and never needed stalk, he just keeping everyone injured. If they are healing, you can do again and again. And they will waste time with more mend and heals.
And when you put some perks for make them slower, Legion is really starting so annoying. For example my Legion build: Sloppy Butcher + Thanatophobia + A Nurse's Calling + Dying Light. I have so much 4K already and i am red rank killer. So i do not think Legion needs some buffs. Maybe him add-ons can change because most of them useless. But Legion is good killer, when you use good perks on him, he is being so annoying for survivors.
Legion makes game so slow and when you put good slow perks he is nearly unstoppable. Like i said, Legion is just good.
Yes, he keeps people injured, but that doesn't slow down the game if they aren't healing. Also, it's still a power that only gets used at the beginning of the trial.
You use Nurses Calling on Legion, but that means you are running three perks unless they decide to heal (only two perks when you account for Sloppy Butcher penalizing healing that isn't happening). If Survivors are healing, then they aren't play well against Legion. Sloppy Butcher falls into this same camp, as it does nothing if the Survivors aren't healing against him. It also makes the build seem a bit weird, as you are penalizing them for healing while also trying to get them to heal. Some may decide they are okay with the extra heal time, but in my experience, most don't. Not against Legion. It just seems counter-intuitive to basically tell them to heal while also telling them not to heal. Thanataphobia is clearly there to make their injured status do something, and to try and bait out heals. The issue is that most Survivors would rather just eat the extra 5 seconds to repair a gen than heal against Legion. Mending is boring, but not a big deal to most Survivors, as they can just run to a safe spot and mend. If you FF an injured Survivor, you aren't really doing anything except giving them a speed burst to run away from you, as you aren't depleting a health state.
I personally don't like Dying Light, but that's just me. As such, it would be inappropriate for me to really say anything of it.
I mained Legion for a long time. Got to red ranks with him. Got 4Ks with him. I'm not saying he can't do well. Any Killer can technically do well. However, compared to other Killers, he IS weak, and he DOES need work. His penalties should be lessened because they were a knee jerk reaction to his old playstyle, which is no longer an issue after Deep Wounds was modified and his power was changed to stop when he FFs the same Survivor twice. Furthermore, even if all Survivors stay injured and (as such) a one shot, that doesn't change the fact that his design can and DOES turn him into a Killer that almost never gets to use his power. He's an M1 Killer with a power at the beginning of the trial.
As for you doing well, you may want to consider that you aren't doing well because Legion is good. You might be doing well because he's an M1 killer with 115% movement and people don't like to heal against him. Basically, you're doing well because you have a strong grasp of Killer basics. Not because the Killer is good.

Yes.
Legion is an M1 Killer that gets to use their power at the beginning of a trial. After that, everyone splits up, nobody heals, and Legions power does nothing. Legion also has an entire list of addons that basically do nothing. There are Killers that need more work than Legion, but Legion still needs work. In the very least, QoL changes. Before Trickster, he was the only Killer penalized for using M1 attacks. Trickster can still throw knives after an M1, though. Legion has to wait 10 seconds to get his power back. Before the recent Victor nerf, Legion was the only Killer that basically DSed himself when using his power. Legion is literally built to penalize himself for basically doing ANYTHING. Before recently, no other Killers had this many penalties attached to their standard gameplay, and even now, Legion has more of them on one Killer than any other Killer. His power isn't even lethal, but he's punished like everything he does is a one shot.
So yes. Legion needs work.

Its not about the cooldown speed, its the ability to continue slowly moving and look around, you can use this to zone the survivor at loops that are isolated and prevent them from instantly Shift W-ing to a new tile.
Every other killer in the game is stuck in place when they break a pallet, Nemesis can do it from the other end of a loop.
Demo with Addons is still faster. He can also get to the pallet faster.
While Nemesis is still moving when he lashes a pallet, the amount distance he gains compared to other Killers is rather slight. It COULD be beneficial and lead to a hit others would not have made, but it's not definitive. My point is that while it's certainly a benefit for Nemesis, I think some people are severely overrating how much of a benefit it is. I also definitely feel some people are viewing Nemesis through rose tinted glasses. I'm NOT a fan of Resident Evil. I played RE3, beat it, and know the game and character, but I'm by no means in love with it. I can't even say I like it. So to me, Nemesis is a Killer in DBD and not the big icon he is to other people.
I'm not looking for how strong he is, I'm looking for is he strong? Thus far, based on my time in the PTB looping him for 3-5 gens, my answer is "above average". He's stronger in some scenarios, weaker in others, and from what I have seen, is getting a lot of high praise despite being nothing particularly special. He's huge, so he's easy to see over obstacles, making him easy to loop and mindgame. His lash has a fairly short distance and a long recovery, making it easy to bait a lash and capitalize on a whiff. His lash does not go through walls like Pyramid Head, so baiting him into whiffing at a window is pretty safe so long as you are comfortable with juking. From what I have SEEN (ie: Needs more testing), his lash is a sensor box that uses hit scan to determine a positive hit, so ducking below low obstacles causes a whiff. I simply don't find him hard to counter. If he goes live and full perk loadouts and time behind the driver seat cause him to end up being stronger than I thought, cool. I'm willing to change my mind and see him in a more favorable manner if I'm proven wrong.

That is a commendable effort, but I'm fairly certain that the chat logs are the only thing the Devs go off of in terms of bigotry given what can happen in game, unless it's extremely blatant with video evidence (which is very hard to come by where charms are concerned, I don't even know how that would work).
Well, that's also something the players will simply have to contend with. If they think someone is targeting them for their charm but have NO evidence of it, then was it even the charm in the first place?
People are going to have to look at why they feel they are targeted in those scenarios, and either pinpoint the action that made them feel targeted for a specific reason or realize that maybe they are placing blame where there is none. We cannot and should not assign blame based on gut feelings, and should always look logically at the information in front of us.
I personally have... issues, where I think everyone is trash-talking me at all times. My only method of dealing with this is to put my logic in charge and suspend my emotions while I figure things out so I don't assign guilt or blame where there is none, because my gut feeling is simply not something I can trust. This same mentality is going to be vital for making proper reports against bigotry, as the only way to keep reports genuine is to be able to logically point out where bigotry is being showcased, and not get overrun with emotion that may just be bleed-over from other events. I'm not blaming anyone for having those emotions, not in the slightest, but everyone will definitely have to be able to assess a scenario as its own thing in order to properly determine what is going on.
As for gameplay showing bad behavior, I can think of a few scenarios that would, in the very least, show good faith concern for bad behavior. If the charm is singled out and the Killer blatantly interacts with the other Survivors in a friendly manner, that would be a good faith concern that the Killer was singling out the one player with the charm. While it might not lead to a ban, it would likely note that player as having conducted such behavior, and build a case against them. When I worked on indie online games, mods, etc, almost all players that were reported had a report file on them with descriptions of what they were reported for, as well as the evidence. This let us build a much more complete idea of who was behind the keyboard and what they were about. I wouldn't doubt that DBD has the same thing.
Maybe I'm out of my depth here, I dunno.

Since its time in the PTB to now, Blood Favor has been singled out as one of the most penalized perks that gives such a mediocre benefit. The benefit it gives basically does nothing in purple and red ranks, as most people would rather greed a pallet they are close to after taking a hit and run to another tile than drop it during their speed burst. The fact that it's a hex AND has a cooldown on top really just says the devs thought it would somehow be too strong, so they threw a chain and ball around its ankles and haven't set it free yet.

While true, it still helps to keep all reported cases of bad behavior genuine, as it will ensure that all cases are treated seriously. I'm also NOT saying you don't know that or intended to say otherwise, just piping up for everyone elses sake.

My very first was Claud because I was told that she was impossible to see.
When I learned better, I started with Dwight to unlock his perks, moved on to Bill for the same reason, and then worked my way through all the teachables I wanted. I applied all of these to the only Killer on the Survivor roster: Nea. Now she plays me. She has control, I don't, because I value my life.

Legion. Before Legion was added, I only played Survivor. I think I tried Huntress once, and I hated it. I still hate playing as Huntress, but mostly because I haven't taken the time to git gud with her hatchets. Also, when I first stopped playing, Hag was the newest Killer. I picked the game back up with Pyramid Head was added, and intended to main him, but I did not enjoy his playstyle. Legion looked good, so I tried them out, and was pretty happy from then on. Helped me learn the basics, as well as some advanced trickery. Now, at least when I play other Killers, my experience with Legion kicks in and I can focus more on how their power works rather than concern myself with basic Killer play.

Balanced Landing. I leveled Nea before Meg. At the time, BL was a bit more useful, and I liked the idea of being able to activate my sprint when I wanted it rather than having to blow it if I needed to run at all. Obviously, SB is actually better and using it when you aren't being chased isn't entirely a detriment, since you still get around to objectives and such faster, but I wasn't thinking that at the time.
Now I don't use any, because I'd rather have perks that either constantly give me use or give me something during niche scenarios that I don't like.

Honestly, no. He's pretty average, has some strengths, and has counterplay. Just because he's from a popular game doesn't mean he needs to be A or S tier. So long as he doesn't dip down to Trickster or Legion levels, he's fine. I COULD see the argument for stronger/more zombies, but I also see scenarios where buffing them could lead to absurd results. It's already kinda poopy for a Survivor when they run to a tile to loop Nemesis and a Zombie shows up to cut off the loop. Now, the Survivors only option is to take a hit, even though they were well ahead and played correctly. The RNG nature of the zombies makes them bang or bust. They do something or they don't. If there were more Zombies, or they were stronger, that RNG factor would just become more and more blatant.

He's definitely not the best Killer. Far from it.
Based on what I've seen and played against, he is B tier at his strongest. Above average. His ability to deal with vaults is nice, but he's still very easy to loop and mindgame. You can deny him his power for a long time by playing conservatively. People mention his ability to break pallets with his power, but the cooldown on that is actually nearly the same as a standard pallet break animation, so he's not making THAT much more progress than if he stopped and broke it. The recovery for his power is punishing, allowing the Survivor to make some good distance that SHOULD allow them to get to a new tile before he can catch up. Just don't run into deadzones. Also, his vertical lock during his aim makes him an easy victim of big spins.

Pyramid head is you plan to unlock the others with shards. Blight or Oni for fun. Blight also comes with Undying, which is good for keeping other hex perks up.

I doubt it, Killers complain a lot about lacking time to patrol and chase everyone, I dont think theyll put Hexes for Survivors so Killers have to check for even more stuff. I suppose they are Totems that give some kind of benefit when cleansed, giving a secondary objective for Survivors.
That's why I mentioned earlier that it could be a perk that is activated by cleansing the boon totem. Survivors would start out without the perk and have to find and activate it. This would make sense as it wouldn't add new chores for the killer, and fit in with what survivors do already.
My one question is, however, how they would deal with a Killer using a full hex build with HG involved. All 5 totem spawns would be used. Will boon add a sixth totem?

OKAY, DID A BIT MORE RESEARCH!
Legions power takes 20 seconds to charge. Hitting someone with an M1 takes 10 seconds to recharge. At tier 3, Hysteria gives 30 seconds of Oblivious. This means that, after hitting someone with an M1 and waiting for the recharge, Legion can have 20 seconds (in optimal conditions) to hit someone with FF, then chase another down. It's a bit more doable than originally thought, but...
It's still probably not going to do much. It still requires that someone must be healed. Against everyone else, his power isn't going to do anything, so all it will let you do is run to the nearest Survivor, shut off FF, eat a 4 second stun (that they will likely hear), and then chase them normally. I REALLY don't see this doing a whole lot, though Otz specifically mentioned that he can see it working on Legion. I simply don't agree. Otz has a thing for overstating value at times, and this (I feel) is one of those times.
However, as previously noted in other posts, other Killers can make exceptional use out of this. With Ruin and Surveillance, Hysteria could give faster reacting Killers (such as Nurse, Blight, Billy, etc) the ability to essentially appear out of nowhere. This is already something that people COMPLETELY HATE when it comes to Tinkerer, so now it's Tinkerer on a Cooldown instead of caused by gen progress. As pointed out earlier as well, Hysteria will likely pair up with Infectious Fright INCREDIBLY well, so ya.

but this kinda stuff.... those are things that the devs should test beforehand to begin with. Like... are they going to do these things until every Original Killer has a perk from another that makes them unfair(-ish)?... spirit has stridor, deathslinger, trickster & myers have M&A, bubba has insidious, legion now might have this.
Legion does not have this. What's actually worse, this perk would make the power penalty Legion takes upon using m1 become hard to buff, as it would present a strong synergy. So either Legion will never have their power regression on m1 buffed, or the perk will need to be nerfed in order to give Legion a small but popular QoL buff.

There is nothing wrong with agreeing with someone as long as you find the logic to work. If someone says it is wrong, they probably think they are some kind of super butt baby genius that only has original thoughts and ideas. They aren't.

Thought of it already, won't work.
Basic hits regress his power, 20 second time limit, it'll do nothing.
Edit: the basic hit must injure a healthy survivor. You will be able to use it once if you FF 3 survivors and basic the 4th. After that, nobody heals, wasted perk slot.

If a survivor stops while being chased and crouches, they are admitting defeat.
Dropping an item on the ground is trading for mercy.
If the killer is chasing close enough to hit but not attacking, they are trying to communicate a new goal.
