Ah yes, I like using Perks that are Norway.
But seriously, probably Discordance and Tinkerer. I don't like being notified that a gen is being rushed/almost completed.
Tough, I use Discordance on Nemmy. If you watch Otz, you know why.

Wait, how do you know that tuning guide only goes up to 103%?? How did you test this?? Is this the same speed for Depth Gauge because that feels just as slow.

I never tried Gauge Rake but I did use the Tuning guide once and I literally went nowhere while using the Chainsaw. The wiki says that the Tuning guide reduces your maximum speed by 4.35 %.
My theory was that Tuning Guide normally drops you to 130 % maximum speed but due to an error in the coding it's written as 103 %, which feels pretty similar to what he is currently moving at maximum speed while using the Add-on.

I use Corrupt, BBQ, Monitor & Abuse, I'm all Ears. I usually don't run Add-ons but sometimes I use 2 specific ones. Burning Man Painting (extra range) and Tablet of the Oppressor (extra zoning duration).
- Corrupt (helps alot since he doesn't have extra mobility or any built in slowdown so Corrupt helps to hold those early gens for a bit longer)
- BBQ (you could use other Perks tbh but I am glued onto this Perk. I love the BP and I value the information it gives me. But you could use Pop, Whispers, Stbfl, Nurse's Calling, Tinkerer, Discordance, Infectious, Thrilling Tremors, Surveillance, Zanshin Tactics. They work quite well for him. I wouldn't use to many M1 Perks on him because you'll often have to use your special attack instead. And no Ruin because it doesn't work quite well with Corrupt.)
- Monitor and Abuse (This Perk [on any Killer] gave me so many free hits and it's so good on PH because it really midlens his biggest counter, which is holding W. Hide behind cover while approaching a gen, look away to fool Spine Chill and you'll get close to the Survivors. Also the fact that his distant Terror Radius is quite quiet helps to get even closer than 24 metres to a Survivor. It's really underrated.)
- I'm all Ears (straight forward. You can see people trough walls and hit them with the Aura Reading. Shame it has a 40 second cooldown.)
Edit: Oh and also. Any hooking Perk (either Survivor or Killer side) DO NOT work on cages. That is a thing for all hooking Perks.

Tuning guide must surely be bugged. You barely gain any extra speed during the Chainsaw sweep while using it.
Normally you start at 87.5 % and go all the way up to around 132.5 % speed. With tuning guide you start at 87.5 %, stay there for a few seconds and slowly go up to like 103 %. I think the last 2 digets are reversed and maybe that's what causes the bug, idk. It would make sense to have it go from a 132.5 % to 130 % and refer as "slightly reduces maximum speed".

I always want Judith's Tombstone On Myers, but I always get Tuft of Hair or Ebony Moris. Making them UR would make Killers have 4 possible Ultra Rares, always 1 per Bloodweb, possibly making them harder to get.

I have all Killers but I mainly play Blight, Pyramid Head and Myers. Those are my current mains and I currently level Myers for no particular reason other than to get an unhealthy amount of Add-ons on him. After that I'll do it on Blight. PH probably not since his Add-ons suck. Maybe once his Add-ons get reworked.
He's even got some old map offerings too.
Edit: Here is Blight as well.

I was hoping that when they reworked Doctor. I thought maybe they could've added an illusionary Doctor running in the distance for example, or towards you. That would make Doctor kinda scary. And like the user above me said, it should end with a laughter and maybe a jump scare?

Kindred, Spine Chill, WGLF, Borrowed easily.
- Kindred gives me and my teammates the needed information
to then still go to second stage. - Spine Chill (Can probably be something else but I just like using it.)
- Borrowed (To get Altruism and that Claudettes who tend to run into the Killer after being unhooked don't go down instantly again.)
- WGLF (To have something to grind for during the match and get rewarded for it. The faster healing on slugs also helps a lot.)
- Kindred gives me and my teammates the needed information

I mean, I play "Play who you verse" right now and didn't get a single "Ruin/Und/Tinkerer" Killer. In fact, I had a Wraith with Oppression, BBQ, Courrupt and Bamboozle.

INSTA TIER 3
- Judith's Journal (+40 % stalk rate increase on Obsession)
- J. Myers Memorial (+25 % stalk rate efficiency)
Perks:
- Nemesis
- Enduring
- Make your Choice
- Furtive Chase
Use Nem/End to force an Obsession by brute forcing pallets and stalk them when they become the Obsession.
Hook the Obsession, whoever unhooks the Obsession will become the new Obsession and become exposed with MyC. Stalk them instantly and down them with MyC. If you can't down them with MyC, use EW III.
DYNAMITE: By BTS
- Shadowdance: Blood (or White)
- All Seeing Spirit
Perks:
- Surge
- Overcharge
- Oppression
- Erruption
Shadowdance to kick things extremely fast and AS-Spirit to see Gen progress.
Surge to instantly regress gens by a bit and make them explode.
Overcharge so if Survivors miss the Skill Check, the gen explodes.
Oppression to kick gens and explode some gens in the distance.
Erruption to explode some more gens.
Would be a fun build for Trickster as well but he does not have the information Add-ons. You could use Discordance instead of something else on Trickster.

It's 28 metres now since they changed the range addons to be flat numbers instead of percentages (e.g High stimulus electrode now gives 4 metres in range.). This is a nerf in this specific scenario, but a big buff if you dont run the addon from before
They did? That sucks. I remember it used to increase the range by 75 %. But I never really play Doctor so I don't really know them to well.

Tombstone + Memorial is really underrated.
Unlimited Tombstone just takes to long.
But you know what else is really underrated?
Judith's Tombstone + Tombstone Piece.

It 100 % used to and I am pretty sure it still does.
That would be like a 42 metre shock. Pretty nasty, you can shock people outside your Terror Radius, even with Distressing.

I mean, I use CI, BBQ so those Perks you have are already good.
And my second are Monitor & Abuse and I'm all Ears.
As a beginner, I'd probably use another slowdown instead of M&A. Monitor is my comfy Perk but it helps drastically against holding W, which is PH's biggest weakness.
I'm all Ears is a good beginner Perk for PH and also a good PH Perk overall, shame that the cooldown is so long.

Well my experience with zombies is very fascinating.
Ursula always blocks my path when I chase a Survivor, but the Survivor gets away.
And Herbert has a tree fetish.

And I literally got sandbagged by the female zombie in House of Pain yesterday.
I swear, every time I play Nemesis and chase a Survivor, suddenly a Zombie appears and blocks my path.

Funnily enough, most Killers aren't realiant on Add-ons and their base power is strong enough. Exceptions are Trapper and Ghostface kinda. All other Killers are either difficult but still possible or just strong without Add-ons.
People just like using them and why shouldn't they? They level up their stuff to use them and not stack them. And yeah, then there are those really outshining Add-ons where even I myself is thinking: "Why don't I use Alchemist Ring every match?" I could probably but I won't because I know how powerful that Add-on is. And there are many of those Add-ons and people use them because they are powerful and not because the Killer sucks without Add-ons.

Those aren't even many. There are people with over a 1000 of some add-ons.

It's not to oppressive on immobile Killers like Clown, PH, Slinger etc. But it becomes pretty oppressive when combined with movement Killers like Blight, Nurse, Spirit etc. Even on Billy it can be quite annoying to go against since he can also zoom from A to B within seconds, and Wraith as well.
That's the big problem. Meta Perks will always be stronger on top Tier Killers and necessary on immobile Mid/Low Tier Killers, so they can't really nerf the Perks. I'd rather buff the Mid/Low Tier Killers to a higher level and then nerf the Perks.

I like Monitor and Abuse on pretty much every Killer. Helps alot against holding W. Hide yourself behind cover and gain morr distance then you normally would.

Blight and 4head are my 2 bois.
Just zooming around the map and getting some cool hits feels satisfying. Or getting some cheeky hits trough walls with PH's range attack, or even his M1 cooldown animation, the sound it makes when it hits the ground activates pure satisfaction.

My 3 go to Perks with Killers I am most confident with are:
- Corrupt
- BBQ
- Monitor and Abuse
- 4th Perk which works well with each Killer (I'm all Ears for PH), (Enduring for Blight) etc.
Personally, I try to avoid to much slowdown Perks because I find them boring. And I try to avoid Tinkerer as well. But I'd say the top 3 Perks I use on most Killers I am confident with, or at least similar builds.

As you see, most of my Killer buids consist of Corrupt, BBQ and Monitor. It's always good to have some consistent builds and those help me win most of the time. Why do I use those 3?
Corrupt: Keeps me calm because I know people can't work on gens immediately and also makes it where I don't have to check on all gens instantly.
BBQ: Because Bloodpoints and the Aura also helps to find your next chase target quicker, making it so I am in chase most the game.
Monitor: Really helps to sneak up easier on targets, they don't expect the lower TR and helps alot against holding W.

It's mostly his hit'n run strat. There is no Survivor/Killer interaction with that strategy and chasing is the most fun part about Survivor, that's why many people dislike him but they can't blame Wraith players for it, it's the best strat you can do with him because chasing can take to long.
I usually try and commit to chases until I see that the Survivor has gotten to a good setup, then I cloak and leave.

You'll probably barely reach Tier 4 when the match ends and not even considering Tier 5, what's the point.
I'd rather buff his Tier 3 so there is a reason to use his power once in Tier 3.
Simple:
- Hitting a Survivor with Tentacle Strike while in Mutation Level 3 will infect as well as damage a Survivor.
- Increased the time it takes to reach Mutation 3.
This would make his Tier 3 actually threatening and to compensate, you'll need a bit longer to get to Tier 3.
Because atm how I play him, I use the Power to level up Tier 3 as well as M1 for STBFL Tokens and once I am in Tier 3 I only M1 and use my power only on the Obsession.

Infinite Tombstone. Yes, it's a meme build. You can't chase with it since you move at a 106 % speed, but I feel like real Myers when I use it.
It takes a lot of time to stalk but the rewrd is so nice once when Tier 3 is reached. It's not like Tombstone Piece where you play Myers normally and also have the ability to kill someone.

Basic stats and how the power works didn't change at all. I am personally quite ok with his base kit and I normally use him without Add-ons. (Not like there a great Add-ons anyways but yeah).
Up next, the Power stats: (Rites of Judgement and Punishment of the Damned)

Since I changed almost all of his Add-ons, I put some of the Add-on effects into his basekit so he isn't reliant on some of those Add-ons. With following examples:
- Rites of Judgement duration increased to 6 seconds up from 5. In my version, there are no Power duration Add-Ons anymore, so I increased his base power duration.
- Rites of Judgement recharge time reduced from 20 seconds down to 15. Same here, I removed all the rechrage Add-ons and replaced them with new effects, and therefore reduced the general cooldown.
- Cages will now relocate if the Executioner is standing within 9 metres of the cage, currently 5. This should completely eliminate cage camping from a distance with a readied PotD. To compensate, I've increased the time it takes for a cage to relocate from 3.5 seconds to 4.5 seconds.
- Punishment of the Damned range increased to 9.5 metres up from 8. Since most people used the range Add-ons anyways, I don't see a problem in increasing his default range. The Wax Doll Add-on wasn't changed so you can still get a maximum range of 10.5 metres like currently.

I've increased the general time that Trails stay in the environment from 75 seconds to 90 seconds. Therefore I changed those Add-ons completely. The rest stayed the same.
Now onto the Add-ons. I wrote down the current effects under my personal new effects so you can compare them. Starting with the common series:

Controversial Add-ons in this list and effects I am personally scared of them being to powerful.
Forgotten Video Tape: Sounds niche and nice in theory but can perhaps prove to be to powerful. I saw this suggestion in a different thread.
Spearhead: Hitting Survivors trough junk loops for example is pretty common, might be to powerful in that regard.
Copper Ring: You will drop to 4.4 m/s, but with the upsides, good PH players might become extremely oppressive with it. But it seems like an interesting Add-on in my opinion.
Crimson Ceremony Book: Read that one in a different thread as well, and also saw arguments that this effect might make PH weaker actually, but it still seems like a nice effect. This also won't obstruct hits trough windows, only dropped pallets and breakable walls.
Iridescent Goblet or Obsidian Goblet: I personally don't know how to change this. What I did was that I gave PH freedom with the Undetectable effect with a greater downside of Trails disappearing and also gave it a cooldown. The current version just seems to weak and niche.
Now the last but not least, the Perks:

Forced Penance seemed to situational and meme'y to me. I made the effect permanent until the Survivors enters the Dying State but with a cooldown,
which totally isn't there because of Perk Tiers.Trail of Torment. Why the yellow Aura? I made it gone, no yellow Aura. I also reduced the cooldown. No but seriously, you lose it as soon as someone taps a gen or gets hit. It's not like you are Undetectable for the whole match as soon as you kick a gen. It's decent currently but it can definitely better, and with this I think the Perk might actually become good.
Deathbound: I don't know what to say about it. The effect of being oblivious when healing someone far away from the Killer might sound funny and all, but it's not practical. I replaced the "Oblivious" Effect with the "Exposed" Effect. The rest should be the same. The "Exposed" effect will now force the Survivor to stick with the other so they aren't exposed. So basically it's a Deathbound, if you leave, you die, so stay with your mate.
That's all for the PH changes. Let me know what you think. I know there are quite a few PH mains here, I want especially your opinions on this.

Kavangha's Last Breath: Good, one of her best
Campbell's: Trash if not used with range because otherwise it sandbags you more rather it helps.
Jenners: Just adds onto her power, can still be played normally but with an extra. Can confuse one or the other Survivor but otherwise quite mediocre.
Bad Man's: Trash, buff it. Undetectable duration is to short and has a 60 second cooldown for some reason.
Matchbox: Trash
Bookmark: Can be decent but you need to play Nurse differently with it. Disgusting on open maps since it basically makes her into old 3 blink Nurse. Blood Lodge, Rotten Fields for example. But on indoor maps it's trash as well.

Making Blight 110 % would actually be a buff. They'd have to reduce his TR tp 24 metres so Monitor would be disgusting on him.
His rush speed + a 16 metre TR makes him actually better. And good Blights don't rely on M1's anyways. I use rushes wherever I can.
Tbh, I'd rather have a 110 % Blight with a more versatile power than this 115 % version. Using rushes whenever you want for example (if you have 3 you can rush with 3 instead of waiting for all 5.

I don't really have a most fun Perk but 3 most fun builds.
My favourite casual build for Surv.
- Kindred (must have in solo q)
- Spine Chill (for extra safety, especially against Tinkerer and stealth Killers and I also don't feel like zig zagging my camera all the time to look out for the Killer)
- WGLF (points + the extra healing speed really helps sometimes)
- Borrowed or Botany or We'll make it (for more Altruism or to make sure I get a safe unhook Token)
Aura Build:
- Open Handed (to enhance all the bottom Perks)
- Windows of Opportunity (very underrated chase Perk, no guessing where a pallet might be)
- Visionary (I really like Vis + Open Handed. See gen Auras up to 48 metres)
Kindred or Bond (for general awareness and info)
BP Farming Build: My point of this is to get as many points as possible during a match and not really caring about escaping.
- WGLF (optional, but obvious)
- For the People (Obsession deaths and escapes gives extra BP, FTP makes you the Obsession)
- Prove Thyself (to maximise the Objective category as fast as possible)
- Any Means necessary (slam a pallet and pick it up for free 500 BP. You can also use Sabo, both have a 60 second cooldown and give 500 BP.)
+ Commodius TB with Protective Gloves and Wire Spool for free Sabo points.

I mean, instead of that build I use Corrupt, Monitor, BBQ and Zanshin. I stopped using Enduring because I don't play Blight how I used to, he now slides along the pallet as I try to slam it.
I use Zanshin because there are almost no Perks which work for him other than the copy + paste perks.
If Surge worked on M2, that'd definitely be my choice.
