Your reasoning is completely backward. After eating a DS, you're not tunneling because DS forces you, but because it can't stop you anymore.
Even more so because in your story you're implicitly playing around DS by looking for other survivors and/or slugging the rescued survivor.

It's basically a Make Your Choice companion, with the downside that you need a scourge hook available.
I recon it could become a very obnoxious combo on some killers, but I've seen worse.

It's literally a mercy option, because the killer doesn't have any obligation or responsibility to spare the survivors if it's a 3v1.

This is false. Trading hooks is optimal if the killer is trying to force stages on a single survivor even if the trial hasn't progressed to late game yet.
Spread stages >>>>>> all stages on the same survivor (from the survivors' perspective, of course.)
What is absolutely disastrous is a 2-for-none aka getting grabbed or downed (and possibly slugged near the hook) without rescuing. To a lesser degree, getting downed while rescuing but only after forced second stage, is also terrible for the survivors.
In general, one-for-one'ing is the tool survivors use to spread hooks to avoid an early 3v1 and it's an important strategy against any camping/tunneling killer.
There's still a lot about the macro game you have to consider, before making claims such the one in the quote.

They're not afk. They're superiore skilled players who mastered 4D hockey while the entitled survivors are still learning how stay upright on ice skates.

It's not a tit-for-tat war. If a change is made to address an imbalance, it doesn't require compensation if it doesn't cause an imbalance in another direction. And definitely not a compensation of the kind you suggest. Hook grabs and interrupts are already a questionable mechanic as is. Making them easier would make BT in general, and not just as basekit, a pointless exercise. Being able to give endurance upon unhooking would be irrelevant if getting unhooks is impossible in the first place.
The ramblings in favor of BT becoming basekit, wheter the idea goes through which I doubt, are due to the fact that... well, that camping IS basekit. Without BT, any unhook is unsafe unless you know for a fact that the killer is across the map. Otherwise, mobility, stealth, etc. all circumvent safe unhook 'intentions'. And so does literally standing at the hook.
You can argue that then the survivors' counter is to hold m1 on gen. That's a matter of game design goals at that point. How would you like your chances of selling a game where another player can force you in a passive staring contest, you depend on your team and your team can do nothing to help you and they are forced themselves into a click simulator? (Hint: read about Deathgarden to know how this story ends).

I like this more, but probably not gonna happen because the value of the perk varies widely between killer powers.

I've gone against Pinhead only once recently, but the box was bugged. If you picked it up BEFORE chain hunt, chains would start to harass the carrier immediately. I repeat, this happened when picking up the box well before the timer for the chain hunt was full. And it kept happening throughout the trial.

Every perk that has guaranteed or almost guaranteed value is a candidate for the high tiers.
If the value comes in the form of actually fulfilling your objective (aka hooks and kills, which in this case follow immediately from the ability to get a a quick down), then of course that translates into a S-tier contender.
Noed is an almost guaranteed value, because the times it's pre-cleansed are basically non-existent even in comp. Camping is also a counter to pre-cleansing.
A build like Corrupt, Deadlock, Noed and a 4th perk depending on the killer, is pure S-tier out of the sheer fact that it's guaranteed value in game-changing area.
It's guaranteed slowdown (denying your opponent's ability to complete their objective) and it's guaranteed speed-up of your objective.
Camping your first down to death and having the time left for another hook before gen completion, ensures a guaranteed Noed proc and puts any killer in a prime position for a snowball.
This should net you 3ks consistently and 2ks on a bad day or if you're going against prime teams. If you get anything less, then you ######### up royally along the line, or you're playing an m1 killer.
To put this onto perspective, a 6-hook-stage performance with only 2 unique hooks is considered fairly straightforward to achieve in comp.
Tl;dr yes, Otz is right on the money about noed being S-tier. He also did an entire stream just getting 4ks by camping warly game and then wrapping up with noed. Iirc, only a 4-man who streamsniped him broke the streak (don't quote me on that). I haven't had a look at the rest of the classification.

It's not difficult to believe. Competent Twins running Forced Penance are almost unstoppable. They require actual 4-man on comms who make next to no mistakes and who are willing to play an at least 20 min trial on a good day.

No, the problem is that your reasoning has a fundamental flaw.
You already assumed that a variable different from both hooks and kills (i.e. chase time) is indicative of skill.
Your reasoning then reaches faulty conclusions because it doesn't follow from your premises. Which I showed in my counterexample, where if chase time changes, then conclusions would be opposite, even with hooks and kills staying the same.

- Bubba ends two chases all game. They lasted 1 min each. He ends up with 2 hooks and 2 kills.
- Ends 8 chases. They lasted on average 30 sec. He gets 8 hooks and 0 kills.

But that's exactly the point. His antiloop is QUESTIONABLE with or without Fang. The add-on doesn't really take away much from his base ability.
Possessed chains are just too much RNJesus and you can hardly feel the difference between 3 and 2 in most cases. If you want them really antiloop, you need to run Impaling Wire, which is oppressive in its own regard.
The problematic part of Fang is that it allows to pressure two places at the same time, while survivors have to take care of the box on top of it.
Pinhead is just poorly calibrated, where he either can't do anything, or he can run stuff that is oppressive as #########, but there's rarely an in between.

Yeah, that too, but I wouldn't count on that since there is no proven precedent of someone ever getting banned for a similar offense.
There's an Australian streamer I used to watch who got targeted repeatedly and the offender got banned.
It's definitely possible, it just requires a humongous amount of work to prove one's case.

I understand it expands, but my friends who have 4K hours shouldn't be getting sub-50 hour teammates while playing against extremely good Killers.
Likewise, my 4K hour friends shouldn't be getting literal 10 hour Killers.
You have to keep in mind that the system itself is designed to force you into an artificial 50% win rate.
The easiest way to accomplish this is not to make balanced match-ups. Quite the contrary. It's by making a series of lopsided trials that average out to the desired outcome.
So, have you been escaping more than your 'fair' share? Congratulations! Now you have to boost someone else's mmr who's got a bad streak.
Are you on a downswing? Worry no more! We'll put you in a gg ez game.
It doesn't matter how many hours you have. It only matters if you're winning as much (and only as much) you're expected to.
