On one hand, i feel like it's only natural that you'll do worse if you have no Add-ons and the other side does.
On the other hand, i feel like that concept by itself may be flawed.Nonetheless, some Killers in general are still lacking behind too hard, though i wouldn't name all of those Killers...
P.S. Devs, fix the 4 useless Add-ons on Cannibal already, mkay?

As a Killer main, i like it.
But as a Wraith main, it wouldn't really do anything.
Though that's moreso a Wraith issue, truly wish his cloaked movement speed was more... -

Lol, unless it's Cannibal, you wouldn't even have to worry about the Killer if it was a Hex Totem and you wanted it cleansed.

I just realized something.
I despise Decisive Strike.
Not because it might be unbalanced, i never even consider that when thinking about that Perk.
I just hate being stunned, i find it to be a terribly unfun mechanic in any game.If many Survivors will have a better time if the current NOED doesn't exist, then fine.
I mean, that's the devs' #1 priority, right? Not balance, but fun.
I'm not gonna miss a Perk anyway. (Well, except my baby Devour Hope.) -
I at one point decided to watch the first movie of all Killers, since i never did.
Today, i still don't know if the movie i watched was the one with Robert Englund. -
Others being better nicknames/titles, maybe.
But i'm not BOTHERED by Cannibal. -

I still think Killers could do something with Chests though, but maybe have them have an effect without needing the Killer's attention, like hurting them once they're done searching.

One of OPs issues i would actually like to see in the following way...
While it shouldn't be the solution, it would be an extra tool.
Killer Perks that are (more) powerful against SWF.Like on Barbecue & Chili: "The Entity detected some Survivors are together. Those who are a member of a Survive With Friends group grant 2 Tokens on their first hooking." (And then the limit of Tokens would be raised from 4 to 8 to allow these extra Tokens to be gained. (You can't get more than 4 Tokens against solos anyway, so raising the limit wouldn't do anything there.))
Of course that's just an example, but it's about the concept.So apply something like that to H:NOED so that it can receive the proper nerf that OP wants against solos.

Idk, this was made up in 40 seconds.
It would be scary to face, yet you can't burst through all Survivors.
Would be ok, not sure if they need the 4% though. At endgame when bsrely any pallets are left the 4% just gives them such an easy chase.
Killers complain that 3-4 man SWF is too hard yet these are the people who can most easily co-ordinate a full 5 totem cleanse. There needs to be a way to make it fairer for solo and swf.
Okay, remove the 4%.
