probably one of the Bakers, or Eveline. They could boost her height and make her power similar to what she had in the game: possessing others to do bad deeds (at least from what I experienced. I haven't played the game in 2 years.)
It could go something like this:
The Possession:
Power: Eveline's Desire
By charging the Power Activation button, you unleash a haunting 'cone' in front of you. Any survivor that gets within the cone will become Possessed.
A Possessed survivor cannot perform any objective except for mending and healing. An icon will appear next to the survivor's name, determining whether or not they are Possessed. If a Possessed survivor heals themselves or others, they will be faced with tremendously difficult skill checks and have an increased regression of healing by 50%. Possessed survivors will not be able to hear your heartbeat and the Red Stain disappears. Possessed survivors remain Possessed for 25 seconds. Charging is 2.5 seconds, and the duration of the cone is 5 seconds. A Possessed survivor's screen is dimmed out and their sound is slightly distorted. Survivor's cannot get out of being Possessed until the duration is over. It takes 5 seconds for a survivor to become Possessed.
Weapon: (this is unrelated to RE7: Biohazard, but it's unique) Spiked Mace
MS: 115%
Add-ons:
-Affect the duration
-Increases size of cone
-Reduces time of becoming possessed

You were created as a bio-weapon for hazardous reasons. If two or more survivors are working on a generator, skill checks are considerably more likely to appear. Skill check regression is increased by 15/20/25% if a skill check is failed.

Shipwreck (uncommon/rare/very rare)
As a result of rage, you caused the ship you were being transported on to sink. After you hook a survivor, all survivors scream and reveal their location for 3/4/5 seconds.
"Stay away."
Dulvey Incident (rare/very rare/ultra rare)
After a survivor heals themselves outside of your terror radius, they have their aura revealed to you for 3/4/5 seconds. If they heal from the Injured to Healthy state, they are immediately injured, notifying you and showing their aura to you for 4 seconds.

Medium: Start the trial with 1/2/3 Survivor's auras revealed to you. The intensity of their auras represent the stage of sacrifice they are on.
Advanced Movement: Your base movement speed is increased by 1/1.5/2%.
Warned: Skill checks are no longer RNG-based. You see the locations of skill checks on the progression bar based on a thin line. After succeeding any skill check, progression speed is increased by 5% for 3/4/5 seconds.

I had an idea for Monstrous Shrine.
Monstrous Shine:
Each time a survivor enters the basement at least 28m away, The Entity blocks the entrance of the basement for 30/35/40 seconds and the survivors inside will not be able to leave until the duration has ended. If a survivor unhooks another survivor within the basement, the rescuer becomes injured but cannot be put into the Dying state. Any survivor that enters the basement will have their location revealed for 3 seconds. You are able to enter and exit the basement while it is blocked.
This is to prevent anyone from exiting freely if you are across the map by the time they get the save. I feel like this would be balanced, as survivors can heal by the time you get back to the basement. By blocking the basement, the Entity blocks the sides of it as well (like in the shack, you can enter the basement 2 ways. The Entity blocks both of the ways you can get out).

My idea for a Boil Over rework:
Boil Over:
Your struggling effects on the killer are increased by 25/50/75%. You also reduce the killer's ability to see hooks within 12/16/20 meters. Once you escape from the killer's grasp, 1/2/3 random hook auras will not be shown to the killer and will be shown to you.

Thank you! I'll edit the perks so that they're different. I'll keep Damaged, though, because in my opinion, it doesn't seem like a repackaged version of Overcharge. We have never had a perk that increases regression speed. But otherwise, thank you for your feedback. :)

For killers:
Plagued (common/uncommon/rare)
Any status effect inflicted onto survivors and any other effect have their timers increased by 30 seconds. The Deep Wound status effect goes down 10% quicker goes down by 3/4/5% while in a chase.
For survivors:
Battler (uncommon/rare/very rare)
Each time you escape or are saved from the killer's grasp, the auras of 3 hooks are revealed to you. While the hook auras are revealed to you, the killer cannot see the auras of the hooks if you are on the killer's shoulder. Within a 14/16/18 meter range of any of the revealed hooks, your wiggle speed is increased by 4/5/6%.

In the one where she's looking in the mirror and the one where she's displayed for the chapter, her face is switched. The normal part of her face is on different sides.

I wish Boil Over would let you wiggle faster. For example, this is what I'd come up with.
Boil Over:
Your struggling effects on the killer are increased by 50/65/80%.
You reduce the killer's ability to see auras within 12/14/16 meters.
Your wiggle speed is increased by 4/6/8%.
Optional: After escaping from the killer's grasp, the auras of 1/2/3 hooks are revealed to you within 12 meters.
My reasons for this are:
-The struggling need to be buffed just a little bit in my opinion.
-Like the struggling part, reducing the range where killers can't see hook auras were too little and needed to be buffed.
-This one is self-explanatory.
-This addition could be useful, as if you were to escape the grasp of the killer, you'd run in a different direction so you could get farther away from the hook.
I pray Boil Over gets buffed in the next patch.

This is a sorta' neat idea. I'm not a huge fan of the current one. It's not really satisfying to use but it would be overpowered if it did more. Preventing a killer from regressing the generator would allow you to 99 a generator and leave it for later, and that could be interesting. The killer would know if they tried to break it but that doesn't change the fact that they can't do anything about it.
It also doesn't speed up progress, so I'm all for it.
Or maybe it could be taken a completely different way and prevent failed skill checks from regressing, but I don't see how you could "slow" that.

I want a killer that IS scary. For example, an African tribal leader that wears some scary mask made from mud or wood and carries a horn that they can blow into and make a horrifying, ominous bellow.

Maybe the survivors could repair or try to hotwire a minivan. Make it completely different than what Friday the 13th has to offer. Instead of exit gates, you could have a different exit, or maybe when the minivan is powered, the exit gates automatically open and the van can always be stopped by the killer.

As a survivor,
I want to be able to see my scratch marks. I would love to have a perk that allowed me to see them so that I can make good jukes and plan better.I want to have a perk that makes me quiet when I am walking or sprinting or grass sounds. When the sound system was broken, I was able to make good plays since killers were not able to hear our sounds.
I want to have a perk that allowed me to have a map first time I search a chest just like pharmacy. A lot of people still don't realize how good detective's hunch+map combo. I wish I could get that perk as soon as possible.

That was their way of reworking it: remove the lowest and the highest Rarity from the Perks. It was a band-aid, but it worked and hence they kept it instead of doing it properly.
The first fix they tried made the Bloodweb spawn Perks in strict order of Rarity. You wouldn't get any Tier 3 Perk until you haven't gotten all Tier 1 and 2 Perks.
So it was possible to get Tier III Sprint Burst at level 10 without having tiers I and II unlocked?
They could've at least kept Common perks, and if they were to re-add ultra rare perks they could make it so it's tied to the cost of a Very Rare item and not an Ultra Rare item because spending 7,000 bloodpoints for a perk is too much, even if it's useful or a crutch.
Also, they could've just changed the color of the perks. For example, they could've changed Tier I Deerstalker from yellow to brown, even if it might still read 'uncommon'.
Anyway, the devs should just fix their damn game. They shouldn't have entirely removed these tiers just because it was bugged in the bloodweb. They should've just fixed the bloodweb and they wouldn't encounter these issues today.
No, you misunderstood. It would not give you any Tier III Perk unless you almost had all Tier I and Tier II Perks.
Here's an example of what that looked like:

I originally created an Excel sheet of all Perks I got on all Characters as I feared being affected by the Loss of Progress bug. I thankfully never was, but the Excel sheet stuck with me as a habit and I continue to fill it out to this day. It's also nice for the Wiki when Perks change and I need to know which Character has Tier II of it.
Aside from Dwight and Ace, most Characters were levelled during their release, so the Excel sheet quite clearly shows the different Bloodweb iterations.
In-between Dwight and Ace, you see the first Bloodweb which spawned Rare Perks a lot more often than Common Perks, hence why you can see a lot more Pink and Purple there.
Then there's Bill whom I levelled pretty much exclusively during their first "fix", resulting in a lot of Brown and Yellow as you barely got any Rare Perks or Tier II/Tier III upgrades until you used up the spawns for the Tier I.
After that, there's the current Bloodweb we have. If they would re-instate the old Rarities without affecting the spawns, you'd see that it is quite balanced, it has a bit of everything and is balanced.
Dang, you got alot for Ace. Thanks for sharing this, it helps me look at the bloodweb at a different perspective, rather than just it being a random 'shop' that throws random items at you.

I had a dream last night about the new survivor. The survivor's name was Coco and she was similar to Nea except she had a cat sweater as her default outfit and purple leggings.
