Technically speaking, if you start Mending the moment he goes for someone else, you are still wasting time you could be using to heal or do gens (if it were any other killer for example). I think that's the point of his power, to force survivors to Mend constantly so they have less time to do gens or heal. TrueTalent had a solid build for Legion with Thanatophobia and M&A. He would focus on trying to inflict Deep Wounds on multiple survivors each time he used his power to slow them down, and M&A made his TR really big in Frenzy so that he can see everyone.
His power isn't mean to down you. It's meant to make you waste time, or as a means of keeping pressure on your during a chase.
That said, they do need to make a few tweaks to Deep Wounds/Mend and Legion to make him better. But what the OP describes is exactly what the killer wants you to do... spend time Mending instead of doing other stuff.

The problem with stealth is that too many survivors suck at it and do it way too much because they have no game awareness. It's not hard to know when and where someone is in a chase (part of the reason I run Bond) and it's not hard to understand prioritization. If someone is on a hook and someone else goes down, that's your cue to go make a save. Doesn't matter if the 4th guy goes for it too, if he gets the save, go for the other save or go back to the gen.
Also hiding in a bush crossing your fingers the killer is blind is not stealth. Stealth is breaking LoS and actually sneaking around the killer without being seen or heard. People have this idea you need to sit still to be stealthy. Nah, I can RUN around and still be stealthy, as long as I know the killer won't see my tracks or me it's stealth.

Dream Catcher: Dying Light, Play With Your Food, Haunted Grounds, Ruin, Class Photo, Zblock. Bring a green/pink mori for best results, but it can be done without it too. Your goal is to kill the obsession ASAP. When you find a survivor, sleep them to see where everyone else is. Go around until you find the obsession. Then tunnel them to death. PWYF is there to beat good loopers, just break 3 chases and they can't loop you anymore. Ruin is there to buy time, and HG protects Ruin as well as give you a potential one shot on the obsession. As long as they are dead before they finish the third gen, you win. The game just stops for them. CP will make it impossible to hide from you, and as long as you keep them slept enough its impossible to do gens too. GG.
Class Reunion: Remember Me, Rancor, NOED, Blood Warden (or your choice, from my experience the gates never even open), Class Photo, Black Box, and offer a Shroud of Separation. For this build, you are just going to chase the obsession literally until end game. Don't even worry about the others, though you can sleep them if you see them. You want to get max RM tokens. If the guy has DS that's great. Don't even bother hooking them, just drop them and get more tokens. Try to get them to use up all the pallets. When the gates power, mori the obsession. If they had Adren that's actually good for you because you can sleep them and see where the others are. When the gates are powered you want to try and sleep everyone you can, but focus on killing the obsession first. Then just slug them with NOED and it's GG. Oh and as an added bonus they will be paranoid all game because SoS offering is secret, they will think it's a mori and rush gens hard which you kinda want.
These are the two most powerful Freddy builds I have come up with so far. There is no escaping from these unless you really ######### up.

If you get hit you lose THAT chase, but if you are only injured and the killer keeps chasing that counts as a new chase.

Ima be honest, I clicked this thread because I thought you were actually building a pallet from the game for like cosplay or something.
As far as your actual post, I don't think it's a good idea. Survivors would just build god pallets, or maybe replace god pallets that were used. It would be abused for sure.

Unpopular opinion: Killer is not nearly as hard as some claim it to be. Most survivors aren't that good and even the good ones can make mistakes or be put in situations where they have no options to escape (aka checkmate). Too many people still ######### about killer. Maybe a year ago killer was hard but nowadays it's really not. Just make good decisions, have a strong build, and take advantage of their mistakes when you can.

My favorite part is how so many killers think they are good at the game when tunneling/camping is the easiest, least skillful way to play. They are just desperate to kill people is all.

Getting hit counts as losing a chase. It doesn't matter if you go down or not.

Mending should be all-or-nothing like doing a totem. Then Legion could actually pressure you because you can't just tap Mend all the way and be fine. If he keeps interrupting you, eventually you will go down.
The meter should tick for the first second of a chase, that way you kinda want to AVOID starting a chase because you always lose some meter each time. Eventually you will go down.
Mend should require the survivor with Deep Wounds to initiate, then others can start Mending them to do the action faster. If healing is "I can do this myself or you can do it for me" action, and Snap Out is "I have to do this myself" action, and Wake Up is "I need someone else to do this for me" action, then Mend should be "I start it then others can help" action. That would make it more fun and work for the killer b/c then survivors may tend to group up more to Mend faster. And the counter, Mending yourself only, means you take more time which also benefits the killer.

The only thing I wanted changed about Madness is that it forces a slow vault if you scream or get shocked while vaulting. It's buggy bull ######### and totally connection dependent sometimes when you get shocked and it teleports you back to the other side of a window or pallet. If it forced a slow vault Doc's power would still be plenty useful in a chase and you wouldn't get completely screwed by Madness at a window.

Dude just break the chase LOL. Like how hard is this to understand really? The game almost seems to do it automatically for you after he fatigues. You can still totally track someone without being in a chase with them. Don't just follow them and trigger a chase, let the chase break and track them from a distance. When they stop to mend you move in and get a hit. If they run they lose time. If they do that too much they just go down because they never mend.
You guys have 0 imagination when it comes to tactics and mind games. Stop just following survivors around like a lost puppy and you will do better I swear.

Just FYI for some people, I was just watching HybridPanda's latest video. He went against a Legion using Stab Wounds Study (lowers DW timer) and Frank's Mix Tape (increases Frenzy damage to DW timer). The killer was awful and got bodied, but he was doing more than 50% per hit in Frenzy. That means 3 hits, or 2 Frenzies to down them. Considering how unavoidable Frenzy seems at the time, that add-on combo seems like it would make him crazy powerful. Give those add-ons to a good killer and you might see why it's a bad idea to let him down so easy in Frenzy.

LOL I was thinking that since people always try to locker juke a blink Iron Maiden would be a good counter to that. If they do it which healthy they put Exposed on themselves.

Thanatophobia affects gens too. The problem with the perk is that you need at least 2 people injured at all times to get some benefit. Legion can injure multiple survivors very quickly, and even at base they stay injured for longer because they need to mend. It forces them to heal or else they do gens slower too, which counters the counter to his power in not healing. If you can get all 4 injured then a solo gen takes 94 seconds. Sloppy is more the anti-heal perk, which if you use they just won't heal and then proc Adren and you are borked.
Remember Me works on Frenzy. If the guy has DS, you can get 2 hits from Frenzy, 1 normal hit, get DS'ed, get 1 more Frenzy hit and 1 more normal hit. In one chase you can get 5 tokens really fast. TP also combos well with RM because it can help you slow the game enough to get tokens. Legion can maximize this potentially.
To that end, his perk Discordance would be a good pick to use with TP and RM, since you want to catch survivors in groups this is probably the most efficient way to do that.
Bloodhound I imagined being a good perk for him. Helps with tracking and also beat the "I won't heal" tactics.

For both Spirit and Nurse you are going to have a hard time finding survivors. You need some aura or tracking perks. Nurse's Calling is good if they are injured but it doesn't help you to initially find them. On Nurse take out Thanatophobia and use BBQ or Bitter Murmur. That will help you find them better, Sloppy/Ruin will slow the game enough. On Spirit take off Rancor, use BBQ or Bitter Murmur. You could also use Whispers but that's not really a beginners perk.
Your LF build is the definition of toxic in this game but w/e. I would take out Insidious and use Ruin, only because it doesn't really work against smart survivors. You will catch people for sure but there will come a point it stops working. You are better off just hooking them in the basement and leaving to find another. Ruin buys you time to do that and NOED is insurance for the end. Just return to the basement every time there is a save.

Yea he seems like an anti-altruism killer, making me feel like Legion would actually be a good killer to play against SWF. If they are super altruistic like most SWF groups then Legion will have a huge advantage since they will group up often. My bet is he will have trouble will solo or selfish survivors since they won't be as altruistic or group up as much.
And you HAVE TO MEND. You can't ignore it like injury, Madness, or even an RBT. If you don't Mend immediately you go down, which forces survivors to waste time Mending. That means every time you hit someone in Frenzy you make them waste 16 seconds guaranteed. If you can just consistently hit 2 survivors every time you Frenzy then you should be able to 4k every game due to the loss of time on survivor side.

It's been 1 day. Let people figure him out first. He seems REALLY strong and letting him down survivors from Frenzy would be OP. Maybe as an add-on but I think one of his add-ons already increases the amount the bar goes down after a hit.
Also if you make Mending an heal action then it can be affected by buffs/debuffs. I'm sure you are thinking "Sloppy should work" and stuff which is good for killer, but then keep in mind you can't insta-heal mend right now, or use a medkit. It's a flat 16 seconds to Mend. If it were a healing action then people would be able to Mend in like 4 seconds with a purple medkit and good add-ons.

Killer wanted the 4k. Like desperately wanted the 4k. If Dwight was working with the killer they would have been sandbagging you from the start. I think Dwight thought the killer wanted to kill YOU and would probably let them go so he ratted you out when he got the chance but failed.
I hate killers that do this. It's one thing to slug the third guy and look around for the last, or leave them so the other can get them up. But when you hover over a slug like that you are just being a toxic #########. I flat out drop survivors on the hatch and still walk away with a 2 pip as killer. They are doing it because their ego won't let anyone escape. That probably means they are a ######### killer that doesn't get kills much.

Also good survivors will just leave a gen that's mostly done if they see the killer spending a lot of time near it. That's like the number 1 way to get killed, is to not leave a gen for another when the killer hovers around it.

When he hits you in Frenzy it just drops your bleed our timer right? Tyde said in his video you can't actually down them, but it seems like you could you just have to hit them a few times to drop the bar to 0.

Yea Distortion hurts BBQ too. I call BS on people that say they run it only for points. Points are great, but when you can hook someone an IMMEDIATELY acquire a new target that's too strong to ignore, and they are definitely going to look at the auras at some point. If someone says that to you tell them they are full of #########.

32 seconds with self care (standard) + claurophobia, sloppy butcher, thanathopobia
Before the most recent update (where they increased base heal time to 16s) I tested with a friend. Sloppy + Coulro + Thanata 1 stack took him 59 seconds to heal himself with Self Care. As it stands now, it would probably take 65+ seconds to Self Care in this situation. With the best medkit with best add-ons that are not insta-heals with Botany he was able to heal himself in about 24 seconds (ie. all those buffs/debuffs add up to normal Self Care at the time).

I do it as a solo surv if I think it will help. Yea it's annoying as killer, but it's a legit distraction tactic to make it harder to track someone. But you do have eyes too right?
Maybe limit it to X per 10 seconds or something in the same spot.

I suggested this before, but Huntress's other pink add-ons should be Ivory Haft. When you throw an axe, it will stick to surfaces. When you walk over it, you automatically pick it up and add it back to inventory. Kind of like using throwing knives and such in COD games. The idea is if you use both her pinks together, she can just pick up the hatchet she threw instead of reloading.

Hex totems count as 50 points towards Lightbringer, so a dull totem should be 25.

Tier list is a ranking of characters from best to worst. You break them into tiers where the difference in strength is noticeable between one tier and the next.
Putting a killer in F tier doesn't mean you can't 4k with them, or that it's super hard to 1k or anything. Rather it means that, compared to the rest of the killers, Freddy has the most weaknesses and fewest strengths. MEASURABLE ones too. The fact he needs to wait any amount of time before he can hit you is already a HUGE drawback no other killer needs to deal with. The closest you have to that is Wraith needing to uncloak before he hits you, but he only needs to do that once and he can hit anyone. Freddy still has to wait for each new target.
Freddy also doesn't have the tools to help in a chase. He is literally just an M1 killer at the end of the day. Wraith and LF at least have some options in a chase. Wraith can cloak and try to body block a window or pallet (since he is faster), plus he can more easily get the drop on you than Freddy can. LF has a one shot and a way to force pallet drops in some cases, as well as a tool to destroy pallets faster. He also has the strongest defense in the game, something Freddy completely lacks.
Don't look at a tier list like "this character will always win, this character will always lose". Look at it like "this character has more options and fewer drawbacks than that character". In other words, when played to their maximum potential the high tier character will be more effective than the low tier character simply because they are mechanically and statistically better.

This idea has actually been presented many times. I doubt you are the first to come up with it.
Also no, just because it's too late for that now. Maybe if the game was built with that design in mind but at this point it would just screw up everything. Plus it would put survivors on a tier of best to worst and you would just end up with games filled with that character. It's already bad enough not how many people play Claudette, imagine every game full of them.

Fix hatchet hitboxes so that they don't collide with invisible walls and she would be perfect. I used to think she needed more movement speed but then they fixed some horrid loops and she is way better now. Some loops still suck but for those I tend to just bloodlust and disrespect the pallet.

It doesn't matter. The Clown doesn't get screwed by [auto-bad word]tty collisions and even [auto-bad word] map design. The Huntress does.
..it does matter when we're discussing projectiles specifically.
Also it matters that bottles are an AOE effect while hatchets are not. It's easy to hit someone with the cloud of gas, but it's WAY harder to hit them with the actual bottle unless you are right on top of them. He just doesn't NEED to hit you unless he's got a pinky finger.

Ring is better than Glasses. The speed boost is worth the penalty, especially when you still see scratches and blood left from before you started phase walk. Glasses help you track a little better but it's not something you can't do on your own. If you suck at tracking, the Glasses are better, but if you can already track survivors well during phase walk then Ring is god tier. Ring + green shoes makes you crazy fast, you can just run down survivors like a cheetah.

The claws/PT don't actually increase your speed. What happens is that when you hit someone with sleep your speed is slowed by an amount. Claws reduce that amount, and PT removes it completely so that you move at your base speed when it hits a survivor.
Also good luck defending Devour as Freddy without something like HGG or TOTH.

The rest of his list was as expected, BBQ, Ruin, and Nurse's. I don't agree with Sloppy Butcher being number 2, but it's more likely to be top 5 than STBFL. He put that over BBQ and Nurse's. It's a good perk but not THAT good.

Ironic how all the "slow" killers are the best killers in the game. Also they are all female. The only female killer not in top tier is Pig who is still a good all around killer.
