Not necessarily. If they thought they could fix everything before Halloween they probably would have tried.
I mean half the event basically doesn't happen without the Archives; it's just hooks, gens, and extra points.
They probably released it now because they didn't have any time left and didn't want to be too disappointing.
Well either that or they just do random things, but I personally prefer to believe the former.

Which is probably why they delayed in the first place.
I think they tried to give us what a lot of people were asking for; a Halloween event in time Halloween.
They knew they couldn't finish everything but wanted to give us something before Halloween rolled around.
I don't work for BHVR tho, so IDK.

10 to 1 they delayed everything because of the Archives, but released the update without them because of Halloween and the potential community backlash.
I could be wrong; maybe they just really had to give instaheals extra nerfs and fix Hag before launching the update, but I'm fairly sure they realized they couldn't fix the Archives before Halloween and just released the update without them.

I've gotten a 4k as Tier 1 Michael (without Scratched Mirror or Léry's) but that is a testament to how many mistakes the Survivors/the servers made, not Michael or the person playing him being good.
I mean, in Tier 1 he moves only 5% faster than a Survivor and can't get bloodlust. You could probably run him around the same pallet for a minute without issue.

The way I see it, he might not be mechanically demanding, but...The fact he doesnt have anything special in his kit except typical M1 hits just makes it more impressive if someone can do work with it.
Oh Myers definitely takes skill to play and can be strong in the right hands, he also has some really cool add-ons, but he's far from OP.
Splitting up (he can't multi-down with Tier 3), focusing on gens, denying Stalk by breaking LOS (denying him Tier 2 for even a minute can destroy him), and keeping your eyes and ears open counter him.
He's very good for an M1 Killer, but he's a Killer who depends on Survivor mistakes to really shine.

I've recently started using Tier 3 Lightborn and it is basically "f**k you and your flashlight" as a perk. I've actually started going out of my way to make it easier for them to blind me and they just can't unless I stand perfectly still for several seconds.
Combined with how easy it is to bait out, avoid, and listen through flashlights without Lightborn anyway I'd say that they are properly rated as one of the worst Survivor items.

Premonition (2007). It's a movie where a woman has a premonition of her husband's death and tries desperately to prevent it.
I was SUPER young at the time and the thought of knowing someone I'd love would die and not only being powerless to stop it but having to see it happen multiple times freaked me out. It also didn't help this was my first confrontation with the concept of death (I was really little).
I couldn't sleep for like 3 days.

If the Killer camps me or hangs by the hook I wait out the timer so the last Survivor can look for Hatch or do whatever. If they try to come for the save I kill myself.
If the Killer leaves me to look for the last other Survivor I kill myself. 800~ish struggle points aren't worth denying someone else 7000 points, an emblem, and keeping their item. Plus hanging around half a minute is boring.

Yes, it was a Bill, because of course it was, who also had Pharmacy and Ace in the Hole.
That lunatic must have managed to get an instaheal from a chest (nobody brought items) and took two hits while I was carrying someone, then looped me near the hook before taking a hit unhooking the Survivor I just hooked.
Honestly, I didn't mind at all when I found out he had Mettle of Man later.

It doesn't work (I just played a game with a Shroud of Separation and spawned with all 3 other Survivors visible).
Survivors spawn all together or in pairs most of the time, with Shroud of Separation not having a noticeable effect on this.
Even if it did work, having Survivors spawn *separated* encourages them to work on different generators, which means no matter what Survivor you chase, 3 others are doing gens. For a Killer this is only a bad thing; but it's especially bad on slower Killers or trap Killers like Hag or Trapper that need setup time.
As for Survivors starting *together*, it has various pros and cons but it's mostly beneficial for Killers since they can snowball quickly if they get even 2 Survivors down together.
Those one to two minute Nurse games you hear about usually happen because the Survivors all spawned near each other.

I kinda like the real numbers being hidden.
It's a relic of the mysterious, confusing, and spooky 2016 DbD, where information felt really limited and nobody really knew how anything worked.
If I'm being honest though, it doesn't really have a place in the current game; with how some things do give exact numbers, it feels really out of place to obfuscate certain add-ons, even if I do personally like the flavor of it.

1: make M1's attacks not drain power. Could you imagine if Spirit had this same problem? or Freddy? It's just an un-needed burden that really makes no sense since he is the only killer with this problem.
2: reduce the base recharge speed of Feral Frenzy. I don't know the actual number for how long it is, but it feels like 30 seconds just too get it back without the ruler addons. It should be reduced just a little bit, so it can be used more effectively with addons like the pins or Frank's Mixtape.
3: Let all killers see the progress of Deep Wound's going down. This is just a change that really doesn't effect gameplay, because either the killer is ignoring you for someone else, or they will simply keep tunneling that person so it won't go down anyway.
4: This is just a spitball, but I would like if the current Frank's Mixtape was base, and the addon was an addition on top of that. The current Mixtape is literally pointless, and hitting people with Deep Wounds with Frenzy wastes time. IDK how many hits the current mixtape takes too down someone, but I believe it's 4 hits, so adding it base with another should make it take 3 hits instead, thus giving some use too Frank's Mixtape while not bringing back the pain of Old Legion.
These are just idea's for the poor killer who was butchered and then left too die. he never needed such heavy nerfs too everything he does, and these changes I feel would make him a strong killer, while not making him like Old Legion and ruining everyone's fun.
What I really want Legion to just get a complete power rework. Freddy style.
As for your thoughts:
Point 1 I agree with so much. IIRC that feature was NOT supposed to make it to live because of how many people complained about it, but it did anyway because Legion.
Point 2 would be horrible. It already takes way too long to recharge a power that can't be used to down a Survivor IMO. Spirit's cooldown is much quicker and she becomes faster than Legion, invisible, can see scratchmarks, AND can down Survivors. Why would you want the Feral Frenzy recharge to take longer?
Point 3 I disagree with. I don't think Killers have any business knowing the progression of the Mend Timer outside of scenarios like old Legion where you'd just bypass all defense mechanics until they bleed out or you smacked them down. And those scenarios are ones I don't think improve Legion or the game.
Point 4 I disagree with. Part of the issue with Old Legion was that they could just tunnel one Survivor with Feral Frenzy and get a guaranteed down. It's horribly inefficient from the Killer side because you have to wait for your power to recharge, and horribly unfun from the Survivor side because your counterplay is incredibly limited. IMO Legion being able to down Survivors in Feral Frenzy should just be removed and Frank's Mixtape should get an effect that's actually useful.

It's just a question of when and what outfit IMO. Personally, I'd like an elderly Adam; a version of him that has been a Professor for a long time.

A quick fix I'd do to make Legion more fun to play would just be to make Feral Frenzy infinite unless the Legion is stunned, misses a swing, or ends their power.
Change Frank's Mixtape so that it Considerably increases Power Recovery and make the Feral Frenzy Duration set of add-ons into Feral Frenzy Speed add-ons.
Bam, Legion's power becomes usable and fun without much of a change and without them becoming overpowered; since it's impossible to down a Survivor while in Feral Frenzy.
However Legion is now able to reliably use their power to slow down Survivors and keep people injured, which is what the devs wanted them to do anyway.
Also make the buttons apply on first hit. I don't understand why that hasn't been done yet.

Because having one normalised stealth buff is just better for the game overall, no random exceptions to what is and isn't stealthy, or one killer who randomly trumps perks specifically designed for anti-stealth, moreso than aura reading which is as much an information tool.
If every killer that is "stealthy" is just undetectable in the same way every time, it just makes for a more straightforward game.

IMO having one Killer be more sneaky than others doesn't break the game, especially since he usually loses this special sneakiness and is already also uniquely slower than other sneaky Killers.

The little differences between Killers are important IMO. Especially with how similar some Killers are already (looking specifically at our two stalk to Expose, white mask wearing, knife wielding, stealth Killers).
The more Killers who have unique traits the better.

The odds that you get a whole 4 survivors running it are astronomically low. It doesn't matter that 1 or 2 people might have a perk that can make your game a little harder, it's only tier 1, that's gone like 10 seconds into a match anyway, or you're running scratched mirror and it doesn't really matter if they know you're nearby, they still have no clue where.
This doesn't need to be changed back because it will have such a tiny, minor impact overall that you won't even care a week after the patch.
If it's such a non-issue then why are you against changing it back?

I can't speak for everyone else, but I'm not freaking out or crying about this; I'm complaining in a calm and respectful manner about what I see as an unnecessary change.
Michael doesn't NEED this trait, but it was cool, not OP, and I haven't seen that many people complaining about it.
I get trying to make the game more understandable for new players, but doing so at the expense of what makes certain Killers unique just seems like a bad idea to me.
As for making sure perks work, Killer aura reading perks are now useless against not just Michael but other Stealth Killers too. Why make sure Spine Chill and Premonition work but then do the opposite to perks like Dark Sense, Alert, and (unless I'm mistaken) Kindred?

I sometimes play with Random perks so I can't truthfully say never.
Outside of that though, I prefer Pharmacy, Bond, or Adrenaline as ways to heal.

What do you mean? That's exactly what makes him tough.
Dwight gets hit, he's barely hurt. David gets hit, it hurts a TON but he still keeps going.
Being tough isn't about not getting hurt.
Being tough is about being able to keep going when you're hurting bad. To be able to overcome pain, not ignore it.

Leatherface is actually really deadly with good add-ons IMO.
With charge time add-ons and in the right hands he's a monster. I'm not kidding, that bar fills up FAST even with just Tuning Guide.
Pallets are basically the only defense against him (especially with PWYF). As long as you zone your first few chases correctly, and make sure to not over commit to a chase, Survivors often screw themselves over in the first few minutes of the game.
The worst Killer title goes to Amanda or Legion, IMO.
Not that they suck (both Legion and Amanda can, and often do in my experience, stomp Survivors hard), just that everyone else is better.

Given how this game plays against good Killers, one bad teammate can cost every Survivor the game.
I can't count how many times everyone has died (both from Killer and Survivor POV) because one teammate is crouched at the Hatch on not on a gen, or when one person wastes a valuable pallet very quickly, or when someone farms people off hook without any strategy.
Likewise, one AFK Survivor gives the Killer a free win and saps all fun from the game even if the Killer is merciful, let alone two or three (yes, I've had that happen).
I have had fun playing Solo Survivor, but I have had more frustrating and unfun Solo Survivor games than fun ones. Playing Killer is always a better experience IMO.

As long as the effects are fun without being worthless or overpowered I don't mind what kinda perks we get.
Basically, no more No One Left Behinds or Camaraderies and no more pre-nerf Mettle of Mans or pre-nerf Decisive Strikes and instead more Fixateds and Poiseds I'll be happy.

Quentin and Nea.
Quentin because I personally have insomnia, he was the best thing from the NOES remake, and he wears a beanie, which are indisputably the best kind of hat (with the potential exception of cowboy hats depending on the wearer). Also Wake Up and Pharmacy are fun perks and I like running them.
Nea because she also has a beanie, I like her perks, and she seems like a cool dudette based on her backstory. The whole 'tough rebel without a cause' thing appeals to me.

A modern reimagining of Huntress.
- Her head cosmetic; a sack mask, with a tear on the left side revealing her eye (preferably having more detail and not just being a black orb) and scarred upper lip.
- Her body cosmetic; a long flowing coat, with knives, Hatchets, or handguns (that are just for show since the Entity doesn't provide ammunition) strapped over a black turtleneck under the coat and a hunting rifle (also useless given no bullets) worn over her back by a strap. Black combat boots over bloody jeans or black cargo pants for her lower half.
- Her weapon; a simple, modern fire axe.

No clue what's going on, but you're not alone in this. It reminds me of the DC epidemic a while back.
You can tell the difference between these strange DCs and actual DCs with Survivors; real DCs have a sound effect, like being Sacrificed. Fake DCs just have the Survivor DC.
Unfortunately I've had this happen a to both roles; various Survivors and Killers I'm playing with getting kicked at random.
Before anyone asks, my internet is fine. Most Survivors in my lobbies have under 90 ms and I can do other things online just fine.
