I won't say anything for or against the changes, because we haven't gotten to try them yet, but it is 100% a nerf.
It's like the Empathy and Wake Up nerf; even if a reduction from infinite to 128 meters is almost unnoticeable, it's still a reduction.
In the case of Hillbilly limiting his ability to use his power is a nerf by definition, because he used to have no limitations.
As for it not being a nerf because his add-ons will be good (which we don't know to be true yet), that's a fallacious argument. There's no reason he couldn't have gotten an add-on rework without being nerfed.

Lemme say here that I'm not in support of some of the crazy overreactions going on because of the nerf, but I do feel like calling it a nerf is justified.

I'll also add to this and say that a lot of strong and/or versatile teachables come from female characters.
Of the 6 Exhaustion perks in the game, 1 comes from a dude: Dead Hard on David King.
Popular perks at all ranks like Decisive Strike, Urban Evasion, Self Care, Sprint Burst, Adrenaline, Inner Strength; all perks from female characters.
A lot of people will/used to play a character for their teachables, and if you're new and don't have a lot of people levelled you're liable to play the one you have the most points in.
As they play longer, you might be more inclined to keep playing that character, even though you no longer 'need' to.
Combine this with the fact that the female characters are smaller, the trope of the female main protagonist in horror fiction ('the Final Girl'), the fact that male characters with meta perks like Bill and David are incredibly loud, and the larger selection of cosmetics available to female characters in general, and I don't think it's that surprising.

Back when Legion could moonwalk people to death and do damage to people's Mend timer by Frenzy hitting them, the devs buffed Frank's Mixtape so you could down people even quicker with either of the above 'strategies'.
People lost their [BAD WORD] during the PTB and the change was scrapped.
That said, I suppose there's no way of knowing whether or not the devs did that themselves or because people said stuff about it.

Basically this, a lot of people seem to forget that probably all of the killers/survivors we get are from different dimensions, timeliness & alternate reality's. Even when we have the same survivor in a lobby, it's not the exact same person. It looks like them and they share the same name but are from who knows where and are a completely different "person".
Anyways, off of that, like @TheRockstarKnight said, they're probably just intended to look great(they do) but correct me if I'm wrong, but didn't the devs say that skins have no impact on the lore? Excluding licensed characters, of course, because mostly the stuff they pull from them is from the franchise. Like I said, please correct me if I'm wrong.
As far as I know they haven't explicitly said one way or another outside of (IIRC) a statement that the outfits weren't necessarily things from the character's past - and that they might be from futures that never were.
Of course I'm by no means an expert. Maybe they have said so and I just missed it.

That Jeff outfit screams Mad Max reference to me.
Even the name "Mad Road"; is definitely a reference to either ' The Road Warrior' (a Mad Max movie) or 'Mad Max: Fury Road'.

As for Nea, while I'll admit we don't really have a specific time frame for Nea in her lore (it's as likely that she's canonically a rebellious tagging teen from 2008 as she is a rebellious tagging teen from 2021) I find it highly unlikely she was spray painting buildings and ditching high school to go to skate parks in the early 20th Century; which is when Nurse is from.
Nea was taken from the same place as Sally Smithson; not the same time.
Given that we know that the Entity and her Realms exist outside of time and that she can take whoever she wants from whenever she wants; Nea could easily have always been from 2021.

As for overall lore significance, there's never been anything stopping the Entity taking people from vastly different worlds.
It's entirely possible that Mad Max Jeff is canon; just in an alternate world variant of the one our beloved fat metal Jesus is from.

TL;DR - Jeff is inspired by Mad Max and Nea isn't from the same time as Nurse.
These outfits are probably just intended to look cool, but if they are part of the lore they aren't saying anything that has already been possible.

If you can't/won't watch it for whatever reason I can summarize.
Basically Whispers is insane because it lights up whenever you're within 32 meters of a Survivor.
This means no wasted time checking gens when you see Whispers off, an easier time finding slugged or hiding Survivors if you have map knowledge, and basically a free win if you can close the Hatch and they don't have a Key.
It does take awareness to use though; you shouldn't just be stumbling around looking for people as soon as it lights up. Keep track of when it lights up and you should be able to get a good idea of where the Survivor is since you know they're 32 meters away from you.
It's also doubly helpful with experience since you'll start to get a feel for where Survivors like to hide as you play more.

Not only is Whispers strong; it's one of the better designed perks IMO: it's strong, but it requires something from you for you to be able to get value from it.

Speak for yourself; I'm on my way to P3'ing both Pyramid Head (who I haven't found to be too difficult to understand) and Heather.
Also, the map may suck against OoO or a SWF team, but what map doesn't? If it weren't for the 3 god pallets on that map I'd quite like it.
And even so it's easily the most visually interesting map so far.
Even if the perks honestly kinda sucked, I'm personally quite happy with the new chapter. Much better than Chains of Hate or Cursed Legacy IMO.

Well it's possible that both are true.
After all, we know that DBD takes place in a multiverse - it's an established part of the Observer's lore. So it's possible that the Legion exists in multiple worlds.
In one world their killing transpired as we read, with Julie hesitating, Joey taking part, and Susie being physically forced to by Frank.
In another, it transpired the way we saw. Frank and Julie murdered the guy while Susie freaked out. Also Joey was just there, I guess.
So the Julie we got in the Archives wasn't the Julie we had in-game, but a different Julie from a similar, but slightly different world.
This theory is slightly supported by the idea behind cosmetics being that they're what the characters could of or might have been, rather than actual depictions of them in different outfits. That's how Nurse can be the bag head ghost we all know and love as well as an opera singer who had her heart stolen.

Both your "she misremembered" theory and mine really devalue the lore as a whole.
If the character's memories are the Archive lore regardless of whether it's 'true' or not, the lore is meaningless. It doesn't actually tell us anything definitive.
If everything you can think of is true, then the Archive lore is also meaningless. It means that a bad fanfiction you write while drunk is just as canon as the official lore.

It could be a bug.
In the past Legion's power has had similar issues where using it or hitting a Survivor with it could crash your game or everyone else's.
I'd submit a bug report ticket, just to be safe.

Any of the objects ingame that we might base height off of are Entity constructs.

Pyramid Head.
The Halloween and Lullaby for the Dark trailers take close seconds, but seeing Silent Hill in something besides a slot pachinko machine is on another level, for me at least.

Clown.
There are other, much stronger, Killers but I personally don't mind dying as Survivor. Besides getting chased by them is usually an intense, or at least a thought provoking (what could I have done better?), experience.
You can still get a lot of points and fun chases against a Freddy or Spirit.
Against a Clown though, it's just the dullest thing ever.
He throws bottles at loops and either you drop the pallet early, try to fake him out while you run to a new loop, or you let him M1 you. It's as lame and boring to face as it is to play.
Also the VFX of being Intoxicated give me a migraine.

So occasionally I get pitted agasint people out of my rank range, usually its one or two survivors that are between rank 4 and rank 8 or something like that. This is the first time I ever got three rank 1's. Granted I did rather well against them despite the rank difference, They even agreed that I did rather well considering. It did surprise me that they weren't toxic about it.

As much as I personally loathe Chains of Hate (it's the only original chapter I haven't spent real money on) for being boring and uninspired, I'll have to say Darkness Among Us.
Release Legion was horribly designed (they also nearly killed the game) and was Ormond broken on release (playing it crashed the game) and had to be removed for quite a while IIRC.
Also I hate Distortion and how it counters aura reading. Nobody runs it, but when they do it's an annoying thorn in my side.

I can't tell you in enough detail how uninteresting PotD is when it's only useful as a Doc shock at loops. The main appeal of it was that you might be able to use it anytime if you're good enough to aim with it. The reality is though that's it only good at certain points where animations are locked or a loop holds a survivor relatively in place for a chance to hit with PotD.
I didn't want another "only at loops/windows" power.
I won't disagree with you; I was similarly hoping for a "use whenever" ranged attack.
And even though I'm personally having a blast with the 'Doctor's Shock Therapy but it damages you' strategy, I can fully see how facing him or playing him with that strategy could be quite dull.
I mention it here though because I think calling Punishment of the Damned a "joke" is a bit of an injustice.

Survivors shouldn't be throwing pallets against a Frenzying Legion and using it to clear pallets just means you're wasting time breaking pallets and DS'ing yourself when you run out of Frenzy.
It's not garbage by any means and you can probably get a lot of value out of it in specific scenarios, but that's true for a lot of things in the game.

Enduring for Killers.
I remember when they increased the stun duration of DS so Enduring wouldn't hard counter it, but then nerfed Enduring anyway and left DS buffed.
Enduring didn't need to be nerfed.

I don't know what for Survivors. I main Killer.
Also, most of their perks usually get buffed from being worthless or start out blatantly OP.
DS used to be a free Escape on your first down and We'll Make It used to stack and apply to yourself. You could literally heal yourself in the time it took for a Killer to recover from hitting you.
I guess I'd pick Balanced Landing; it was only broken in specific situations and maybe if it was unnerfed it'd get them to actually do something with Haddonfield.

I really want a huge Killer that will call Survivors "little pig" and attack them with their bare (non-claw) hands; but I want to pick ax Survivors' in their crotch even more.

Also The Keeper from The Evil Within.
The Keeper is basically made for DbD; he has a "The" name, a pre-existing set of powers that would fit perfectly into DbD (sets Mines filled with barbed wire to temporarily trap victims in place, teleport between Safe Heads in the environment to get around obstacles in his environment, and he has two weapons (his hammer and his hook filled sack) and he looks incredible.

If you think Punishment of the Damned is bad you're either facing people who are using it wrong, or you're using it wrong.
PH's secondary power is insanely strong: if you're even passable with it you basically counter looping as long as you just hold it at a pallet or window.
The Survivor vaults or drops the pallet; you attack. The fake it; you cancel and M1 them. If you time this right it's impossible for them to avoid getting hit.
I'd even go so far as to say that because of this PH doesn't actually need to break any pallets he can walk around.
His Cages can be okay too.
I won't disagree saving for Final Judgement is better than using a Cage, but that doesn't make Cages useless.
Being able to advance a hook state and immediately push people off a gen or advance someone a hook state and bypass DS or BT when they're rescued can be a BIG game changer.
That said, you can easily never get Tormented. Just run past loops with the Trails even if it gets you downed. You'll be able to use DS and force him to spend time hooking you after you're downed or in the future.
Triangle Man is still a 115% Killer who has to hit you twice to down you. As long as you and your teammates don't get Tormented and split up and do gens, you have a pretty good chance of getting out.

TL;DR - All of Pyramid Head's kit is good, not just his mini-Mori and, much like Pyramid Head himself, Final Judgement is strong, but it's not broken or overpowered. If you have DS just don't get Tormented and hope your teammates actually do gens.

That doesn't sound that great to me. A permanent instant down effect on just one person with no requirements and an easily by-passable drawback?
If you're just running this perk, it's gonna be basically worthless outside of downing the Obsession; someone that, ideally, you're only going to have to down 3 times anyway. You could combo it with Nemesis and PWYF, but the Survivors can easily counter that by taking a hit before dropping any pallets. Unless you're a Killer with an instant down already that can counter that, but then you already have an instant down. With the exception of Bubba, you'd just be wasting a perk slot.
And even with Bubba that's now 3 chase perks on a Killer with no mobility. Good luck.
And if you run this perk with Furtive Chase you could go from Instant Down into first hook into Ebony Mori, ignoring it's drawback for all intents and purposes. Imagine it on aura-reading Wraith. Or Spirit. Or Nurse.
I like simple perks, but this one just doesn't seem well thought out. No offense intended.

Depends on the map and the Survivors you're facing; two things that you don't know when picking your perks.
Some Survivors pre throw pallets a lot, others get greedy for stuns.
Some maps have lots of loops with LOS or really safe pallets forcing you to tank a stun if you wanna get the pallet gone quickly; other maps have a ton of super unsafe pallets, where disrespecting them can tend to get you bonked constantly.
It also depends on your Killer.
For example; Hillbilly doesn't need Brutal Strength and benefits more from instantly destroying a pallet midattack than most other Killers; so SF + Enduring would be better for him.
I'd say neither pair is objectively better or worse than the other - they can both be good.

The incorrect Nea-Prestige is ignored by the Devs, both the P1 and the P3.
But I guess they will not come around to repair the Trapper-Masks.
It's sad because Nea used to have one of the cooler P3s.
There used to be blood on her chest, beanie, ankles, and a more thorough spatter on her arms.
I wonder if Trapper's P3 will stay nerfed too. His is to a worse degree so maybe there's hope?

You're not the only one; in lobbies and menus he has no blood on his P3.
I can't testify to whether this is the case in-game or not though.

I hope NOED gets changed - back to it's original state.
Permanent instadowns after the last gen is completed. That'd give you something to complain about.
As is you can just cleanse 1 totem after the last gen or cleanse 5 before it and suddenly the Killer played the game with 3 perks.
Or you can just leave through the very openable Exit Gate - it's not like the Killer can pressure both gates at the same time, assuming all four Survivors are alive. Just don't crowd together after the last gen and NOED shouldn't be "giving" them anything more than a 1 or 2k.
Current NOED, like Unbreakable, is a perfectly fine perk that has it's strength balanced by it's limited versatility and it's ability to be countered.

They're not game breaking, it's just that they're quite (insanely so in the right hands) strong when used intelligently.
I think it upsets people when they feel powerless against them or if they feel like the Survivors are using their perks like a shield so they can taunt or hinder them.
This isn't to say that the perks are perfectly fine - just that I don't think that it's the perks themselves that are what frustrates most people, but rather how they're used.

But if you're trying to say she's a lesbian, well I just don't see anything to support that.
Of course, there's nothing to discount that theory either, just like there's nothing to say she isn't straight or bisexual.

My mains are an even split with Nea and Quentin, but the other characters I put points and time into tend to be female; Nancy, Yui, Kate, and Heather all being gals and Dwight and Ash being the only exceptions.

Every Killer can open the Gate.
But you can't open a Gate if the EGC is already active or if any gens need to be done.

Yes, but that doesn't keep the other event slots from being items. You will get a ton of Gateaus, but that shouldn't keep you from getting items too.
If other people are noticing a lack of items on P3 characters though maybe it is a bug. This is DbD after all.

You're probably just winning the unlucky lottery.
I have Heather at P2 and I was getting multiple event items on most of my Bloodwebs past level 20.
Unless it's a bug specific with P3, I don't think anything is going on; all event items have the same rarity ('event' rarity) and Bloodweb rarity isn't actual rarity, it's how many rarity 'slots' of that rarity exist. For example with 2 Ultra Rare slots you get 2 Moris, a Mori and an Iridescent Head, or 2 Iridescent Heads.
If you're getting cakes, which are the same rarity, you should also be able to get event items. It's most likely that the RNG is just giving you the same thing repeatedly.

So they posted a discussion saying just that and asking for another one because it has been a while since we got a female Killer.

Also, as @Orion points out, why can't we have a Killer that's interesting and female?
It's not like deciding to design a female Killer makes them instantly boring. And we already have plenty of cool Killers that are female.

DbD's events usually got people to act especially jerky.
In the past you'd get Hags that trapped event interactables and camped them, Survivors that broke event hooks to deny Killers extra BP, Killers that never left the vicinity of event gens so that they couldn't be completed for extra BP, people who'd DC if they couldn't do the event objective, etc.
This said, the events did get some people to play nicer than normal or otherwise be more helpful or thoughtful with regards to their opposing team. But they weren't in the majority.

Psh. There are plenty of great outfits that look perfect together, especially if we're talking the costlier premium ones. If there's one thing or statement that I think that DBD community can rally behind, it's the art department and their work on character models, maps, and cosmetics.
So saying "most outfits don't look great together" is low-key insulting to the art department. (Yes, I read the IMO part)
But y'know, agree to disagree, yadda yadda yadda, and all that.
Ash has 4 dollar pants that are a slightly lighter shade.
Two of Nancy's three outfits have rather lacklustre hair.
Adam has 4 dollar hair that's just his default hair, but an inch taller.
All of Zarina's non-recolor pants look more bland and average than her cool default boots.
Legion's twin Day of the Dead cosmetics come with nearly identical obsidian knives.
Like 60% of Nea's premium outfits have cool tops, but boring bottoms (oh boy, scuffed up jeans or baggy pants; it's weird that's kinda familiar - almost like it's her default bottoms except it costs 4 dollars) and weird head cosmetics (who was allowed to make the head for the premium Nea outfit with the hoodie and sweatpants?).
Literally every Plague outfit has an okay weapon and meh body and weapon.

Sure there's stuff like Scarecrow Wraith, Bunny Feng, or Elf Dwight; that looks great in it's set.
But there's a ton of stuff that just doesn't look worth buying. And even of the stuff that does, it can look as good or better when it's mixed and matched with other cosmetics.
Yadda, yadda is right though. People like different things. Just explaining my opinion, because I think it's less "I hate the art department" and more "those cosmetics are not worth 4 dollars and don't add anything to the outfit".

Honestly it's the natural conclusion to Peanits' statement on why they released these event cosmetics, which was more or less 'we didn't want to disservice the long time players who did earn the outfits and lost them due to bugs and we couldn't find a way to reliably give them all their cosmetics back besides this'.
Personally though I'd say no.
It's a show of thanks from the devs to the people who really loved and supported their game back when it was even more busted than it is now. That shouldn't just be given away for free to every Jane Schmoe that buys the game.
But then I also don't get why it's so impossible to give people back their Legacy when they have steam achievements, videos, screenshots, save files, or livestream VODs showing them with Legacy cosmetics.

I think the only full cosmetic outfit I've gotten are Huntress' event ones. And they were event rewards.
Everything else I've only gotten piecemeal; whether auric cells or iridescent shards. Most outfits just don't look that great together IMO.
They have like a piece or two that looks cool and that's it. Why waste money getting the full thing if I don't like it?

Maybe me and @starkiller1286 are just the outlier exceptions, but given how pricey most outfits are and how many people I run into mixing and matching them, I'd be inclined to think otherwise.

50 gens, you can get over the course of normal play. It's unlikely you won't make some progress in each match.

Completing four generators is nearly impossible unless both the Killer and your teammates are being mostly useless.
Breaking pallets and generators is just playing Killer. Tedious, to be sure (especially when it takes days to get one done), but not too frustrating IMO.

Really wish i could've gotten that one honestly, it's probably my 2nd/3rd favorite here.
Honestly, it was the main reason I bothered with the 2nd Rift.
The Doctor and Spirit outfits weren't too great IMO, and I don't play either of them very much.

Originally these cosmetics were exclusive. Cool.
Then they said they'd give them out for free with the stuff you could only get anymore if you bought $200+ codes online. Cool.
Then they said no, due to the community reaction, they'd leave event exclusives exclusive. Cool.
Now they really are free. Cool.
I don't really see the big deal.
I started playing DbD during the Howling Grounds event. Sure the flashlight 'fixes' were annoying, but they didn't stay that way the whole event, and all you had to do was play the game to unlock the cosmetics.

Is anyone gonna talk about how the "counterplay" to Pyramid Head's tunnelling is easily the most boring and frustrating thing to experience as him?
Pop his trail at a window and a pallet and the Survivor runs into a dead zone and lets you M1 them.
Repeating this process with all the Survivors is just "Oh joy, guess I just get to be an uncloaked Wraith this game."
The annoying thing is that it is actually the "counterplay" to him too. You basically turn him into either an M1 Killer with no mobility or a more dodgeable 115% Huntress with Hatchets that only go 8 meters.
Provided your teammates do the same, focus on gens, and don't instasave tou, it will actually get most/all of them out too.
Even if it doesn't it's just boring as heck as Killer IMO. At least for me the power, and being able to use it in interesting and thoughtful ways, is what makes a Killer fun; not just killing Survivors.
I don't think it'd be fun as Survivor either.

Also, can anyone give a reason why Pyramid Head should see the cage's auras?
Given that, last I heard, he can physically block the unhook action by just standing in front of the cage, in addition to being able to bypass most anti-tunnelling or anti-camping tools, it just seems poorly thought out.
