This game is not kind to people who are not good at it.
There is seriously nothing to be done except "git gud."
Learn how to run the tiles and how to avoid killer, how to loop, etc.
If you can't learn these skills ytou are just going to be spending most of your time playing this game hiding in corners, self-caring and on the hook.

Undying is gone. You get more protection for Devour, when you use Thrill or Haunted Grounds.
You've been playing this game long enough to know that isn't true.
Totem spawns have been improved significantly in the last several years.

Matchmaking is great.
After de-pipping due to the pip bug and getting back to purple ranks I'm getting instant Survivor matches, matched with potatos but the killer quality is also pretty all over the place, so I an actually run stupid stealth builds and juke the killer around or even loop them (gasp me? Loop?). Haven't really been able to do that in red ranks much.
Maybe not so great I think I'm not really getting the kind of killers I should be getting but it works out I'm getting potato survivors so it's still pretty hard. Just the right level of challenge, not too frustrating, not a cakewalk, and still die as much (actually more) than I get out, but able to do all sorts of stupid plays.

Mettle of Man is the only extra hit perk that does not put the survivor into Deep Wounds. Which considering how much effort you have to activate it is honestly fair that it doesn't deep wound the survivor.

Getting back to the point at hand...
The Legion must be considered weak because of his weakness of downing survivors slower than most killers...
Deep Wounds, as the other 2 folks mentioned, slows down the progress survivors make...
The old Legion required several hits and spamming of his ability to down a survivor. Current Legion makes it so you're rewarded with hitting a survivor normally, and *nothing else* occurs aside from massive pressure in the form of deep wounds from chained hits, and even then, it looks like it doesn't achieve it's effect properly, since survivors just mend up after they're struck. The power serves effectiveness in chases when it's used to not start a chain.
So why not an ability that rewards the Legion for doing the job he's been given?

There is very little difference between old legion and new legion in terms of mechanics. Both require 2 hits to down survivor, if power is on hit puts them into bleedout mode and hits in frenzy will never down them.
Mending slows down the game. That is 100% intended and that's exactly what happens even in red ranks. If your problem is you think his power doesn't slow down the game and is ineffective, you can stop right there because it does. Is his power weak? Well arguably yes, because he drags games out instead of being efficient at stomping in 2 minutes.
But Legion was never and should never be a high lethality killer who can end matches in 2 minutes like some of the other killers.
If you are not using Legion to chain from Frenzies you shouldn't use Legion. If you are just using him to Frenzy to run faster then turn it off after you hit a survivor you are better off using another killer. While I do see advanced Legion players doing exactly that, it's not their primary strategy. They still go on stabfests to slow the game down, and use Frenzy as a speed burst to down injured survivors when needed.
I don't know what rework you have in mind but if we're talking about his ability doing what it's supposed to it does exactly that, and then some. Could his delaying ability use a buff? Maybe. But with Sloppy Butcher and Thana it's largely not necessary. He does what he need to do just fine.

It's a purely disruptive effect.
Instead of taking the hit, and getting right on a generator, you need to stop and Mend because of you don't you die. It's a mandatory time sink to delay Survivors.
It's not a purely disruptive effect. There are effects where you use it to protect a survivor, like Borrowed Time.
And to answer OP's question yes it achieves its desired effect in high level play.

Deep Wounds is an effect that puts Survivors in a "bleed out" mode where they have the opportunity to heal themselves before they die. It's used not just for Legion but for other effects that require an extra hit to provide protection, like Borrowed Time or Mettle of Man.
Originally Deep Wounds didn't exist and the perks/effects that used it didn't have Bleedout Time. They just had a similar effect (bleed out or die) so the devs consolidated them all into one status effect for consistency and simplicity.
Legion's design from the get go was to create a stabfest killer who was good at finding survivors and injuring them to keep them from doing things. He exceled in chases because basically he was an "evil" survivor who had all the parkour moves of a normal survivor. To balance this he was not as powerful at actually downing survivors, which is why he had the proto "Deep Wounds" effect. At its core Legion is meant to be a stab-happy killer who excels at locating and chasing survivors but is not good at downing them.

Hexes are a huge RNG field in this game. When they work they are great. When they don't they don't.
Hexes in general are a huge 'win more' perk. To really make the use of them you need to be a strong killer who can put so much pressure on the game that survivors don't have time to do totems.
Weak players can't really make use of them because they don't put enough pressure to keep survivors off the bones.

I have not seen his combo so far in game.
I am still getting tons of Hex Ruin players.
In fact I see Ruin+Devour more often than Devour + Undying.

This isn't even remotely correct.
First off Billy has autodown. Demo doesn't. Demo has lunge. Billy doens't. Demo can teleport. Billy can't. Billy can dash. Demo can't.
So much wrong with this post I am not even going to bother saying more than that.

You're on XBox. You think you're doing well but I'm pretty sure you're just making sloppy turns while navigating the tiles.

Infinites don't exist. They were patched out ages ago. There are some bugs which cause "infinites" -- like the current God Bus. But you are basically just thinking you're doing it right but you're really doing it wrong.

It got nerfed a long time ago. Like, 1 week after it came out.
The perk is strong but almost nobody uses it. It seriously didn't need a nerf.

LOL sure because opening chests stuns the killer leaves them blind and makes them fat so they can't pass through god bus.

I don't actually have clown so I can only make my observations on the few times I've fought him.
- The new music kicks ass.
- The speed smoke not sure how much it helps me. I tried running through it and didn't feel much. I wasn't able to figure out if it let me improve any loops.
- His slow smoke is just as nasty as it's always been.
On the whole I didn't notice any difference from the survivor side. No idea how he plays.

For me it's been pretty chill. Yesterday everyone was toxic and running Ruin undying Tinker. Today there was a lot less most killers were probably doing quests and basically goofing off.

No that's how it works. the moment it activates it goes on "cooldown" that's actually its timer, or how much battery it has left. Once it runs out it stops working.

In the course of trying to get this quest I stunned 3 different killers maybe 10 times total. LOL
When they put me on hook they kept stabbing me over and over I mean sorry dudes nothing personal just a little Self-Preservation.

LOl whatever. If you had to spend 6 months to figure out how to get the new HUD to work with your existing engine that is just sad. The real issue with BHVR is that their programmers have no idea how to program.

You can but not in the same way as before. The spin is a much larger circle and you need to use four directional keys to do it.

Then there's the fact that I tested it out last weekend in SWF... I just told everyone to ignore ruin and play normally if it pops up. Ruin made almost no difference in most games. We either were probably going to get stomped regardless or we were going to stomp.
Great now I kinda wanna SWF with my friends again.
That's actually the problem. Ruin turns most games into stomps one way or the other. There isn't much middle ground.
Also if the killer isn't taking advantage of ruin to do gen defense he's probably either a non-mobile killer or just not that good at the game.

I'm still getting lots of Undying Ruin in my games. Many not running Undying just Ruin. But still alot Undying + Ruin.

Tunnel Camp is necessary when you're up against good survivors. You can play nice if you vastly outskill your opponents but if they're at your level of or better you need to resort to dirty tricks to beat them.

You mean you want your queues to go from 10 minutes to 10 hours to find a match?
Nah. Banning Spirit and Freddy from your matchmaking means you'll never find lobbies. BHVR's matchmaking algorithm is bad enough that it will die from the strain.
Your proposition that the killer ban happens in the lobby won't work either. Killer will simply dodge and leave if you ban the killer they want to play.

Survivors can juke but takes a lot of skill to do so, not clumsy movements. Also if a killer is at a certain skill and experience level jukes generally won't work on him because he's seen it all.
I don't know about the new movements making it harder. I have been doing the same jukes I've been doing for the past couple of years. They don't rely on any animations to do. They just rely on messing with the killer, mind gaming him and a lot of luck.

Nope that's probably a loading issue on your end. It's usually delay caused by slow loading from your harddrive. That can be caused by Windows 10 doing its thing running anti virus or whatever. Or other stuff. Who knows.
The patch itself isn't causing the problems.

I never played with DS even when I was still a 100 hour baby, even though Halloween was the first DLC I bought.
Simply put you are an easy target and killers are "picking" on you because you are the weak link. Nothing to be done about it but to "git gud." Learn one of the main survival strategies in the game: stealthing/juking and looping.
- If you learn to stealth properly killer can't find you, and if they do you can lose them with a juke.
- If you learn to run them around in a chase they will usually give up if the chase lasts long.
If you intend to play survivor for any amount of time int his game you need to learn at least one of these two skills or the game is not going to be fun for you. You may want to try killer instead. And even if you don't, it's still highly-recommended to play killer as that will actually teach you how to do the two things above.
Learn your survivor fundamentals and don't rely on crutch perks like DS.

Being good at all killers isn't odd.
Killers all share the same fundamentals, only one killer is exempt from this (Nurse, but even Nurse shares some fundamentals with everyone else). It just means he has good fundamentals.
The same fundamentals will carry you through any match no matter which killer you use.
