Either by having the flagged in the lobby, or by allowing for them to be "turned off", similar to cross play.
That way killers who aren't bothered by, or enjoy being stomped can still go against them if they so wish. But the rest of us are spared the misery.
The answer is because SWF's are still likely paying customers, and BHVR would never risk doing something that puts a decent sized chunk of their playerbase in an infinite queue. They just won't.

Legion is certainly usable. Definitely not great, but usable.
Unless you're going against high tier, comp players every game I guess.
Also I hate to tell you this, Cold Dirt ain't a thing anymore.

The chapter and perks seem decently thought out. I like the killer power, it doesn't seem too powerful and it's got some passive slowdown. The perks aren't game changing, but they're decent.
I'm not sure if this will ever happen, though. I think there were some rumours about a Conjuring chapter a bit ago (though we aren't really supposed to talk about those) but I doubt that BHVR will ever create killers or chapters focused around a living religion. Obviously, the Conjuring as a series is pretty rooted within Christianity, to the point it would be tough to take all references out. Plague doesn't count as her entire culture and civilization has been dead for thousands of years.

I don't know why people don't realize BHVR isn't going to change SWF. People are allowed to play with their friends. Should they do something to adress the power balance? Sure. Hell, I'd accept even like a BP bonus for playing against SWF's. But they're never gonna just limit people being able to play with their friends.

Well, then it would do nothing in the case of facecamping Bubba. The point is killers can still defend hooks pre-end game, but only with basic attacks. End game they obviously don't have anymore generators to patrol, so camping is fair.
Then it needs to be refined. While camping definitely needs to be addressed, a Survivor also shouldn't be able to just run in front of a killer and get an unhook unpunished. Simply turning off powers within 12 meters isn't balanced for both sides enough.

If it were up to me, killer powers disabled within 12m of all hooks except basement hooks and during end game. (Cue killer main freak out)
I think that's somewhat fair, but only if there isn't another survivor within those 12 meters. Because, yes, smart survivors would abuse the hell out of that.

'Broken' usually means too powerful. Things like Dead Hard or Nurse.
Trickster is just weak, but he's risky weak. You can't buff him or he'll become way too powerful and irritating. Nerf him and he only gets weaker.

BHVR have seemed to abandon those types of maps. They seem to want to focus on aesthetics now, and dark maps can be hard to show off. Look at Eyrie of Crows. Looks cool as hell, imo, and is also bright as hell.

In the game, Nemesis. He's somewhat easy to understand, from a popular license, and you know, you can actually still buy him.
In general, probably Demogorgon. Stranger Things is one of Netflix's biggest properties, and Netflix is huge itself. In the years since it's been introduced, it's only gotten bigger.
Resident Evil is bigger within the gaming sphere, as is definitely the biggest gaming license we've ever got, but Stranger Things is generally more well known.

I'll provide an actual opinion now.
Silent Bell is mostly fine, and yes, there are counters to it. Wraith still sounds like a congested, decrepit old man trying to clear his throat so you can still audibly identify where he is, and the 'whoosh' noise that plays when he uncloaks is still there. Then again, sound is inconsistent in this game. On most maps, you can still see Wraith coming from across the map. On Coldwind and Azarov's, this add-on can feel wasted. I'm guessing the same goes for Eyrie of Crows.
I can see an argument for it being too strong on Lery's and RPD, but those are two maps.
The add-on forces you to be more careful and keep your eyes open, but that's about it. I don't find it terribly strong, and I think nerfing it or giving it a downside would push it into trash tier. The real strong one was All Seeing imo, and not even the iri one. I think they nerfed it, but I'm not sure.
This is just my opinion, though. I've never had any sorts of issues with Wraith, even when he was in his "slightly OP" state.

Different license holders. Fun World owns the Ghostface character, and they seem to be the most lax license holder we have currently.
Whoever owns NOES (I can't remember right now) has been one of the worst, if not the worst.

Aah, that makes more sense. Admittedly, the dashes were where I was weakest. You can technically flick if you are on PC, but that was something I was never great at. There are a few things you can do, though.
As you come up to them, and they double back on you, stop dashing. This way, you can just chase them normally and use your strike, which is easier to hit. I find this is most consistent since in my experience Demon Strike is so much easier to hit.
Another thing you can do, once they do it to you once, is just wait it out, This also applies to Dead Hard, but that's not very consistent, especially since they just broke the perk even more. This doesn't always work, since good survivors will probably just adapt and mix it up.

I haven't played DbD in a long while now, but I don't think Oni has been changed since that time. Are you holding down the button to attack, or are you doing it quickly? You only have to hold the button down until Oni's hands flash red, and then you can instadown. Holding it definitely makes it harder to control.
