Yes, it's highly recommended that you use that perk combo for Bubba. Mainly because if you have the right add-ons (Aka, you use the chainsaw speed boost + Charge speed add-ons, the charge speed add-ons, or both of the chainsaw speed boost add-ons)
than yes, you should use that perk combo... regardless if you even use those add-on combos. LeatherFace can mind game where and when he'll break the pallet, so you can always direct people to where you want them to go, the same with Billy.
And, since Bubba struggles a lot especially at Red Ranks, this will help him get an easy chainsaw down/M1 down on an injured Survivor due to The Entity breaking the pallet after two pallets were previously broken, and enduring removing a hefty chunk of stun off the pallet stun overall...
It's best when using this perk combo to use add-on combos like a standard Knife Scratchs + Primer Bulb/Spark Plugs for an easy chainsaw frenzy after the stun or just a regular M1 on a healthy or injured Survivor.

No, but it is 100% going to make him less fun, is a pointless change that is also making him weaker for no reason and no compensation. EW1 Myers triumph at the start of a game (or in Mirror build) relies a lot in people not noticing you in time and with those two perks now being his bane, even if is not going to be 100% of the games, is still going to be enough that I think there will be a difference, as now survivors can realize that you are there and run away before you can properly stalk them, lacking any proper ability to just chase them down. Its entirely your opinion if it'll make him less fun, but to me this will do hardly anything. And like I also said, unless they're actively trying to fight against stealth Killers than this change won't do much of anything.
Even now I hardly see OoO users before this patch even rolls out, but when I do it destroys Myers if I try to chase that OoO user, but i'm kind of forced too or they'll just do all 5 generators themselves.
Now, it's only if I look at them. An easy counter? Just don't directly look at the generators or hooked Survivors if you know someone has Spine Chill or Premonition.

It could be because of mobile, mobiles usually buggy from time to time. See if on PC is any different.

The perk doesn't really need a nerf in-general, and if you did nerf it it's literally impossible to do so without making the perk kind of useless...
Like, the speed boost is the same for every exhaustion perk, how would you nerf an extra health state? and... that's about it...
I mean, you could make adrenaline give you that new condition insta heal has where in 6 seconds you're fully healed, but the speed boost kind of makes that point moot, and if you sprint burst away to a loop than it'll just activate anyways...
If the Survivors were able to finish 5 generators without any of them dying, than it kind of falls on the Killer than doesn't it?

Yes I think charms are a perfect compromise because they are small and not as alluring as actual cosmetics.
So to the people who want something to show that they earned something rather than buying it, grind for those charms!
I mean hey, some exclusives are better than no exclusives!
Plus, some of those charms are cool like that shadow puppet one... the weird kind of cool. That little Claudette charm is cool too.

It depends, while yes some people do feel that way when they have something others can't obtain anymore (through conventional means)
there are others that just like to have these things because it gives them something to relate to during a period of them they've played within the game, or something to that effect.
Of course though, I agree that having these skins isn't really the right thing to do despite me really wanting to have something like that in the future, and that I hold out for something similar to that...
But hey, charms are technically exclusive to The Rift and are only obtainable for those specific seasons they're out... so that's cool! The skins... not so much on The Rift, you can get them later on when they release in the shop.

I like exclusive skins personally. I love the idea of how you have a piece of history from an event or period of time from a game that is in limited quantity and unavailable anymore.
To me, that makes me strive for something when an event comes out, or it just gives me a sense of accomplishment if I have one of these skins or items or whatever in a game, it's cool, nobody else really has it and anyone that does is in short numbers...
I can wear it and feel unique within the game due to the skin, item, weapon, etc being a "stand out-ish" thing within that game.
but...
But I understand the downsides to this, I understand that a lot of people don't like having to waste their time with going to events or some people can't go to those events at all for reasons...
I understand this, and can respect that issue. But if they brought exclusive items back into the game, I wouldn't complain at all if I missed it or not. And if I didn't, that's cool, I have another piece of history from this games timeline, and I can use it anytime I want and seem "unique" whenever I'm around the game with it.
Should they bring them back? No, because not everyone has time or can really work on the grind for these skins or items or something
Will they ever bring exclusives back? Well The Rift has said to have some exclusives within each season, and those skins will later on be put into the store though if you missed out...
The charms though have been said to be exclusive to The Rift, so that's something that's actually an "exclusive" item or trinket technically.... is it enough to really satisfy the collector in me? not really but it's still cool they considered it and are doing it!

I mean, its kind of obvious about the point of the Withering Blight...
Halloween is one of the "scariest" times of the year, and as such BHVR would like to celebrate this time of year with an event that can give us an interesting story as well as some new/similar objectives to do...
Especially since the serums will be in The Rift to gather, it gives us more of an incentive to complete challenges to gather these Serums for 2 free skin choices out of the 5 new skills available, 4 for Killer and 1 for Survivor.
And they're available in the store right now because a fair bit of people have said that they've wanted to get the skins earlier before the event, and it has something else to do with it... but I honestly forgot that part.

I mean, adrenaline is one of the most tame meta perks tbh... It doesn't really need to be nerfed as much as people claim, nor can it be nerfed in any practical way without completely destroying the perk.
The perk is only a real threat at the end game, and has no real barrings during the beginning, middle, and close to end of the game... Its only useful if all generators are complete and if a Survivor is injured before it's activated or not.
It's debatable that it's "fair" but to me it's very easy to work around this... Before all generators are complete, you can possible down a Survivor than wait till the generators YOU KNOW are going to finish before you can even get there, than just wait till they get up and down them again...
That, and the perk is centered around only working at the end, it isn't really something to worry about if you can down all the Survivors before the generators are done the perk is basically worthless then...

No, you won't be refunded when you buy the DLC for The Doctor. Once those shards are used, they're lost forever.
The same with if you bought a licensed character with Auric Cells before you bought the DLC... those Auric Cells are also lost.

Killers with the undetectable status effect... aka Myers Tier l, Pig when Crouching, Wraith when cloaked, and Ghost Face when NightShroud is active will not be seen by any aura reading perks.
I.E. Perks like Object of Obsession will not work on them anymore during those phases or specific actions, but perks like Spine Chill and Premonition will work on all of them.
And no, if perks like Spine Chill and Premonition work on the undetectable status effect, you'll probably see it used more often if certain Survivors are trying to counter those specific Killers, or even just any Killer in-general.
Those perks are pretty useful for stealth as a Survivor when you're around generators or even around someone who's been hooked... It also helps just give you an idea of where a Killer is and where they're looking when they activate.
Perks that give aura readings like Alert, Object of Obsession, etc won't be worthless, they'll just not be used to specifically counter a certain type of Killer anymore... rather just counter all Killers in-general now.

No but seriously, congrats it takes away to P3-50 a Killer, it takes even longer to fully stack them out with every perk...
Now imagine doing that with 11 Killers, and you're basically me. And I've only fully perked 2-3 of them right now... It really does take a REALLY long time to give each one of my P3-50s every perk in the game...

The 3/4/5% regression on the generator is its own percentage, the regular regression when you fail a skill check for example or when the generator is kicked is not changed by Ruins effect on good skill checks.
It only happens when you hit a good skill check, and that's it.

So I've been sleeping on this question because I didn't really know at the time... But I did recently look into it for you specifically and found some youtubers you could go to if you're interested still in listening to a podcast and or just regularly update content.
Here's the suggestions, I found two Fog Whisperers you could try out. That being (The King) and (Paulie Esther) but I also found that (OhTofu) also hosts podcasts as well!
Paulie Esther is especially someone who constant reviews and talks about new content and other things as well, including Podcasts with other youtubers! I believe The King also does that... And you may know OhTofu as well, he's a well known streamer in the DBD community that until I found out now actually does podcasts as well.
So I hope that would interest you in some way. You can find them all on youtube and their podcasts have their own little # next to them to identify which numbered podcast you're currently viewing, so it could be an old one or the most current one.

Probably only because of Dying Light + Thanatophobia...
Same with Legion, both of those Killers focus on damage vs downing... So that perk combo benefits them greatly.

I highly doubt this would really change anything... it's a 1 out of 17 chance to get Myers specifically, and at Red Ranks those chances go down even more...
Of course i'll still play Myers after this update, it won't mess with how I play at all tbh... I just find it odd that other people really think this will ruin the Killer as a whole...
Seriously, would you rather be seen outside of 16 meters (basekit) in Tier ll as Myers against a Object of Obsession user? Or would you rather be seen only through two perks that're both just detection perks and one has a time limit on when you can use it again and again and again...
Spine Chill only shows when the Killer is looking at you... so it's not very accurate if you're not on a generator, and Premonition has a time limit and it's only good for that previous statement or when getting someone off a hook...

If you were banned, than it was appealed and you were deemed fit to be unbanned... than the account can be played again because it was unbanned.
That's the point of unbanning someone... to let them replay once they're unbanned.

This was the same with the harvester tech. However even saying it was fine, it seems in the ptb they removed it.

What offerings do you use? And yes, the offerings I bring into the game are shown on the end game screen. (For me at least)
It could be that the game is just not registering the offering during post-match, but did use it regardless.
It could also be because of the Dedicated Servers messing with it, but that's a stretch and I shouldn't really point fingers at the Dedicated Servers test causing that issue...
I'd say it's most likely just the game not counting it towards the post-match results but did use it in the match.

When I got the game I played Wraith and I liked the stealth concept, but than I found out Myers was in the game and instantly ditched Wraith for Myers... Because it's Myers why wouldn't you lmao.
Anyways, the stealth concept for Killers in DBD was always fun to me, and the reactions are still enjoyable to this day.

Those add-ons are a must, and are really the only real useful perks to use... along side the charge add-ons or even by themselves combo'ed.
Tbh, the only real good add-ons he has is the charge add-ons and the movement speed add-ons with the chainsaw Frenzy. And that Perk build works well with him because he does have a chainsaw... despite it being weaker than Billys. Even Billy uses that perk combo, but he uses it a lot better because... he sprints instead of frenzys.

These are the top meta perks so... it's changed a bit? Because NOED got buffed, Corrupt Intervention is some what better than Ruin to some Killers, and Pop Goes the Weasel got a big buff that made it really useful for all levels of it.
As for Survivor, Balanced Landing is used a lot especially on maps like Crotus, Coal Tower, Ormond (Sometimes), and Haddonfield. Dead Hard is REALLY Meta and most Survivors run it... Borrowed Time is used not as much anymore, probably because of the End Game Collapse but who knows. And Urban Evasion is used a lot by Survivors like Claudette, Nea, Survivors that're smaller and harder to find.

I like lore, and the challenges gives me something to do... It may not increase the replay-ability long after I P3-50 all my Killers... But it'll give me more to do rather than a daily and even work towards the lore.
Maybe one day they'll increase the prestiges so we can have like... P5-30s or something like that... It would give me a lot more to do if they did. Cause once all your characters or for me Killers are done... than Idk what else to do.

You forgot that GhostFace and Myers can pocket Expose you and down you in the basement, and Myers can do this to an even worse degree because his Tier lll works on all Survivors...
So if the team is downstairs and Myers pops Tier lll, most likely 3 of them will get downed and the 4th one will just get downed afterwards outside of the shack.
I'm not promoting camping btw, i'm just saying they can do this. And Myers and GhostFace can even do this without camping the shack anyways, if you go back there and have enough time to catch them going upstairs you can just pop the Tier lll off and down them both...

Otherwise there's nothing more I can tell you to do, it could just be bugged/glitched and won't notify you for some time. If you're on mobile that could also be the issue as mobile is pretty buggy from time to time.

The most standard leatherface build
Anyways, the best I can suggest to do with LeatherFace, is to start focusing on builds that can assist you as a M1 Killer... Yes, you have a chainsaw but its more akin to a glorified M1 if anything else...
Try something like this, Ruin, BBQ and Chili, Enduring, and Spirit Fury. This build is pretty standard for LeatherFace and works best on him... Enduring is if you get pallet hit while in a chainsaw frenzy, and spirit fury is to capitalize on Survivors that're injured but harder to catch...
Once the pallet hits you and Spirit Fury breaks it, enduring will negate most of the stun and give you an easy down on the Survivor. You can also switch BBQ with Corrupt Intervention if you want more less generators to monitor at the start, but its best to stick with the build above. Or you can switch BBQ for Pop Goes the Weasel if you want generators to regress more.
If you don't have the DLC for those perks, but you have other DLC like just Plagues and Spirits but not Hags, you can just use Corrupt Intervention in place of Ruin. Or if you don't have any of this DLC, you can try some bare bones like Enduring, Whispers, Brutal Strength, and LeatherFaces BBQ. That's the best I can suggest for a bare-bones DLC-less build... not counting LeatherFaces DLC of course.
Add-on combos
You should only really use the following, they're the only real... good add-ons to use on him. The Chili add-ons don't work btw, I mean they technically do but the changes are so small that they don't even exist tbh.
For standard add-ons, use Scratch Marks + Primer Bulb. This will give you extra charge with Primer Bulb and negate the negative effects of Scratch Marks. While the positive effects of Scratch marks is the movement speed increase it gives when in a chainsaw Frenzy.
So when you're right on-top or fairly close to the Survivor (Healthy or not) you can charge up pretty decently and effectively down them with the increased movement speed.
If you don't want to use Primer Bulb, just use Spark Plug to negate the charge decrease from Scratch Marks all-together, but it doesn't increase the charge speed also.
The more advanced version is Tuning Guide + Beast Marks. It's the same principle except on-top of adding a bit more charge speed, it also increases the time you recover from bumping into objects, reduces the noise the chainsaw makes, and reduces the cool-down after the frenzy is over.
But it's more advanced because Beast Marks makes the Chainsaw Frenzy speed much faster than Scratch marks, so if there is nothing nearby like pallets or windows, or they're too far to get to... you can easily charge up a Frenzy and mow down anyone you were right behind.
You can also use just Scratch Marks + Beast Marks if you feel the moderately charge speed reduction isn't that much, but it's best to use the charge add-ons with the movement speed add-ons... as having both movement speed add-ons isn't really that different than just having Beast Marks + Tuning Guide, but it is better than the standard Scratch Marks + Primer bulb/Spark Plugs... but that's just a standard add-on combo so of course it's better.
tl;dr
The best standard build for Bubba is Ruin, BBQ, Enduring, and Spirit Fury. Don't use any of the other add-ons besides Scratch Marks + Primer Bulb/Spark Plug for the standard add-on combo, and Tuning Guide + Beast Marks for the advanced guide.
If you're feeling risky, you can just use both Scratch Marks + Beast Marks for an insane Chainsaw Frenzy walk speed, but moderately reduced chainsaw charge speed...
It's better to use the first two combos, rather than the latter. Because the latter is just if you're out of charge add-ons or if you feel the charge add-ons won't make a difference. It's up to you.

For me, I like to recommend a few builds with their own explanations.
You can try this, Urban Evasion, Spine Chill/Premonition, Lithe, and Dance with Me.
This perk build focuses more on a stealth + chase breaker style... With Urban Evasion + Spine Chill you can know when a Killer is looking at you and crouch to any nearby structures or tiles away from where you were to avoid them all together.
It's great for if you're on a generator and the Killer is looking and going to that generator. You can know that they're looking at you simply by the increased action speed you'll get when working on the generator, and you can crouch off to a decently close but far structure so the Killer wastes time looking for you around the generator.
But if you decide to use Premonition instead, that also works for what I described above. But instead of the generator repair speed increase, its a momentary audio cue that lets you know the Killer is looking at you within a 45 degree cone within a 36 meter radius... (That's the stats for Premonition at max level)
With Lithe + Dance with me added on top of that, you can use the speed boost to run off to anywhere nearby while also leaving no scratch marks while you're running... Than afterwards once Lithe is over, you can crouch around a rock or what have you to mask which direction you could've run off to...
Or, you can try this perk build out...
You can either use the one above or Balanced Landing, Fixated, Spine Chill, and Object of Obsession.
This perk build centers around distance + awareness vs close quarters + awareness. By that I mean the build focuses on gaining distance outside of the Killers TR to know exactly where they're at all times when OoO is active, and Balanced Landing + Fixated is used to monitor your scratch marks when running + when you jump off a balcony while also giving a speed bonus to your regular walk cycle. It's like Urban Evasion, but a tad bit slower with an added bonus to see your scratch marks when running.
And Spine Chill is for if the Killer is looking at you while you're looking away to avoid showing your OoO at all times.
An interesting build, but its something unique to try out.
You can also use what @Yung_Slug suggested above, which also grants useful and informative tips to several perks.

So what @ChrisFuFuu says is right, the base search time is about 10 seconds, and with Pharmacy that's increased by 40/60/80% depending on the level.
Now add Leader, and that's 15/20/25% also added on-top depending on the level...
So an estimate search time for both max perk levels would be around... 5 seconds-ish because the max percentage is 105% with both of those combined at their max... so that 5 seconds is more like 4.9 seconds but not really 4.9 seconds if that makes sense... cause it's only 5%+ added to that 100%
So its more so 5 seconds with all those max percentages added.

Oh... yeah @Fibijean is right, that really doesn't do anything for the player that receives it tbh... and they don't get notified by it either.
Perhaps its used to help devs determine if the Killer/Survivor is a good person or not? Or it will probably be given a updated role in the future. As of right now it doesn't do anything and no the player doesn't get notified.

The Killers movement speed gets increased to 6.9 m/s or 172.5% for 0.3 seconds. Myers lunge extends that time by about 0.1 seconds, same with Legions FF Lunge.
It isn't 0.2 seconds because 0.2 seconds would make the lunge incredible long... it's only 0.1 seconds.
