Adrenaline activates with all gens done, if you are injured. Decisive activates if you get picked up by the killer. Borrowed activates if the killer is camping. Dead hard is not a second chance perk, it is a loop increase perk, there is not a single decent player that uses it to bait the killer. All perks above are related to prevent the killers objective in one aspect, yet noed is a perk that has an extremely powerful effect and only is countered by leaving the survivor objective and cleansing totems
And yet the simple fact that this perk is necessary for regular players to have a chance is pathetic. If gen times weren't so unbelievably fast, there wouldn't be a need for a perk that requires you to leave the objective

Don't get me wrong, though; I use noed myself sometimes, especially on killers like clown. I love when survivors get cocky and rush the gens just to be blindsided.
It's sadly needed for the state killers are in. Once the field is actually level, I think Noed should be removed (reworked into something completely different)

Noed is not a well designed perk. But neither are any of the ones you listed. I personally think it should be outright changed from how it is now (essentially removing it) but until survivor and killer are even remotely close to being on the same level (killers are way underpowered, so Noed is sadly needed) then nothing can be done

Because not every player is determined to put hours in learning and practicing a killer, like umbra with huntress and Otz with Trapper. They just want a very easy 4k and since spirit is mindless to play, they chose her.

There are people who did think Nurse base kit still didn't allow for fair counterplay, and the devs seemed to agree.
They're taking interesting mechanics that allowed for a change of gameplay pace, and turning every killer into an m1 killer. You're being punished for using your power. Same thing happened to Legion. Same thing is going to happen to every killer. It's blatantly obvious that m1 killers are not powerful enough to compete at rank 1 levels against optimal survivors. Yet that's where every single one is trying to be taken to.

Back in the dark times there was a massive hacking issue. Players would hack in literally unlimited amounts of bloodpoints and have fully maxed accounts with like 4 hours of playtime. So they capped it, increasing the likelyhood the hacker ######### up and gets caught.

Billy has a multitude of counters, you just need to alter your perception of him.
Walking at you with the chainsaw? There's so many counters it's laughable. A) you can try a juke. This is based entirely on your skill. Losing to this just means he outplayed you . B) if there's a locker, time the jump. If you're inside and he runs, it's a guaranteed miss. Unless you're absolutely potato and jump out immediately. C) find something solid and use it as a barrier. This works with trees (though not recommended) or with rocks, jungle gyms, loops, etc.
Barbeque Chainsaws? Counter BBQ. Hop in a locker, this hides the aura. Hide behind a gen, this also hides the aura. Get close to him before he hooks, this hides your aura and ensures he leaves the area for someone other than you. Fake out the aura, this is your last choice if none of the above are an option. Run one way, then after a small amount of time, start walking the other way. He'll assume you went the first way.
At the end of the day, Billy turns into a M1 killer with map pressure and that's it. The survivor is in complete control over Billy, just like any other M1 killer. If you make mistakes, you'll most likely lose. If you don't, he can't do a single thing against you. This comes from someone who used to main Billy, and stopped because of just how underwhelming he really is in the Red Ranks especially.

I don't know for sure, but I've run into someone with the same PFP, same mindset, same style of talking...etc. it might be the same person. If so, when I went against them they were complete trash and way overconfident, to the point of being just plain stupid. Nice to see they haven't changed their ways, if it is the same person.

My only disagreement is with the name of the tiers. In comparison with everyone else, I do think your list is in a good spot. But medium shouldn't be the second lowest, and solid is not a good name for any of those killers. I'd start at v. weak (skipping Bubba tier) then go weak, solid, strong, v. strong, and deadly

Wouldn't the 100% speed increase cap be enough to fix this though? At most you could heal yourself with a medkit in 8 seconds, and while that is quick, it's not likely that a survivor will have that much time in a chase to stand completely still unless they use a ton of pallets or the killer terribly misplays.
Heal progress is saved. So 8 seconds, yes isn't enough for an at-pallet instant heal. But 2 to 4 seconds waiting at a window or pallet is enough to get a free heal after only two pallets.

Old We'll Make It build:
Self-Care, We'll Make It, Botany Knowledge, (Choice, usually an "exhaustion" tho the status didn't exist at this time, I don't think)
Items: Med-Kit, speed and charges addons.
Sometimes people would run Streetwise to help the Med-Kit last longer but the smarter choice was Sprint Burst or Dead Hard, or other such perks.

It's an issue with priority. I don't think DBD has set priority over actions, so the code puts some actions as more important than others, even if we don't want them to be. For example, you are injured and have self care. You decide to heal by a pallet. Pressing r1 will start the heal, but it also drops the pallet. The game has to decide what's more important. Dropping the pallet, or healing. We as humans are able to define what's more important by reading the situation, but computers don't have intuition, so they have to have one action that's always more important. Usually, that's interacting with pallets.

More seriously, what would you suggest for bringing killers up to Nurse/Spirit level?
As a starter: I posit each killer needs three things
- Chase Control (specific anti-loop features)
- Effective Attacks (ability to down people instantly or injure remotely)
- Gen Patrol (general mobility when not in chase)
Most killers do well in one of these, while the top tiers tend to do well in two. Would it be enough to just properly define these needs of the killers, separated from BP and Emblems, and make sure that killers do well in two?
I don't think instant downs are necessary for a high tier killer. Only one of the top 3 have the ability for it. I think the most important aspect is loop and map control.

Nurse maybe, but spirit is one of the most thrilling killers to go against simply because of the unknown that she carries with her. You never know for sure what her plan is, if it's a good spirit.

Step 1: play Wraith
Step 2: stand in front of a gate
Step 3: turn on TV
Step 4: Open gate when all gens are done
Step 5: continue to just stand there until everyone leaves.
Repeat this until you're at the rank you enjoy playing. I'd recommend doing it every other session so that it doesn't take forever when you get to it.

Why should a killer have to play an unfair game? Imagine forcing one football team to play with 7 players while the other team is allowed to play with 11. It doesn't make sense to even start playing that game.
And of course survivors are allowed to want to use their items. It's not the survivors fault that this game is unbalanced. But it isn't the killer's either.
If killers weren't allowed to dodge, survivors would bring even more toolboxes and insta-heals, creating more frustrating experiences for killers. Less people would play killer. That's not the way to go. We don't need punishments for lobby dodging, we need a balanced game.

Thanataphobia is more useful on some killers than others. It's god tier on Plague and Legion. It's ok on trapper with the right addons. Anyone who can deal out hits like crazy

If they were able to integrate it so you always had comms I'd be much happier, because they could then balance the game around the 4 person swf since there would always be 4 person swf.
That being said, this is a good idea since it would bring a whole new level to the game. You want to keep your friend alive over the randoms, because it'll help you more. So now there's almost a feeling of competition between the two different teams, and it makes gameplay slightly different.
