This seems like a very powerful tradeoff considering you can 'farm' blinds and stuns. I like the idea though.
But at the same time it's a hex perk so if you don't spawn on Saloon or Lerys it isn't making it to 5 stacks.

In all seriousness, that's probably not gonna happen anytime soon. Aftercare is a break from the typical meta stuff and it does make up for the typical lapse of communication in solo que somewhat. That's why I'm trying to encourage people who normally hate solo que to at least try it. We shouldn't have to supplement errors in the game's design with perks, but for now, we do. If Aftercare, in some shape or form, was made base-kit then that could be a nice change. Although I can't see that happening.
But why break my typical meta of Blast Mine/Head On/Flashbang/Quick and Quiet?

Counterplay isn't as simple as don't get hit, because you can get hit at almost every loop with a normal basic attack, the counterplay is having good positioning against a Blight where he can't hit you with his rush.
There are a plethora of loops in the game a Blight can't lethal rush and hit you at if you have good positioning at it.
Sure sometimes you'll have to be out of position, and that sucks, but at the end of the day, if you're out of position against a Blight already you wont be making it out of that situation in the first place.
When bringing up Blights who exploit using the ring, that's a different problem entirely that is separate from the ring.
This is a strong addon, with decent counterplay, it doesn't need a nerf, especially given the climate of the game currently were the survivors have a massive advantage over the killer.
The ring is fine, this is just needless complaining.
Even a nerf that only gives you 3 rushes back or 2 would be the same thing basically, most Blights can hit you if you're out of position with the third or second lethal rush, so it'd be almost instant anyways, just like it is now.

Hex: Curses of the damned
A hex rooting it's power on your own damned soul. As your rage grows, so does your Curse, hindering all of their activities.
Each time you are stunned or blinded, gain a token, up to a maximum of 3/4/5 tokens. For each token, gain the following effects:
1 token- Whenever a survivor misses a skill check, the generator is revealed in yellow until that survivor stops repairing.
2 tokens- Whenever a survivor is injured, the Broken status effect is applied until they are hooked.
3 tokens- Whenever a survivor is hooked, the generator with the most amount of progress is blocked by The Entity for 20 seconds.
4 tokens- Whenever a hex perk would be destroyed except for Hex: Curses of the Damned, if there is a Dull Totem remaining on the map, that Totem becomes a Hex Totem with the previous Hex applied.
5 tokens- All effects of this perk are now permanent.
The effect persists until the related Totem is destroyed.

I like making Hex perks, because I can just go nuts on the effects. I think I followed your rules by making a hex perk that's either nutty or useless on everyone, depending on when it is cleansed.

I have, but I'm also completely and utterly against the idea. I've played Paladins, a game equally as buggy to DBD once upon a time, and during this state of Bugs Galore we had the champion Atlas release.
Atlas' entire gimmick is that he can rewind himself or enemies. His ultimate also freeze them in time. He was also one of the laggiest and buggies champions, well, ever.
I trust Hi-Rez more than BHVR and so I don't feel like sitting through more bugs than Twins' release for this character

Because they've been replaced... CookirBear means that you have the new achievements (that the Stranger Things achievements changed to) unlocked if you had the Stranger Things ones unlocked before the change.

I do agree that you can do so. However, he has an extremely short cooldown, so all they need to do is counter their rush and since you're out of position if there isn't a tile near you, you get hit.
Usually you can attempt to make them use 4 rushes and then take a hit, giving them a much longer cooldown, you a speed boost, and they must then recharge all charges. Alchemist's Ring removes this counterplay and makes you forced to rely on the first tactic which doesn't work due to him being a 115 killer with about 2.5s of fatigue at most.
Good Blight's can use bump logic to deal with tiles well. Alch Ring makes Blight's chase astronomically good on maps he's already good on, without really augmenting him on maps he's bad on (Lerys, Hawkins, RPD, etc). It's not healthy game design imho. Add-ons should help cover weaknesses not take strengths into the next level.
(and no, before anyone decides to say this, this is not me saying everything that everyone else has is fine. There are plenty of issues with balance in this game for both sides).

No. Not at all. It's an addon on a killer which removed an awful lot of counterplay, on a killer who has already strong addons. If Blight were weaker it'd be fine but he isn't. He's a top tier killer addon-less, Alchemist Ring is nowhere near fine.

I actually don't think "just don't get hit" is his counter play at all, it's tight corners. He can curve his lunge significantly yes, but not his actual rush itself. If you play like a shift W gamer it's gonna seem oppressive because that's not really doing any counter play. You have to abuse the terrain.
Except when you face that one pc blight that decides exploiting is the only way to play the killer for those sweet sweet 180 flick
(confirmed exploit by a mod, team is aware, can't explain the exploit at request of a mod)

Pyramid Head is by far the better version of Nemesis, and I'd say to play him just because of his spectacular

Man it's almost like the counterplay to Blight is to make him use as many rushes as you can before you get hit so you gain as much distance as you can since his power is so good at covering distance, and alchemist ring takes away this counterplay forcing you to adopt the wonderful strategy of "Just don't get hit".

If you're not planning on tryharding, or bullying the killer there is no need to have the same perks. And even 4 bad players can do well in a swf, just because they can communicate.
Communication will not make them any better at looping, hitting skill checks, or positioning. It will improve coordination but bad players will still be bad.
It only really has a massive effect on good players, and that's if they use it correctly.
The people you want to use this against will be unaffected because they will lobby dodge. The people you don't want this against (those who don't run meta) will begin to run the meta because they can't all use perks they enjoy if they overlap.
It's a lose-lose scenario. You cannot apply any penalty to SWF because it will not apply to those you want it to, but to those who you don't need it vs.
Buff solos. Buff killers. Buff base mechanics. Nerf maps. Leave SWF untouched. Rebalance from there.

They already did.
This was before console ports existed and so the licensing prevented it. Once they could renew the license they added in the console ports and wouldn't you know it, Bill was added.
Similarly, the same thing happened with ANOES and the Switch/Mobile versions of DBD. The existing licensing preventing it from being added, and when the license was/will be (I don't remember if it's there already) renewed it was/will be changed to allow access to all.
They don't want to do exclusive DLC anymore. Saying "they've done it before" doesn't work when they've then made it available to all as soon as the license allowed them to.

This works a treat when games use Steam's API, but DBD doesn't do that. It's deifnitly worth changing for other games, it just won't apply to DBD. I can't remember their @ but someone confirmed this in the thread I made about it

It all depends on playstyle, but in general its Twins
Blight (with RuinDyingTink, without he's amazing fun)
Pinhead (combining Infinite Chain Hunt with RuinDying)
Oni (who does nothing but slug permanently even without Infectious or Tinkerer procs)
Plague (she just has a boring power and I have to actively play worse (cleanse) to make the games more exciting)
Trapper (simply because my eyes do not work)
And then Nemesis. I cannot stand him and he's the pinnacle of everything I hate in this game- RNG and only anti-loop.

Doc Shocks will not. It is not an attack, and therefore cannot be split into a basic/special attack.
Zombies I'm unsure of, however I don't believe so. They are not the player so are not classed as attacks.
