I never thought that Lethal Pursuer of all perks would reveal a glaring issue about the game.

The smell was that of sweat, rusted iron, and blood as it stung his nostrils. The wind howled and sang in the night sky, it was a song that not many would understand. The streets were as quiet as dead man's coffin. It was something, to see no one insight.

This sounds horrifying.
The details are all very nice, and it really sets the mood. Since this is a smaller passage, and I don't have much homework (for once), I think I'll try editing it.

Bodies of different, wicked, creatures hung off buildings and piled up in the street. Their corpses were covered in barbed wire, but if one took a closer look, they could see that the wires were twisting out of them, carving their rotten skin like jack-o-lanterns.
The sky was a dark grey, and the moon's light couldn't shine through the clouds that covered the sky. The smell that permeated through the town was that of sweat, rusted iron, and blood, and it stung his nostrils of any who inhaled it. The wind howled and sang in the night sky, it was an eerie song of sorrow not many would ever hear nor understand. The streets were as quiet as dead man's coffin, being utterly alone, was truly a cold and unforgiving sight.
Sorry I'm late. I've been looking into getting Identity V lately, and it's weirdly difficult to decide if it's worth my time and RAM. So far it seems like it is.
Wow, this is good. Maybe listening to The Caretaker's It's Just a Burning Memory helped a bit.
One issue I see is how you're using the two main design elements of Silent Hills (rusty metal and barbed wire), which is okay, but shouldn't be readily apparent. I would suggest making slightly more... I'm trying to come up with a nice way to say this... original motif.
Maybe bring in the meat hooks and chains from the hotel. A factory farm and/or meat processing plant motif could be interesting.

Lethal Pursuer is decent for certain killers or maps. Stealth killers (Pig, Myers, and Ghostface specifically,) would benefit massively from it, and it would have a tremendous effect on larger maps or ones with multiple floors like Yamaoka Estate, The Game, RCPD, and Midwitch.
Hysteria... yeah, I can't think of a single actual use for it. Maybe when used with Legion,
Oni(I forgot about the footsteps being as loud as Demo's) or Wraith (Built in stealth, though... maybe while using Coxcombed Clapper) using an anti-heal build. It's kinda limited to killers that get serious benefit from Sloppy.Eruption is probably one of the only perks that allows creativity in it's use. Instead of being just generally powerful, it's good in a large amount of niche situations. Playing as a particularly mobile killer vs genrushers, I can see this perk being amazing. The cooldown kinda kills it though, making it oddly reminiscent of Blood Favor.

I enjoy chases, but not when they go on for longer than 45 seconds. Any longer than that and I'm basically forced to break the chase and try to find someone who won't loop me for another two gens.
It's already been said by pretty much every other reply, but chases are the real meat of the game. The issue is that survivors tend to just not want to engage with the game for some reason, so genrushing and hyper-stealth builds aren't that uncommon.
Chases are also easily one of the most frustrating things in the game, because whenever you start doing one objective as killer, you neglect the other (gen pressure). So basically, you have to be in multiple places at once or be significantly better than the survivor you're chasing so that the chase ends quickly. Not great game design. If it was about managing the two goals, that would be fine, but neither of them are really in your control at any point.
Survivors have more agency than the killer for some reason...

A moment that made my day was getting a 4k against a (mostly) red ranked 4man SWF. I was green ranks and playing as Ghostface just a bit after buying him.
I guess it was because I was on my A game and they were just doing a casual 4man SWF with four yellow-purple toolboxes with add-ons.

It's Trapper, its not a very specific scenario. Trapper always wants to trap up the basement and get as many kills as possible from that instance.
Literally just yesterday I faced a Trapper that had someone in the basement and all the traps were on all 3 exits.
He did not leave the shack, therefore, anyone that would've attempted to leave would indeed have instantly went down or have been trapped.
You've played Survivor, right?
You do know that DS is made for situations specifically like this, right?

- Yes, I do play survivor.
- Not every Trapper is a basement Trapper.
- The odds of you getting Deliverance to activate in the basement while you have DS (and haven't used it already when Trapper has virtually no reason to slug) but not Dead Hard and going against a basement Trapper and the basement being in the shack are... not optimal for the argument you're trying to make. That is frankly quite a few variables.

So why would it disable DS?

So, you just mean RBTs?
Cause bear traps are the only actual "traps" that can be disarmed by interacting with them.

If you have DS active while disarming bear traps, you basically have old DS, where you can actively work against the killer while they can't do anything against you.
Plus, Trapper is already the weakest killer in the game.

Read my post, matey. It's an incredibly stupid and boring playstyle but Twins CAN be top tier with that playstyle. Literally anyone with experience would tell you this.
And C tier is just average. That's where Doc would be around. If they're as bad as you say they'd be next to Legion and Clown.
Twins were only about A tier, and even then they have an abusive learning curve, and learning to play them is like learning to play Nurse but less fun.
Also, B tier is "average," not C tier. I'm not saying that it is the average, I'm just saying that averagely performing killers generally go in B tier.

While this game does have awful, awful balance, I have enough 4Ks under my belt to say that survivor is absolutely not a free win. Even though it feels like it half the time.
The main reason it seems unfair for the killer (in my opinion, and I'm not asking you to share my opinion) is because of how shoddily made this game is. Pretty much every tactic in use now or previously was most likely an exploit at some point on the game's life. Moonwalking, Bodyblocking (BT or otherwise), Genrushing, and even Looping in general were (or are, depending on your opinion) exploits, and a lot of the time they feel like it despite being accepted as valid tactics.
Most of the ways survivors can express their skill is by either just not making mistakes (which makes the killer entirely powerless even if they don't make mistakes themselves) or by using tactics that entirely break immersion and have very little counterplay that isn't based entirely on assumptions (which is why they're used, and coincidentally why everyone hates Spirit [although Spirit is worse because you have no idea what they're doing for the entirety of the match and there is actually no way to gather information on their movements]).

I saw a survivor that sacrificed themselves for their team, and then said GG after being sacrificed.
Of course, that was just one person.
But that does mean that there are at least some exceptions.

The man stopped and grabbed S's face still not showing his eyes. " Watch your mouth you ######### brat!" The man growled. The man stopped and tilted his head up, and S saw his eyes. Those eyes, they weren't human, they irises of the eyes, were a pale glowing white. The eyes seemed to illuminate the rest of the eyes and S saw a very heavy red color in the eyes around the irises. " Don't worry, I'm here to celebrate with you, come now, lets have FUN!" The man cackled as he dragged S down the dark hallway

Ha ha... yeah.
I just started around mid-late last year, and I can tell you, it is an actual nightmare. Plus, I usually got paired with green and purple ranks for God knows why.
But then again, I was able to deal with green ranks fairly effectively at the start, so maybe matchmaking wasn't exactly trying to screw me over.

Well, they censor pretty much everything vaguely related to a curse word or any sort of profanity, so it's really completely in line for that to be censored.

I pretty much have to play with every lobby I come across due to my schedule.
And I can only play at night.
And for whatever reason (see above point) I get SWF way more often than pretty much anyone I know.
And the rank roulette means that I'm about seven ranks above where I should be. Which is green ranks.

An actual issue that makes faking unhooks seem cute is whole-team bodyblocking.
Basically, all three survivors stand in the way so that you can't reach the rescuer. Whats worse is that pretty much exclusively 4man SWFs can actually do it, so it's just another advantage that they have that solo queues don't.
In my opinion, survivors should never feel completely safe. The fact that they do so often is literally antithetical to the entirety of the horror genre. It's physically sickening to me.
