Im pretty sure it can tell when someone dc on purpose cause when a survivor does dc on purpose it makes a noise but when someone dc from network stuff it doesn't make a sound

I did read the post. We don't even know the time delay added, so it's too early to jump to conclusions. With a reduced cooldown on a missed attack, I'd say we'll be seeing it used more, outside of animation locking.
If nobody is gonna take 10 seconds to just read this post can we please get a mod in here to close it like damn.

If I were to balance him I would give him a short period after coming out of his power were he can't attack but he isn't slowed or anything and he can still kick things, vault windows, etc it would just stop him from attacking
But in turn I would make his ranged attack more usable and less punishing

It's been tested, the Fatigue time reduction add-ons only work when you let the rush time out, or don't use another token to continue rushing after a slam. Attacking at all while rushing, whether successful or not, deactivates the add-ons effect and you get no benefit from the combined 0.75 seconds they reduce your fatigue time. They're basically useless.

When a single survivor can have insane amount of info without having to do anything they can share that with other survivors, which is why you only see OoO in swf groups. All of those perks you listed aren't even comparable to OoO
Nurses survivors have to be healing within a certain range of you
I'm All ears is just used for mindgaming not for tracking
Whispers only gives you the general area of survivors doesn't tell you how many in an area, where they are, etc
Infectious you need to get a down, have people in your tr, and hope they don't have calm spirit or are in a locker
Undying is only within a small range of a totem for a couple seconds and if your not paying attention or in a chase you can easily miss it
BBQ requires you to hook someone, it only shows the aura of people 40+ meters away and you can easily go into a locker or hide behind a gen to avoid it. (Also why the hell do survivor mains hate bbq it legit encourages killers to not camp)
Blight only has one addon that is tracking and it's getting gutted so you obviously have been living under a rock recently

Braindead would be Noed or Ds+Unbreakable something that doesn't require thought but you still get the full effect. Ruin Requires the killers to change their gameplay to get the effects from this build so no it's not braindead.
And of course a build like this would become meta when survivors get games done so quickly that people have to play killers with mobility to have games last longer now with this build people can play killers they like without having to worry about the game ending before they can do anything.

Lol. Legit most of the killer and survivor perks are crutches including most of those listed with the exception of pop and bbq. The majority do /not/ require good gameplay. They rely on the other side either doing their objective, on RNG or immediately getting the effect. With that being said, so what? There is nothing wrong with the perks existing. The problem is that many of the perks just aren't desirable. It is silly to complain about 'crutch perks' while using crutch add ons and crutch offerings. Run whatever you want, if something is unbalanced address it but saying 'u weak u use crutch' is silly when most are running their own crutches even if they aren't the most meta.

And it makes sense for killer perks to require less attention and be more passive as killers have more on their plate in game, but all survivors have to do is hold m1 out of chase and hold w in chase

The post doesn't say how he ranks against other killers according to the devs. You can not possibly know from that post if the devs believe there is a killer that's more balanced than Billy or not.

Knock out wasn't really a nerf, more a sidegrade. shame it only works on basic attacks, should be a global perk, then it would of been a straight 100% buff.

The new effect Knock out was given is pretty much useless since survivors will use those 15 seconds of slow crawl speed to recover
Slippery meat is a survivor perk the killer perk your thinking about is sloppy butcher

That's just a cursory scan... I could probably find 10~15 more. This is not from PTB time but post chapter release - not even talking about his Compound 21 addon which was nerfed (I believe from 16m+6s to 8m+3s in response to those threads).

People think demo is better than he actually is
His shred should have rat liver base because without it the shred is so limited
His portals are really bad tbh. They are slow, clunky, give basically no sneak value like they should, and the survivors have too much control over them
His addons are probably the worst out of any killer right next to ghostface and legion.
And his perks:
Surge- Only good on a few killer's and even then there's better slowdown perks on those killer's
Cruel limits- Bad
Mindbreaker- who ever thought of this perk needs to be fired
