Add-ons
Use Frank's Mix Tape and Stab Wounds Study.
Perks
Use: (You could probably use something different, this is just for the feel of old Legion)
Monitor & Abuse (For the old Terror Radius),
Bloodhound (So you never loose the bleeding out Survivor),
Thanatophobia (Best suited for the Legion),
Discordance (Easier to tag Survivors).
RULES: Never use basic M1 if it isn't absolutely necessary (for example Survivors will just mend in front of you, they will body block when you are carrying a Survivor), grabbing out of Lockers is allowed.
GOAL: Sacrifice at least 1 Survivor by only hitting them with Feral Frenzy.

I'd imagine the vast majority of players indeed go back to live within a day of the PTB launching. There's not much to do on it besides test out the new content, which doesn't take too long.
Coupled with the fact that since it's Steam exclusive, the total player pool is much smaller than usual which doesn't help with the matchmaking times in the PTB.
Also the lag and fps drops might play a role with the player count drop aswell.

I don't really agree with your Oni's charge time reduction, maybe it could get a slight reduction to 1.75 seconds, but not 1.5 seconds imo, and topknot could be changed to -0.25 seconds, like you suggested, that's fine.
I like the add-on changes! I would personally change Iri Family Crest to have the same effect as before, but the activation condition would be when downing a Survivor in Demon Dash, not when missing, so like mini Infectious Fright.

The music is pretty good I must say, not so much the memory leaks tho.

That would throw off the balance of this game even more, it's build around people having max 4 Perks at any time.

Be a m1 Killer, use your power just for mobility or for quick bursts to catch up before they make it to the window.

I like how he blends in with Survivors, I accidentally mistaken him for one and got punished for that, also his power is interesting, for some reason it feels like a mix between old Legion, Deathslinger and Huntress.

Thank you! It was probably because I said that I'm not really the biggest fan of the Blight's new height, I'm happy that I can see Survivors now, but thanks to the hands being the same from the previous dwarf height it feels a bit goofy.

they did, it was said that the speed values have decreased, however i don't think they will be faster then green+purple windstorm but they might still give you the same speed.
I know, I just wonder how much did they decrease them, let's hope it's not Bubba level decrease. (But actually that wouldn't be some bad, because he now moves at ######### 150% movement speed!)

Survivor told me that I was wallhacking because I found them in a Locker, I was playing Legion, so technically yes, they even reported me.

yes but I am asking if killer has e.g. save the best for last and I dont have an obsession perk but an other teammate has ds or ooo will he be obsession or is it still possible for someone to be the obsession eventhough he has no perk but someone else does. DS even says that it increases the chance of being obsession so I am wondering how much.
I think some Killer add-ons / perks pick an Obsession randomly, doesn't matter which perks Survivors bring, but I'm not sure.
So it's possible for you to be the Obsession even if you don't have any Obsession perks.

The Killers have some Perks (like Save the Best for Last) and Add-ons (like Judith's Journal) that can create the Obsession, there are also some Survivor perks that can create Obsession for other Survivors than yourself (like For the People).

If they at least for this rift made it a tiny bit lighter / darker, so it isn't literally the same cosmetic that you have for free already, but that takes probably too much effort, so they just slapped a rarer rarity on it and called it a day.

It's an awful perk in terms of design, it does provide a really powerful effect, but that condition it needs to activate brings it so much lower than it could be, also it does have a downside for no reason that's there from the first version of Mettle of Man (kinda reminds me of Legion having power gauge penalty for basic attacks).
It either needs the downside removed and more ways to get stacks (Potentionally increasing the requiered stacks to gain Endurance if it happens to be really easy to get stacks), or it should get completely reworked.

This was already tried before and Survivors abused it to oblivion, also this wouldn't really fix the issue, undetectable would still allow you to face camp, so it would probably become Insidious Bubba meta.

It looks foggier aswell, all reworked maps I visited so far look foggier, it looks really good tbh. (Since swamp is foggier aswell as the reworked maps, maybe swamp rework next?)

Developers are already trying to get the golden 50/50 ratio, that's why Freddy is getting nerfed, I think he has sometihng around ~70% kill rate from the latest stats?

I always thought that the "buff" Stake Out got a few months ago should have been for the perk This is Not Happening, I think it would have fit much better.

Sometimes bugs can be fun, like the little dance in the 4.5.0 PTB, but when the bugs are game breaking like the basement or hill bug, or when you get stuck in a Gen when kicking it, that sucks.

If the Trials didn't last for 5 minutes without any regression perks then I wouldn't take any.

Before the change to Executioner I would understand why you wanted it buffed, missing before was too punishing and going for POTD attacks wasn't really that worth it, but now you can just spam it at a loop until you hit 'em, they don't get much distance on you now like it was before. (btw, before the cooldown lasted for 2.75 seconds, now it does for 2.25 seconds)

I agree with most changes you listed here, but I have some things to say to the Legion.
Yes, currently they are in a good spot, but they could use so many improvements, for example:
- Reducing the Fatigue to 3 seconds. (The 4 second stun is a pain, Survivors literally don't care when you're in Fatigue and do whatever)
- Removing that stupid penalty for basic attacks. (Literally the only Killer that has this with a non lethal power, tragic)
- Making them able to see Scratch Marks and Blood Pools while in Frenzy. (Literally no reason to for them not to)
- Rework some add-ons, mainly KI add-ons, Frank's Mix Tape and Stab Wounds Study. (We need movement speed add-ons!)
These are the changes the Legion needs imo.

I don't have an issue with instant downs as long as they require some build up or skill to do.

I think he should just start with one more Bear Trap, just this tiny buff would make him so much better.

I cannot give any advice on potato teammates, because that's on them what they decide to do, but I can give you some tips on how to most likely pip.
Do at least 1 Generator, cleanse a few Totems, get involved in some chases, do safe rescues from hooks, be altruistic, basically try to get as much bloodpoints as possible.
Also I just want to mention that currently there are some issues regarding pips, so you most likely won't rank up easily.
