It's bugged. It seems to be dependent on killer and map (Bubba seems to work more often). The Survivor challenge is similarly bugged by character and map (Meg and Yui worked more for me than Dwight).

Auto-buy bloodweb. If I'm not looking for particular perks/items, let me just auto-buy the the bloodweb so I don't have to click for 20 minutes.

If I'm surviving, I don't ever expect hatch. I can't really remember the last time a killer let me have it, honestly. If I'm given it it's a nice surprise, but definitely not something I feel entitled to, no matter how the game's gone.
This is how I play, too. It depends on how the game feels.
If I feel bad for the survivors because of a DC (and they still tried their best), or if it's just a fun game, I give hatch or door.
If I'm a survivor, I don't expect hatch at all. If the killer gives it, that's just a bonus. 🤷

In general the BP Cap is quite low, when a new Chapter arrives you only get to Level 35 or something like that. Which is...eh. You wont even reach the point where you get two Perks.

In the TV settings itself. Most new TVs have filters to adjust RGB/hue, brightness/contrast, and some even have "video game" options to adjust vibrancy (mine does).

For me (PC), player skill has been hit or miss (both survivors and killers), but queue times are definitely better.
Endgame chat is lonely, though.

Not quite.
For example, take the Huntress.
All 3 of her teachables suck and I don't want any of them. As such I am now completely unable to level her up because my bloodweb contains her teachables and I'm forced to take one of them to get to the next level. I can't prestige her either to fix it because I'm not level 50 yet.
This is not a hypothetical, I'm literally stuck unable to level Huntress without getting one of her useless techables and would need to use this feature to fix the issue.
This, but for Wraith or Ash.
Eventually, I'll unlock everything...but right now, it's taking forever just to get the perks I do want, and I probably don't even have half the teachables unlocked, yet. Every time they add a new killer/survivor, that's just more stuff I don't want in the bloodweb that takes even longer to RNG through to get the perks I want on killers/survivors I want to play.

I downed an Ace yesterday. It was obvious he wasn’t very good so I left him slugged. Went back when he got picked up so I could chase his teammate, only to find him hiding in a corner with no way out. For the most part, I agree. But there are certain circumstances where I don't, i.e. if it is super obvious that one is just waiting for the other to die, not even trying to do the last gen, I will accept the offering and let the snitch go.

It takes time. Survivor while not in chase is mindless. Survivor in chase has a pretty big learning curve.
You have lithe, so focus on breaking away instead of looping. If you have dead hard, it's easier to extend your loops by using it for distance to get to a window or pallet, but lithe is used for just putting space between you and the killer.
If you aren't doing it already, learn to look behind you often see where the killer is, especially as you get to corners of jungle gyms/buildings/boxes, etc., and pay attention to which direction they turn, then go the opposite direction. Look behind you as you vault a window to see which way the killer turns while you're mid animation, then go the other way. If you're full health, don't just drop the first pallet you see - take the hit and use the speed boost to get to the next loop.
Since you're using lithe, pay attention to the obstacles around you - if you see a window that can give you the speed boost to get you a better loopable spot, just vault that window and run, don't waste the lithe trying to loop that window.
If you find yourself getting angry, just take a break and play something else. Being in a bad mindset while playing the game will only frustrate you more when you die. I used to get frustrated (I still do now, but over different things), but eventually I stopped caring about pipping and escaping and just looked at the game as practice for learning to loop. Sometimes, especially if I was in a swf, I would intentionally look for the killer to get that practice in.
If I go in fully expecting to NOT escape, it doesn't sting so much when I get outplayed and die.
Good luck and try to have fun. If it's not fun anymore, play something that is until you're ready to try again.

Sometimes, I just really have to pee while I'm waiting in queue. Sometimes, I get interrupted when I'm not expecting it (delivery, phone call, etc).
It's rare that I don't get back more than 30 seconds into the game unless it's an emergency (work or family or neighbor), but sometimes, sh** just happens.

Your processor should be no problem. Your ram is ok (although 16gm would be better). At this point, the biggest thing that could make or break your gameplay is your graphics processor. If the computer has a dedicated GPU (i.e. ividia), you'll be fine. If it's using onboard intel graphics, it will be iffy. Definitely start out with it on the lowest graphics settings.
You can test the full game for a month (without DLCs) for $1 with the xbox gamepass for windows - it's $1 for the first month (then $5/mo after). If it works, buy the game on steam and cancel the gamepass (unless you actually want the gamepass for other games).
Don't play it with the touch pad! At the very least get a mouse. I find the laptop keyboard awkward to play on, but it is not nearly as dreadful as the mouse. Or, as others have said, just connect your controller.

More often than not, they will be on console since there aren't many windows store players. But occasionally, they do pop up. 3 hexes isn't toxic...it's risky because they can all be taken out leaving you with only PWYF. They're just salty that they lost.

I appreciate all the good advice I can get. I never get upset about losses. If I'm outplayed, I'm outplayed. I've been watching Otz and Monto a lot, and it always impresses me how prescient they are about where the Survivors are located. One of the reasons I decided to stick with Myers until I feel I'm proficient with him, is because he is hard and because he has a weakness to loops and big maps. It is the school of hard knocks so to speak. There are definitely some Perks I have my eye on, and I hope some come to the Shrine soon.
This will eventually make you a great killer with time and practice.
