There may be a few exceptions, but almost every percentage in the game is additive.
2 stack Dying Light (12%) + all injured Thanatophobia (16%) = 22%
Coulrophobia (50%) + Sloppy Butcher (20%) = 70%
Botany Knowledge (33%) + Resilience (9%) = 42%

I honestly believe everything about her is perfectly fine, and I have no issues with things like taking RBT off first try, slow stealth speed, etc. The only problem I have is with her absolute garbage add-ons.
Starting with my favorite example, Workshop Grease and Razor Wires. 1% and 2% increased chance for Skill Checks, or 3% if you want to torment those poor survivors. For comparison, Unnerving Presence / Spine Chill each give you an entire 10% increased chance.
Then Shattered Syringe, John's Medical File, and Video Tape. Specifically the part where Video Tape is just both of those add-ons mixed together. There are add-ons like this for every Killer though so I guess I can't complain too much.
All of the add-ons that apply status effects on Survivors are bad. Not completely useless, but they are not worth taking when you only have 2 add-on slots. Wasting one of your two only slots to make a Survivor not worth chasing easier to chase just isn't efficient.
Interlocking Razor requires Survivors to fail Skill Checks in order to be useful. Like, it does regress progress by a very tremendous amount like it says, but you won't ever see that.
Amanda's Secret isn't well designed. You get a very small bonus with a huge downside attached to it. Such a small bonus that even if they removed that downside entirely it still wouldn't be worth Very-Rare quality.
While the idea of Rules Set No.2 being basekit is debatable, I believe we can all agree on this: Rules Set No.2 is too weak to be an Ultra-Rare. If they really want this to remain as an add-on, it needs a drop in rarity.
I feel like the downsides Amanda's Letter has are a little too harsh. I understand that the point of this is to shift power from one of her abilities (RBT slowdown) to the other (unsafe loop ambushes), but that first ability just gets completely crushed. One single RBT that has a 50% chance of being removed on the first box gives you no slowdown whatsoever.

While I prefer Killer, I don't think I could play it for 24 hours. Survivor just has so little stress in comparison.

No it's 4% for green and 8% for swing chains totaling 12%. The fact you're only using the yellow add ons shows you're being disingenuous.
The add-ons were nerfed to a point where using them on their own is useless. If we only focus on total slowdown and not individual slowdown they will get nerfed even further. The reason I am pointing out the yellow rope specifically is because it's so weak on its own that using it is ridiculous.
We are focused on Forever Freddy as a whole and not his parts. I agree entirely that using all slowdown perks and add-ons at once is strong, but what if you are not trying to play FF? That's why I'm putting so much emphasis on the 2%.

That's still more than 2% if you combine that with a rope. That's a potential 12% and it will probably hover from 8-10% the whole game. Plus his teleport cooldown is lower if more people are asleep, however you don't progress the objective if you go and wake up just to fall asleep a minute later, plus the thanat, pop, etc. Forever Freddy.
Your so right, that 2% is what completely breaks this. So how do we stop the Forever Freddy, 1% this time? Or is that too high for you?

Swing chains alone adds 2% PER SLEEPING SURVIVOR. And survivors are sleeping for a majority of the trial because you just passively get to fall asleep with no interaction from Freddy.
Only the chains stack for each survivor, he ropes don't.

Yellow rope add-on is a 2% slow. If you don't stack this with other slowdown perks it does nothing. They nerfed Freddy's add-ons to the point where they cannot be used on their own and MUST be combined in order to be useful.
They don't need to be nerfed again, unless you think you can't handle 2%.

Every killer in the entire game can stack thanat, dying light, etc. The thing that made Freddy "Forever" was combining these with his add-ons. The add-ons which have been nerfed.

I don't understand what's up with this being abused. You guys know bloodlust exists..right? I'm sure BHVR would have a more in-depth idea as to how this would work but it's not that deep. Just a rough idea for the board.
You should look up Bloodlust before using that as an argument.
Bloodlust gives a maximum speed bonus of 15% at 45 seconds. You get 5% for every 15 seconds in chase without breaking a pallet or attacking.
You just suggested something that slows you just for standing near a hook, up to 45% slow.
Even if we consider Bloodlust this slowdown is ludicrous.

This idea is terrible.
Survivor stays near hook and forces you to camp it, then saves the hooked survivor while using Borrowed Time.
You are now moving at 70% speed (assuming you are a 115% killer) and can do literally nothing.
The survivor who did the unhook cannot be caught, the survivor who has been unhooked cannot be harmed, and the two other survivors have been doing gens this entire time and you are moving so slow you can't stop them.
There is no possible way this idea can make people upset.

I think the worst part is that "slightly" doesn't always mean "slightly", and the words are literally just thrown around randomly.
While these comparisons could be done with literally everything in the game, I don't want to make a large wall of text, so I'll just give my favorite one:
The Pig's Common Add-ons
Workshop Grease: 1% increase in Skill Check chance.
Shattered Syringe: 20% decreased Ambush Attack cool-down.
John's Medical File: 50% decreased Ambush Attack charge time.
Combat Straps: -0.3 seconds Crouch time. (If I did the math right, it makes your crouch speed 23% faster)
So our numbers are 1%, 20%, 23%, and 50%. And what single word do they used to describe all of these?

The only time I use Self-Care is with Botany Knowledge and Resilience for the 92% healing speed.
While it is extremely inefficient to use 3 perks to do one thing, you don't need to be efficient to win as survivor nowadays.

Demo's Ultra Rares:
Leprose Lichen
- Reveals the Auras of all Injured Survivors while traversing the Upside Down.
While this is underwhelming, and way too weak to be an Ultra Rare, it isn't useless. This add-on looks amazing compared to Oni's Iridescent Family Crest, which has no use whatsoever.
Red Moss
- Tremendously increases the duration of the Undetectable Status Effect applied to The Demogorgon when emerging from a Portal.
- Tremendously reduces Of The Abyss Recovery cool-down after traversing the Upside Down.
While this add-on does take away some of your map control, it gives you something back in the form of a massive increase in your stealth duration. Compare this to Oni's Renjiro's Bloody Glove, which only harms you for taking it.
Demo's Ultra Rares also synergize with each other. If an injured survivor is near one of your portals, you see their exact position while also removing your terror radius for 10 seconds.
Not only are Oni's Ultra Rares complete garbage, but they don't even work together.

No actually not one person explained the slugging in the way that I presented it. One person said it's to apply pressure and I asked apply pressure to what? In what way? No answer. How about this.
You have just downed a survivor next to a gen, and there are 2 other survivors nearby who were working on the exact same gen. One of them has a flashlight. You can either:
- Leave the downed survivor and stop the 2 others
- Pick up survivor
One of these applies pressure, the other allows the survivor to be flashlight saved.
But wait! After listening to some one named Bunnie, the devs at BHVR decided to require a perk in order to slug, and you forgot to equip it! Guess you have no choice now but to let them get the save and die on the inside!
