It replaces the normal skillchecks you get while healing with unique skillchecks that start off actually removing healing progress, but as you complete them they gain progress.
The bonus starts at -25% and goes up to 80% progress after completing 5 skill checks.
It can potentially be really good if the killer you're up against is getting lots of hits. But it is very RNG-reliant compared to the other healing perks.

Haste buffs to not stack. They give a flat 7% speed increase.
However exhaustion perks, like Sprint Burst and Adrenaline, do stack with each other. Even with the on-hit speed boost.

BM is BM. No sense in comparing how bad a particular case is.
Although I would argue that a killer closing a hatch in someone's face is far more in character, (considering how the entity likes people getting hopeful) than survivors rapidly crouching at the gates.

I'm actually a 7.
I like their look, animations, and I had a lot of fun with their power on the PTB despite the clunkyness it had.
I was honestly expecting a lot worse. So assuming he isn't nerfed a week after release, I think I'll greatly enjoy playing as him.

OP has a valid point, keys are unbalanced, but this point has already been discussed thoroughly and mostly agreed upon that it should be either changed or completely removed.
It sucks that they're in their current state but until they are changed we just have to deal with them. The best you can do is bring Franklin's Demise and focus the person with the key.

One of my favorites builds is:
Healing is illegal
Demogorgon
Leprose Lichen + Deer Lung
Sloppy Butcher + Coulrophobia + Thanataphobia + STBFL
I portal around as much as possible after landing a few hits to make sure that as few heals as possible are completed. It's definitely overkill, but also extremely fun.

I found it!
- Compound 7 now has the (nerfed) effect of compound 33
- Chipped Monocle only displays the location of the slam and no longer locks onto the nearest survivor
- Compound 21 increases movement speed by 15% for each consecutive rush, up from 4%
- Alchemist's Ring gives you 2 tokens instead of increased token regeneration
- Soul chemical got buffed from 3 seconds of hindered to 15 seconds, and assumedly the slow-down no longer stacks with multiple slams
- Adrenaline Vial still removes max 1 token, but now makes you face the closest survivor
- Iridescent blight tag now applies the exposed status after consuming all tokens, which implies that lethal rush will count as a basic attack
- Compound 33 now works like the carburetor tuning guide for Bubba, instantly consuming all tokens and lowering movement speed

It is absolutely necessary. If there wasn't a reduction in the maximum hatchets carried then it would effectively give the Huntress almost infinite hatchets since they'd have to miss 5 times before reloading, with every successful hit returning the hatchet to them.
And about the iri head, (at least I think that's what you're referring to), it is so far from meme tier I'm seriously wondering if you've played Huntress at all. Snipes aren't all that common, especially on certain maps, but considering how the add-on no longer reduces your maximum hatchets it could easily net a couple of free downs in the hands of a skilled player.
What would your alternative be?

Well, that would cause everyone run the PTB meta builds from day one, which would be pretty boring and imo another good reason to keep the cap. Besides that, with archives you can save up to roughly 3.5 mio BP for the chapter release, which puts both characters to level 50 on day 1. That is already boring enough to go against
That's a problem with the game's balancing. Not a problem with people getting perks too quickly. Which as you said, people can already circumvent with the archives.

then you most likely collected the dailies with a regular BP account of 974.538 + 400k bonus
Grinding before a new patch comes would be much more profitable if there was no limit, as getting all the new perks would be easy. That limit forces anyone who doesn't want to spend as much BPs as possible to wait it out, making it more tedious when the patch does drop.
I collected by daily's when I was already at 1,000,000 BPs. That's what I meant by the bug. Since it went over the limit.

I know that the free BP goes over the limit and is intended. I was referring to when I claimed my daily challenges and got the extra 25,462 bloodpoints.

Sounds pretty good right? Catch is these boons only come into play AFTER the exit gates are opened, not powered, opened. I don't think this was an issue pre end game, but post end game it is because the go to strategy of Survivors is generally to 99 the gates and not open them until everyone is ready to leave, as this counters both blood warden and the end game clock.
That's why I think NOLB needs a buff or rework of some kind, I don't think it's benefecial to be running a perk where I have to sabotage my team just to get bonus blood points and quicker healing. it doesn't seem right to be where it's at right now. The boons are certainly nice to have, but the condition placed on this perk means you get very little use out of this perk all game.
All it needs is to be activated when the final gen is completed.
This will make it on par with Hope and Adrenaline.

I believe you, but that doesn't make it any easier to tell bugs apart from intentional changes.
Take Billy's engraving add-ons as an example. The patch that added his overheat mechanic did not mention his engravings offerings had their speed increase heavily nerfed. And then a patch later they're back to how they were before, and yet there was no mention of this either.
If it was a bug, why didn't the second patch mention how it was fixed?
If it was intentional, why didn't the first patch mention it?

Well, like you said, it gives survivors a warning. I think that's good.
However, if the teleport takes too long, the information spirit gets may get quickly outdated. You may need to clarify that.
It's hard to give an exact time for everything, mainly the speed, since I currently have no way to test any of this.
That being said, I'm positive that there's a perfect speed for everything to be at so this rework is balanced.

Spirit has to pre-guess survivors' movement, because they never stand still in chase.
And eventually the moment shes phasing, Survivors just break a 90o angle.
This power only work on Interrupting, if phasing doesnt make sound.
You wouldn't try to directly hit survivors by phasing into them most of the time. You'd corral them by making a trail in the most optimal path for the survivor to take and force them to run somewhere that's unsafe since the moment they run away from where you're phasing you can cancel it.
This isn't much different from how Spirit is now since the best way to get downs with her is to phase in the general area of the survivor, rather than try to land right on top of them most of the time.

"Sound they make"? In this rework the Spirit can see the survivors at all times, just so you know.

She only needs to retrace her path once. First she sets a path, then phases across it.
And it absolutely matters how fast she goes because if it's balanced correctly running in a straight line will not out pace her and just lead to a free hit.

Yeah. It would depend on how fast she moves as a husk and while phasing in order to be balanced properly.
But I think with enough time it could be done and be a good improvement for the game overall.

It's just one of the many oxymoronic mechanics that Legion has.
Spirit can see scratch marks and her power lets her down survivors.
Legion's power can only be used to injure survivors and can't down, but he also can't see scratch marks.
It makes no sense.
