I think SC is kind of in an ok spot, but the "proposed" [later stated to be coming soon/will 'be looked at' in the future] buff was broken.

I've face camped from 15-1 with Leatherface for funsies.

I think I'd call BT a crutch.
It's just ok/fair before the gates are powered, but once they are, it's really strong.
This is doubly so once a gate is actually opened, as it adds a hit+sprint burst, while ignoring exposed/1 hits.
As an aside, I thought it was really lazy for them to incorporate part of a (then brand new) killer's power into the rework. Even if they just changed the visual on the BT timer, I'd rather the "bleed out" bar remain unique to Legion.

Getting downed within 60s after being unhooked really makes me feel like I'm "earning" my DS.

I play both and think NOED is fine.
The end game already heavily discourages killers from trying to "play fair/3 hook" all game, as a single chase with multiple survivors alive is more than enough time to open at least one gate. Killers that try to do this are naturally going to see more challenging endgame scenarios than those that use other "cheap" tactics to remove survivors earlier.
The end game right now is ridiculously weighted towards the survivor side, but yeah, let's nerf one of the killer's only comeback factors for this portion of the trial, especially if they've been "spreading the love" like everyone expects them to.
Play a killer capable of getting quick downs and mercing a team early to avoid endgame? Welcome to Washington, DC.
Until the endgame is completely reworked, NOED is a decent, but still pretty weak, comeback factor.

Emblem penalty does nothing to the killer camping in game. They don't pip but I'm sure camping killers don't care about that.

Deliverance? This is how I know you're an entitled killer main. Obvious troll comment. What good is unhooking yourself if the killer is camping? You probably dont even play survivor if you think deliverance is a counter to camping.
Invincibility frames? What for a second? Its not like survivors can choose when to activate them anyway, if they even activate at all. There are many examples out there where people get hit before they're even off the hook.
DS - Does very little, does absolutely nothing if the killer has Enduring which many do as its a meta perk.
BT? Lol like survivors can just force other peiple to bring it.
Break down? Stupid answer. Hooks are so close that breakdown does nothing. Especially not without a 35% DS.
Some of you killer mains are so toxic and bitter it's disgusting. You struggle with the game so you take it ou on the other side. Its all about that ez 4k, rather than having a game where people playing both sides can have fun. Such toxic entitlement.
Hopefully survivors just give up and move on to other games. See how ez your 4ks come when the lobbies are empty.

Some just like camping. That's okay. Now they can't pip which finally does something about it. It is still a legitimate strategy but not rewarded as much.
They're literally rewarded/spoonfed easier games/BP by camping, now.

It literally allows full SWF groups to stack DS for endgame, making it impossible to secure a kill on any survivors hooked once or less.
I've played vs decked out SWF at high ranks in the PTB both in general and private matchmaking, and I can assure you that this will become meta, much like Adrenaline did, due to the strategy's ease and lack of mechanical barrier (guaranteed skill check for decent players).

Legion's power is pretty irrelevant endgame but the movement speed helps (also a good perk in a TOTH build with Legion), good luck downing people with Leatherface's chainsaw past the early ranks, and with Freddy + Remember Me, NOED can seal the game or at least force survivors to cleanse totems, buying you more time to get Remember Me stacks / kill Obsession in a worst case scenario.

The word "kill" literally appears on the screen when you can do it.
At that range, any instaclick will start the kill animation.
If you're getting a lunge - You're not instaclicking.
If you're getting a regular melee - The word kill is probably not there/you're too far away.
Of course, this is all assuming that you know the difference in insta-M1 vs hold-M1 in terms of killer gameplay, which your posts leave suspect.

Well, it didn't take long for them to completely trash the Nurse, Myers and his perks, and Freddy himself...
I posted a picture of a group of friends playing a board game (similar to Mario Party, we made it) that involved the use of dice, NERF guns, windows, timers, custom player pieces, a deck of cards, and parts of older board games on a homemade painted 3D clay board, along with mention of designing two print n' play card games, but the goalposts flew away so I disengaged.
You're probably better off doing the same to avoid a similar scenario.

People already avoid healing against Legion - The Broken status will have zero impact on average gameplay. Unless this is a secret meta joke post, it's not a viable option without increasing his movement speed, which will only lead to further complaints about cheap first hits.
Without the ability to down people with his power, you may as well remove him from the game.

I'm glad you made a simple drinking game out of a deck of cards and have faith in BHVR.
