Yeah no. If the killer just keeps their add-ons, what's the point? You wouldn't ever change it up. The add-ons still have to be consumed, then you get new random add-ons to make it fair.

Definitely a neat idea. Might need a secondary ability though. Something like the pigs dash maybe? Not exactly like it, but similar. I'll have to think a bit to see if I can come up with a good idea.
That was kinda what the 10% dash after exiting the decoys radius was for. Let me know what you come up with though

Yeah the perk is kinda supposed to be a bit like a reverse M&A
Also it doesn't ACTUALLY decrease your terror radius so if you are in a chase then other survivors around you will still hear the terror radius.
Which is a good thing for a Killer like Legion or the Doctor who wants a terror radius but bad for a killer like Freddy

Isn't this the same thing? There is a consistent number of dull totems on the map at the start of the trial (5) so having the counter start at 0 going up and having it start at 5 going down is giving you the same information.
I'd only agree to having it be counting up rather than down because it interacts better with mechanics that change the number of dull totems (having the number of dull totems go down right as the final gen is completed is a dead giveaway for NOED for better or worse)
The point is, instead of being told directly, which is something people are against, you will have to pay attention yourself. If you care about totems, you will keep track of how many of them are cleansed.
Once again, rewards people who actually pay attention during the match rather than just play M1 Sim, doesnt shove information down your throat and only buffs solos.

With the 35% at least you would have an opportunity to make a hook. With most killers, a DS will lengthen a chase significantly as long as the survivor knows what they are doing. Now, you have no choice but to slug unless you want a DS in the back.

A guaranteed unbreakable will make this choice almost worthless. If they don't have it, unless you're planning on wasting a full minute on watching the body, someone will come and heal.
Prevent them from being unhooked
Not going to be possible with the speed generators can be done. You need to exert pressure on the survivors or you will end up losing.
Overall only a consumable can truly counter DS, those being the Ebony and Ivory moris. This still doesn't bring DS down enough (imo of course).
Note how you only covered 2 of my proposed counters and ignored the 3rd.
You can just go after the other guy

I know that survivor's overall are OP. However this one mechanic which happens to be for Killer is particularly powerful compared to all of the other mechanics in this game. Yes everything else the survivors have combined is enough to counteract it but that is EVERYTHING they have compared to ONE thing the killer has.
And of course without the Eboni a Killer is ######### against survivors bringing the most OP crap they can

Nothing is more OP than the survivors who can almost endlessly loop the killer, or complete 3 gens inside the first minute and a half of the game.

The escape rate for survivors is 35% on average with lower ranks having a lower escape rate (30%) and higher ranks having a higher escape rate (40%)
However the 4k rate for killers is only about 25% (the list was separated by Killers rather than by rank so take that number with a grain of salt)
Thus to make the game more balanced we would want to increase the 4k rate and decrease the 3k rate

You are really underestimating the effect that giving it a 60 second window will have. First of all not being able to use it on the first hook means you can get the ball rolling as the first hook is always the most important.
Second of all the 35% is applicable in a lot of situations, so unless you were downed right next to the hook (which is like a 50/50 occurrence) you can get it off anyways and end up wasting more of the killers time compared to just being the obsession in the first place
As for the counterplay the main ones are:
Go for the unhooker
Slug
Prevent them from being unhookedOf those 3 is the most rewarding and 1 is the most plausible in most situations as borrowed time is common enough to make you want to do that anyways

The only time I could see that being useful is in the specific combination of deliverance and new DS
Even then they can just slug you cuz they have nothing better to do since they would obviously just camp the hook with this change.
So just make it give max struggle points but otherwise be instant like now

As a killer main it seems fair to give them information that a SWF group would have anyways.
Plus if we REALLY don't want to give away if there is a hex/dull or not we can make it a counter that starts at 0 and counts UP for each totem destroyed
