Borrowed time only give enough time to get to a loop... it is easily counterable by the killer if he counts right. They nerfed the timer: before, it was 15 seconds. The perk is fine as it is; it should even be base kit (i'm a killer main between).
Sometimes 12 seconds isn’t even enough time to get to any structure.

Because coupled with certain killers and the (unmentioned here) buff to slower cleansing and blessing speeds, it would make working on totems impossible for survivors.

Well the risk is that the perk would be almost worthless if they CoH or good med-kits, etc. Aka wasted perk slot for nothing.
You're still applying the 20% healing speed penalty, regardless of those things.

Yeah, I do play killer. I never use NOED but everything else I have. Last time I played Trickster was on Haddonfield, secured a 4k. Just hook someone on the street, easy camp with his power and win. Bubba can of course camp just as strongly, if not stronger.

Reworked OoO is an info perk
If you're not the obsession, it gives you info on the killer's build so you know which perk they have and can behave accordingly (if you know for a fact that the killer doesn't have BBQ, why waste time hiding in a locker when they hook someone?)
If you are the obsession, it gives you ADDITIONAL information on the killer's position, at the cost of notifying the killer of your position as well
In both cases, OoO works as it should. Just because you don't like the "I'm not the obsession" part of it doesn't mean it's not working
Should meaning doesn’t currently, but ought to. I understand that it’s working as they intended, but it’s bad design.

FTP can be strong, but it's a perk dependent perk just like Lucky Break which holds it back despite being strong.
Before the broken CD was 60 seconds I'd have agreed but now, it can be quite annoying if you bring a Soul Guard Dead Hard squad.
As I mentioned, there’s much better ways to get someone else healed for free quickly than all the downsides of FTP. A minute broken status is a rare or higher quality add-on for killers. You give them that for using your own perk.

DS makes you the obsession as well, and even after the nerf you can always either make the killer waste some time or force them to eat it
I don’t want to force a DS activation to make OoO work as it should. And yes, FTP is a terrible perk. Why trade a health state and become broken when new WGLF practically does the same thing for free - plus the opportunity at up to double BP?

New OoO can be used as a "scouting" perk if you're not the obsession
Knowing that the killer doesn't have aura reading perk IS useful information
You can run it with perks that make you the obsession if you really want to have the full benefit of it
The only way to ensure you’re the obsession is For The People.. a rather terrible perk.

Yes, what I meant that as a solo even if you destroy alone 4 totems, but others did nothing, NoED will punish you the same way like if no totems were destroyed at all.

Boons help in the way of you have disabled a totem while buffing yourself.
There is this little pre game chat for survivors. Really. no one uses it for some reason, drop your build there.
And for last, even if you dont destroy the dull totem, you still know where it is and can go back to where you saw it. That is an actual technique people use for getting NoeD destroyed.
If you forgot a totem, sorry, but you messed up.
Crossplay is a thing, people alt-tabbing is a thing, etc. Just show all perks, items, and add-ons to your teammates in the pre-game lobby.

Why is sloppy a good perk? 4 seconds more to a heal isn't good enough to waste a perk slot IMO, and with a lot of people now using CoH you don't even get that effect anymore, it's just a waste. I don't think sloppy should be changed, but the effects it has are outdated and it shows, mangled could be good if it didn't get destroyed by CoH.
Aa fot the slugging part, I think it's a pretty interesting topic that would need a more in depth look. If suddenly the bleed out timer was twice as fast, yeah it would mean the slugging builds would be more effective but would also mean the survivor won't have to wait 4 minutes (more if teammates pick them up and so) on the ground or doing nothing until you finally die.
I haven't played against many hard sluggers but I do remember that being the most boring part of the game, so with a faster bleed out timer the killer gets the same result they would get anyway but I can move on to another game quicker.
Then it should be survivors who opt for a faster bleed out time to activate at their discretion; not as a result of haemorrhage…

The fact people don’t see or understand the difference between NOED and Devour Hope says enough about the ignorance going through these forums. I would be thrilled to see a NOED nerf or rework, yet also happily see a small buff to Devour (not being assigned to a dull totem until two tokens are attained).

Helps against Iron Will! Perhaps it would be more meaningful if survivors had a perk or perks to make blood trails disappear sooner (Lucky Break just removes them entirely for a short time).

You don't have to run these perks, that is just between your ears mate.
The only "meta" perk i use is dead hard.
The rest i switch around for for different perks.
I don't use ub, not ds, not kindred or any other meta perks.
I just remember the totem spawns and even escape as well.
Meta perks that is needed as survivor is just between your ears, not every game the killer tunnels or camps 😉
I don’t ‘have’ to run them, I just get to suffer terrible matches when I could have used them. And I don’t run any of the perks you mentioned since the DS nerf. The difference is that killers can camp, tunnel, and slug for free - no perks needed for these play styles. Perks only enhance them for killers.
But a solo queue survivor is always told to run this or that perk in the off-chance this or that happens to them. As if we have eight perk slots.

Oh sorry, I already had to switch one of my perks for anti-camp, and another for anti-tunnel, and yet another for anti-slug. So my last perk slot needs to be dedicated to the chance the killer has NOED?

This will not happen. Here’s why:
- Survivors can’t be forced to heal. They can’t even heal themselves without a perk or item. It’s a decision they need to make if it’s best to do or not.
- Haemorrhage is far too easy to apply for such a strong effect.
The status effect is fine how it is. Just lower the rarity of add-ons that cause and/or effect it.

A base totem counter would go a long way. I’d even travel to the basement if that’s what it took to know. People can say all they want that it’s not for bad killers, but when it’s almost always what leads to my first down in a match… yeah, definitely carries bad killers.

Dying light
or Dead lock
and just based of context (the word hooks) im gonna guess dying light but I can see where the confusion stems from since no one really discusses the perk too much and it isn't used enough to have a shorthand nickname like other perks
Definitely Dying Light given OP’s context. Deadlock has nothing to do with the obsession. Plus, it’s their profile picture… lol.

I wish they would remove idle crows from the dying state for this very reason, as it boils down to a result of the killer refusing to pick the survivor up. Unless they neither moved nor recovered since being downed, only exception.

You are saying that as if it is only bad killers who can get looped for days. Go and watch some tournament games.
I'm proposing to put a cap on the length of a potential loop because I think Survivors should not have the potential to loop indefinitely, even if it is the greatest Survivor of all time. It's a 4v1 after all.
Simply abandoning a chase because a Survivor is too good at looping shouldn't be a thing.
Chasing isn’t just about ending it as soon as possible, but also knowing when to give it up. That is part of the game. Otherwise there wouldn’t be an escaped scoring event for survivors, but only chased. Infinites are gone (indefinite loops as you say), window blockers were added, bloodlust still exists. And to top it all off, reworked maps are loaded with dead zones.
How much more do killers need?
