I feel you may have misunderstood, he isn’t a fun killer to go up against at all, and there isn’t a very high skill cap to him. There is no goo dchase with him, all the survivor does is get hit and mend immediately, or get followed while the legion is staring at the ground so the survivor bleeds out. He is in need of a serious rework. If he’s fun to play as, that’s great. Deep wounds is a great concept and it would do better if it's base was at the speed of "stab wounds study" which makes it a threat to mend immediately, thus other legions won't feel the need to follow them after hitting them with frenzy.

Legions whole advantage is in chase, the best counter to what most are calling "anti-chase" is stealth. I've had several games where legion either could not locate or track after spotting me. Los breakers are best for slipping away and back tracking to prevent a trail. Spotting your trail also work pretty well especially if there are lots of trees to use for cover. If chase is to much, prevent it to the best of your ability. Sprinting away isn't gonna save you in every situation. -

I had an idea where when survivors that looked at the doctor would gain madness, making for a totally opposite weeping angle chase, I don’t know, I think it would be nice since the Doc wouldn’t have to waste time to slow down to try and shock during a loop/chase

Not sure if a lot of people want to play Killer at once or it’s just a bad system, either way I’m having to wait longer
