That was their way of reworking it: remove the lowest and the highest Rarity from the Perks. It was a band-aid, but it worked and hence they kept it instead of doing it properly.
The first fix they tried made the Bloodweb spawn Perks in strict order of Rarity. You wouldn't get any Tier 3 Perk until you haven't gotten all Tier 1 and 2 Perks.

Just a PSA: it is possible to change the Perk icons, but not specifically allowed. It's a "Do at your own risk". The devs don't ban for it specifically, but should EAC mess up and detect it as file editing and ban you, you'll be on your own.

Toolboxes have a specific amount of charges. Those get used up at a specific rate when you use it. With the Add-on in question, that rate will be lowered, meaning that the Toolbox will last longer until it's used up.

He freakin punced him, and his body crushed at the opposite wall, ffs! So, after he became stronger, he, for some reason, decides to inject killer with very same serum... why? Like, literally, why he did it, what was the damn point of it? He was presented as researher, smart guy, why the hell he coundn't add two plus two and for the second think about consequences?
Anyway, injected killer becomes stronger and escapes. What a twist.They have a date because those were the dates each piece of Lore was published by the Event. They do not reflect the actual time passing in the Hallowed Blight Lore.

No. The debuff is applied PER Survivor.
The reason why there's no apparent debuff in the PT situation you're describing is because of the game rounding up an individual speed of 0.99 to 1.0

This would kill the last bit of character diversity we still have.
Claudette and Meg are already overused because of Sprint Burst and Self-Care. Their pick-percentages are considerably ahead of those of other characters. Passive stuff like that would only worsen the problem.

The in-game graphics settings are pretty barren on purpose. The devs didn't want people to be able to gain potentially unfair advantages by tweaking specific settings.
As for why it doesn't run in exclusive fullscreen, that's mostly to prevent any crashes related to tabbing in and out of fullscreen.

The one community shipping that even the devs have brought up a couple of times after it got popular in the community is the Nurse and Wraith.

New Perks and Killers are not the solution to balance problems. Game mechanics need to be addressed.

I don't support this idea for several reasons. Since I already discussed this with Orion in private chat, I'll only give the TL;DR
- There's no consensus on which Perks are powerful aside from a select few and even those are ambiguous amongst mains of either side.
- How often a Perk is used is not a perfect indication of its strength.
- Consensus on which Perk is how powerful would likely not be reached: the Developers don't know their own game well enough outside of their in-house matches for that (I'm sorry devs, but you've proven this to be the case multiple times already and continue to do so). As for the community, considering the huge disputes already simple Killer Tier-lists continue to create even amongst seasoned Players, the community too isn't competent enough to reach a consensus. If people still doubt that, read through some of the other posts on this forum.
- It's already annoying having to choose just 4 Perks out of a pool of nearly 60. I don't even want to start imagining the headache also having to think about which Tiers you're going to use on which Perk would add to this.
- Generally, I do not want any artificially enforced restriction on my choice of Perk load-out and also not on the strength of each individual Perk Tier.

1) It's Ultra Rare
2) It increases the required evil to reach Tier III so much that it required near constant stalking for the majority of the Trial
3) The movement penalty is so hefty that you won't be able to catch up for the longest time, disregarding any Pallets and Windows -

Both sides have all of these "excuses" and "rules" that the other side can't do because everyone is so fragile. Killers cry, survivors cry. Why can't we just all play the game that we're choosing to play? I don't disconnect and dodge my games. Why does everyone else? I never understood playing a game just to quit when you aren't good at it.
Maybe you haven't been around for very long, but let me assure you, that in comparison to how many buffs Survivors and nerfs Killers got prior to 2.0.0+, Survivors still hold the higher number of "favours" they got from the devs.

I'm still proud to have never ever used that Perk to this day, not even when I had to have it equipped to get Adept Laurie. It's literally the only Perk I refuse to use, because I consider it completely unfair and skillless. Decisive Strike cannot be balanced in its current forum.

Vessels are only destructible for as long as a Survivor is hooked. Once they are unhooked or die, the Vessels turn white again rather quickly.

Each prestige outfit is unique. The blood is not just an overlay slapped on top of the default clothing. That's why.

That's the general consensus every time this unnecessary buff is suggested. You're not the first to suggest it, and you won't be the last, but AFAIK, you are the first to pretend it's not a massive buff.

The others have to say that they agree with Orion. Your suggestion is a considerable buff to Sprint Burst and the devs have been quite adamant that it would make the Perk too strong.

7) I and several Freddy mains disagree on the rework, on the grounds that 1) he doesn't need any besides some QoL changes if you know how to play him and 2) any rework would most probably lower his skill ceiling and potentially even nerf him with the exception of games against noobs.
8) Wouldn't solve the problem of fast games due to broken core mechanics and it also shouldn't be the solution. Gen repairing is repetitive enough, alternative objectives are the way to go.

Well, that's how it was originally envisioned to be. However, considering that only one Envelope spawns per Bloodweb and barely any being played, the grind is out of proportion.

You can't really say "Git gud issue?" when you aren't even at rank 1 with him much less hundreds of hours at rank 1. The difference is I've played him enough to know when you did well because he's "strong" and when it was really just because you had a group of dumb survivors that made a lot of mistakes. I do well with him perk less and addon less quite regularly but that doesn't mean he is good or better than people think he is, it just means the average survivor is bad and you are conflating those 2 things.

And regarding that Rank thingy. I didn't have a screenshot of Rank 1 with him, it was the only screenshot I had at hand.
I'm not saying you have a git gud issue, just that it sounds like one. There's a difference. I may not have hundreds of hours exclusively on him, but I'd say more than enough to also know where my skills lie.

1) Legion needs a complete redesign. He's the definition of design desaster.
2) I disagree wholeheartedly. I'm convinced that any rework of his power will ONLY make him worse and handicap the potential he currently holds if you put time into really learning him. I'm one of those who excels with his kit and I don't think it bad that it requires some time and effort to get there. Not every Killer should be easy to play or be made easier for newbies. All he needs are some QoL updates so that not literally every game mechanic shows him the middle finger. Mainly, his lunge should prefer asleep over awake Survivors (currently it's the other way round) and healing should not override his pick-up interaction. His base range could also be increased a bit.
3) Bubba does need some love regarding his Chainsaw. It should accelerate quicker and his Chilli Add-ons should be reworked to actually do something (their current effects are not noticeable unless you have dev tools available to make measurements).
4) No opinion on that.
