Bubba basically kills to protect his family and because he fears consequences if outsiders learn about their cannibalism. He may be scared of his family at times but he knows there's no place for him in this world other than the house he and his family lives in. Therefore he's ready to die to protect his family and their secret making him the ultimate bodyguard - at least psychologically.

I agree with this. As much as I enjoy the licensed killers, this game's original killers are pretty cool too.
Though, on a personal note, I've never found Pennywise a compelling villain and I think It is one of Stephen King's most overrated stories. It's more weird than scary, most of the actual horror comes from how crappy the people in that little town are.
When it comes to the game... I just don't see how Pennywise would fit. He's not a pursuit predator, he lures gullible victims to their demise. I don't know how that could be made into a playstyle that works with this game.
Killers like Myers and Bubba are iconic slashers, this game is heavily influenced by their cinematic escapades and they fit right in with minimal alteration. Even Freddy was molded into a serviceable form which captures the essence of his character, teleporting around and messing with people's heads.
What would Pennywise even do in a match? What would his power be?

I agree with this but I believe people are going to neglect the idea considering people may use the ability for trolling purposes and/or trying to reserve the points for their friends.

Peanits confirmed it was a bug and that it has nothing to do with "hitting the head".
To sort of paraphrase his wording: Survivors have one hitbox that encompasses their whole bodies. The bug is that the hatchet is actually hitting the survivor twice causing it to appear as if you got 1 shot. This is simply a PTB issue as the focus is on testing the foundation of the Dedicated server and not game mechanics.

So pretty much what I’m getting from the posts in a synopsis is that it varies depending on what the person playing Killer is comfortable with going against (Toolboxes, Certain cosmetics, Flashlights, ect)

Not saying that's what you do, but those kind of survivors are usually who I try to avoid.
