Back then, the way event cosmetics were stored were much less secure than recent events, and it made them susceptible to loss of progress (the reason why we needed to return them to people in the first place). We originally decided to return them only to the people who had earned them in specifically to not alienate long time players who had worked for them. Despite our best efforts, there were people missing who should have received them and didn't: The data we had at the time was not robust enough to catch everyone.
So in short, some of the people who did work for and earn them didn't receive their cosmetics back, and there was nothing we can do for them. Those long time players were out of luck. The idea of not alienating long time players ended up alienating those long time players.
It's unfortunate, yes, but leaving those people behind is not an option. This is the fairest way we can handle the situation. This shouldn't be a problem for future events as the way we store rewards now is much more secure.
I knew this was going to be the reason for doing this. :P

Do licensed characters count? If so, Ash and Yui. If not, I'm not sure who I would pick for male, but still Yui for female.

From what I understand, not only has the glitch not been fixed, but it's gotten worse, as there are now a number of other audio bugs in the game currently.

Do you have the Silent Hill chapter? I hear that's a prerequisite, as I think you need to have Pyramid Head selected while in the main menu.

I don't think the perk needs a way for Survivors to know about it, but if the devs are insistent on it, why not give the Survivors some sort of cue AFTER the Killer manages to surprise someone and land a hit? That way, Survivors are aware of the perk and will be mindful of it for the remainder of the trial, but they don't know about every use in advance, which would make the perk pointless.

I see where you are going with this as far as things depending on the survivor mistake. My only question for you now is what is your idea solution to make him a better killer in that regards. Survivors not knowing where the attack is coming from would be broken.
I think the simplest thing to do to start with would be to remove the red carpet, as I think it telegraphs the attack a bit too much. I think from there, we can see where things might need further adjustment (if any).

Survivor being locked in animation is not the only advantage of using his power. His power is all on perfect timing and the reward is great. There are plenty of times where I caught survivors on the other side of the wall. I do it most of the time through loop shacks or any one that has a wall.
Even if you do do that sick prediction around a corner or through a wall, it still hinges on the Survivor messing it up. There's still a very clear noise that lets a Survivor know that PH can fire a projectile, and there's a big red carpet that's unfurled onto the floor just before the attack is launched so the Survivor knows where to steer clear of. If they react correctly, they can still just avoid it.

He's definitely anti-loop. You bait your power, they panic and leave. For example, a survivor was standing in front of the pallet. I fake my power so they didn't drop the pallet. And I hit them lol
Strategic killers always get complained about such as Spirit, Nurse, Huntress, and Death-slinger. Pyramid Head may not exactly have mobility but he could end a chase quite quickly if you use him right.
I think the problem is that barring certain scenarios where a Survivor is locked in an animation, no matter how well you bait and whatnot, it all depends on if the Survivor screws it up. The reward doesn't come from Pyramid Head playing it correctly; it comes from the Survivor playing it wrong. If they don't play it wrong, you're at a disadvantage.

Devs have said that the BP being received as gifts do not count toward your 1 million cap. So if getting those BP would have caused you to hit that cap, it would instead allow you to bypass the cap for the moment.

Personally I have various builds on various killers. If you try banning one thing, I'll just swap to a different killer I'm good on that didnt use that 1 thing to begin with...and ban DS, lol.
Ban DS, Borrowed Time, and Unbreakable. Good luck gettin' someone off the hook. :P

In all seriousness, being good at camping is not what makes a good Killer. Fact of the matter is that Bubba has zero map pressure while Billy has it in spades. That is arguably the most important aspect a Killer can be good at.

Not "always", there is a "Deadzone" of 4 Meters between those two Perks. But should not matter 99% of the time.

You will always know where someone healing is in some capacity (barring Calm Spirit). If you are too far away, you'll be notified of their scream. If you are up close, you'll straight-up see their aura.

That way, the person who decides they want to ragequit because they were downed quickly can't just screw over their teammates so easily.

I'd have to find the post, but I distinctly remember it being said that de-ranking is bannable if you just start actively and blatantly throwing games left and right to de-rank.

I think it's cool, personally. Though I haven't played that much on it yet, and I thought Haddonfield was cool at first too until I understood game balance a little better.

There is actually a bug with the post-game screen currently where the Killer's power can be incorrectly displayed, and one or more players can be shown as perkless even though one can be certain that they have particular perks equipped.

I don't see your point. Although it'd be interesting if my version of FP was still the same as FP rn, where even non M1 attacks apply FP. So a Huntress could throw a hatchet and instadown. Although I think that's even a little too strong. Sure, Billy and Leatherface won't benefit from it as much as other killers would but that wouldn't mean it's useless. An instadown against bodyblockers as ANY killer sounds extremely useful. Especially Pyramid Head.
Forgive me if I was misinterpreting you, but were you suggesting that FP causes insta-downs instead of Broken?

It's not so short that it doesn't matter. That's precious time of them healing instead of doing gens or something more important.
Also so the plan is, hit them, let them run off, chase the blockee and eventually find the blocker before the 60 seconds ends? Okay. I still think instadowns would make for a much stronger/exciting perk, but sure.
On a Killer with an insta-down, you have no reason to use FP, obviously. On Killers without, there aren't any insta-down perks that I actually like to use.

Either 1. You chase the blocker, and then Broken is meaningless because they wouldn't be healing in this situation anyway..

You WANT survivors to waste time healing. I really don't understand this perk. I see the synergy they were trying to do with Deathbound, but it's just so situational and doesn't work.
It should just be an instadown. Token based instadown, like Mettle of Man, but for killer. Every 3/2/1 protection hits, the next is a instadown. Makes a lot of sense for Pyramid Head too, both character-wise and gameplay-wise.
Imagine you play your cards right, and have had the blocker Tormented. Maybe use ToT, or Deathbound to sneak up on the two, instadown the blocker, send him to cage, and immediately resume chase with the blockee. This could be such a simple change to make it a good perk, but people seem really scared to have good perks now.
Unless they intend on using Self-Care for who knows what reason, I'd rather have the Survivors be in a one-hit state for a shorter chase than take a small amount of time being healed up by someone.

I just don't see the appeal of forced penance.
Most of the time body blocking happens when you try to hook survivor.But that actually helps you because now you got them injured and they need to heal.With this perk they will just focus on gens.
The other situation in which body blocking happens is when you chase an injured survivor to the exit gates and the teammates prevent you from downing the injured survivor.At that point this perk is useless.
It doesn't even have to be deliberate body blocking. If two people are together, and you whack the healthy guy, you can effectively put a pin on them for later while you focus on the already injured one. Then when you resume things with the first guy, it's unlikely they would have healed, saving you half a chase.

Look at it this way. Good survivors won't be wasting time healing against almost any killer whether you are running Forced Penance or not. That is for a reason. This means against good survivors that perk is doing nothing.
It's actually even penalizing you because now you gave up a perk slot for it.
I'll trade a perk for health states. :P

We see how significant that is on Plague, which is not very. There are more than enough pallets and windows to have all the gens done before they run out.
Plague is basically giving up her whole power to do that, whereas other Killers are at most giving up one perk slot.

Nah. Pop is currently one of the most well-designed perks in the game. It rewards the Killer for playing well while also making it so Killers that don't play well don't get as much benefit out of it.

It's a bit of a grey area, but this is how I see it:
- The survivors refusing to repair gens are holding the game hostage.
- The killer blocking the other survivor is holding the game hostage.
- The survivor being blocked is not holding the game hostage; they are being held hostage.
- The killer can hit and hook the survivor they are holding hostage and progress the game state.
- Since the killer is the one who started holding someone hostage, the survivors' actions could be argued as being part of a strategy to prevent the activation of NOED, BW, Rancor, etc..
Keep in mind that, again, this is how I see it. I'm just giving my opinion.
I guess the way I would see it, I'd say that EVERYONE is holding the game hostage in a situation like this (except the one person who is trapped). Neither Killer nor Survivor are contributing toward ending the game, and both sides are collectively contributing to ensuring that the trapped Survivor can do nothing except DC.
