I am rank 1 and people still camp. There is no outranking them. They leave the hook for like 10 seconds and then they immediately come back to hit you the second you get off the hook. They camp in a different way at rank 1, thats the only difference. They usually win this way because they wait for people to save then hit you and hook you again. They also usually slug you so ds is useless.
The game should punish killers for camping more, without survivors needing to run perks. It is actually sad that I have to run ds every match.
If the killer leaves the hook, that's not camping. By your usage of DS, he's tunneling, not camping. Here's what the killer's likely doing.
Let's make an example. A Spirit hooks a Jake, and the Spirit walks off. The Jake gets saved by a Nea and the Spirit comes right back. The Jake is downed and slugged for DS. The Nea is chased and eventually downed and hooked. The Spirit comes back to either find Jake got healed OR Jake is still there.
If he was healed, that is at least 3 people off of a generator. If he is still there, then that means at least 2 people are off of a generator and the Jake is close to being dead.

It takes 2 minutes for a survivor to be one hooked. However, it takes 80 seconds for a survivor to solo-fix a generator. If a killer facecamps them while the remaining three are on their own generator, they can finish three gens while the survivor goes into the second stage. Mind you, this does not take into account toolboxes, chase time, and perks that increase fixing speed.
If the three survivors group up and do the last two gens while the survivor is in struggle, they will finish the last gen just as the survivor is sacrificed.

In my opinion, Dying Light was an outlier to Michael's other perks.
Save the Best For Last: Avoid hitting the Obsession.
Play With Your Food: Break Chase with your Obsession.
Dying Light: Your Obsession heals their friends faster and needs to die first to get the best results.

Honestly, watch some videos! Do research on which one you want more.
Personally, of the three (even as a diehard Legion) I would say Michael is the best choice. Better perks than the three, better ability, overall better and simpler to use.
With Ghostface and Legion, they're tricky. People say they're similar in design, not true at all. Do some research on what their abilities do and what builds work with them, and see which one you think would be a better fit. I have personally been playing Legion since I started DBD, and have been adoring the slowdown meta he's created.
But that's my taste. Yours could be different!

He's a pretty solid killer, simple and easy to understand, and his perks are pretty good!

Depends on your playstyle.
Do you like rushdown characters that can slow a game to a halt with the right build?
OR
Do you like stealth characters that are virtually undetectable until the first hit?
I personally like them both and would suggest getting both, but I would suggest Ghostface first since he requires less perk maintenance and is a little easier to use. Onve you've gotten your hands on some slowdown perks like Thanatophobia and Dying Light, Legion would be a fantastic choice.

Yes, because using a video of one of the best players in all of DBD is a smart idea for the case of "This is too strong" and "This takes no skill".
We can have a discussion on Prayer beads, absolutely, but don't act like it just takes a click and a wink to win the game with these add-ons.

The issue isnt toxicity, it's tunneling. DS is literally an anti-tunnel perk.

She's been nerfed, like, five times already. The most that's being done is to her addons, which were the problem in the first place. I highly doubt they'll really affect her main power other than some charge time and distance changes (MAYBE), but she will still be the strongest. (Good.)

Legion:
Sloppy Butcher, Thanatophobia, Nurse's Calling, Hex: Ruin
Can't state how good it is at very top tier, but I managed to climb four ranks (from rank 15-14 to rank 10 in a matter of only a few hours played) with this build. The slowdown it gives is absolutely amazing, and contrary to what people on these God forsaken forums spout, most people are pretty good sports about the build. (Probably because they have some freakin killer variety for once. That and I don't play like a #########.)

Almost like that's the point of the build?
Slow the game down to a halt so the killer actually can do what he wants.
And with that in mind, does that mean survivors get a cap on how many borrowed time/DS/adrenaline perks they can have?

If you have troubke surveying gens, then surveylance would be good.
Alert is cool if you wanna see what the killer is up to.
Knockout and Vigil are both really niche and onky really fit into meme builds that go with another, likely better perk.

Prayer beads basically just needs to be raised a rarity level (likely switch with father's glasses) and have, let's say, a five meter phase sound radius.

9 minutes is pretty decent, but the question is how were you playing?
If you were hooking people left and right, making sure they DONT do gens, that's underatandabke why you're upset.
If you were sitting in the basement, Insidious camping a hook with Bubba like a c*nt WHILE the survivor has Kindred, then yeah people are gonna do gens a lot faster.

Yeah, not a fan of the anti-aliasing either. I've missed several skill checks (including DS ffs) because the frame rate was much lower than before.
Also, the bleeding mouse sensitivity is insane. I swear they use the same camera ratio with killer and survivor, making killer sensitivity way higher than it should be.

Really all I can think of is higher BP on average. Survivors get ######### for bloodpoints, but in turn are the power role in this 4v1.

I think it's good since it negates the rank cheesing seen in plenty of games.
And with the new player argument, I can only really say that, wouldnt you want to learn from higher levels? The new player likely communicating with their friend, (and that alone gives the survivors an advantage), so wouldn't it be smart to get advice from higher tier players and use those techniques to get better?
And if the argument is having fun or not... Is not playing the game with a friend or friends fun? I know I've had games where we don't actually try, having a blast as we get steamrolled by Myers. If your sense of fun is winning, again, giving advice would be beneficial, yes?

To be fair, most if not all graphic settings should be adjustable through the game itself.
Simply having "High" or "Low" settings with a "Resolution" percentage is almost laughable when it comes to graphics adjustment.

Killer Perks:
The entity affects the survivor's items, sneakily reversing their effects without the survivors taking notice.
Toolboxes regress gen progress, med-kits injure survivors (instaheals instantly put survivor into dying state, pink insta kills them immediately), flashlights blind and can even stun the survivors, maps nullifies auras, and keys lock gates (purple keys lock one exit gate when used, pink keys lock both gates)
All Survivor Action speed is reduced by 15%/20%/25%.

The survivor strat is no longer to find the hatch, but an exit gate knowing the killer WILL close it. Believe me, I have personally escaped plenty by camping the gates instead of hatch

Yeah, while I am on the track of wanting Adrenaline nerfed a little, the instaheal is its main gimmick, the speed is just a bonus.
So my change ideas would be to get rid of the speed boost, but keep the exhaustion (you get exhausted from the heal itself) and to not allow the heal (or exhaistion) while hooked.
