No it doesn't but the smart piggies chase then go ambush again near loop spots and even if you don't. It means they'd have to have been downed a 2x times already if you played it right.
By the time it procs you've probably already gotten an RBT on them to slow the game down and running MYC you can have even more ways.

It's up to four extra hits if you're playing a killer that cannot counter, and you can't forget they still get the injury speed boost for this. It's not "just an extra hit", but an extra hit that gives them the speed boost and additional distance from it.
I main Pig, and what the ######### am I supposed to do to counter it besides load up perks into a suboptimal build?
Oh, right: camp. Because that's what survivors want killers to really do...

This screencap from over a year ago, I think. This was from my rank 1 grind, pre-Emblem, a few trials from reaching it.
Context: Chased the last survivor the hatch, which was between an active generator and a hook. I psyched him out by kicking the generator and cancelling the animation halfway through. (Pro Tip: Gen kicking can be canceled, unlike virtually any other animation for killers.) I pulled him out of the hatch and hooked him in front of it.

The Legion is pretty damn weak if people would stop ragequitting against him. It's very easy to survive him.
I honestly think Freddy is stronger, but that could just be a distorted perception due to everyone being dumb and selfish against him.

MoM doesn't expire, and killers like Pig are 1000% screwed.

The old killer ranking system of 2 sacrifices + 1 additional hook = pip was fine and didn't need to be touched. But survivors pipped at just 10k bloodpoints.
So they revamped both systems and now we have Emblem.

I hate Hillbilly more than any other killer, and he is one of the few killers virtually unaffected by this perk.

Ironically, the counter to MoM would be camping. Can't use MoM if you never reach 3 hits.

Killers hate second chance perks because the killers don't typically have enough time to try and deal with multiples of them. If you're facing SWF, which typically contains multiple perks like that, you're likely facing decent players. Your Ruin will either die quickly, or be powered through in split gens with solo repairs--which it has almost no effectiveness against.
Why the developers are completely okay with split-gen rushing, they have yet to explain, but this is the hill they chose to die on with the game's design.

I don't have any issues. You might have a bad/crappy sound driver/setup. Haddonfield is loud for sure, though, but not ######### levels.

Not only lerrys and the game, also swamp maps, certain autohaven and MacM maps, Yamaokas aswell.
The only maps billys mobility outclasses spirit are farm maps because they are really open so you never bumb into #########.
lol'd. What's the cooldown on Phase Walk? Several times longer than Hillbilly's busted chainsaw, and there's a limit on its duration. She also requires addons to make it reasonably more effective, where Hillbilly's chainsaw comes with no duration or cooldown limitations, and a one-shot baseline that can be used anywhere at any time.
The only map he can't theoretically cross is The Game. He has no issues on Lery's, even before the nerfs. He can patrol 4 generators just fine there with his chainsaw sprint.

I use NOED less and less these days in favor of other builds. I might buy the Plague to get access to her perks, though. For Hag and Spirit, M&A + A Nurse's Calling are the staple, with Make Your Choice. For Pig, I've been experimenting with for Bamboozle, Spirit Fury, and Enduring for 3K efficiency, though the lack of tracking can make 4K difficult.
NOED virtually never gets cleansed before I can hit at least one person, which is nice.

She needs momentum. Her sickness can take its toll, but only after it gets rolling on multiple people and pools start becoming scarce.

That is not the DC's I am referring to. These are all exactly on their first down. Highly intentional, every game.
I've been disconnected just running from the killer, while a friend was in the match. He says it looks like I plug pulled, but he was able to stay in the match and finish it.
This patch has been incredibly bad with this, so we can't even tell which ones are intentional anymore.

It gets killed quickly a lot of times. I love the isolation concept, but it's purely RNG in survivors' favor as a Hex perk. Tragically, Knockout is an abysmal version of it, but no survivor aura reading perk will beat Third Seal. :(

Random disconnects have been happening. I was duo with a friend and while running I was kicked out of the match. He said it looked like I disconnected, and he played it to the end without any issues. It doesn't happen often (to me), but I suspect it just hits random players a lot in general.

She's fun to play against, if only because I can't stop laughing as I wretch my guts out when she gives me Hamthrax.

It's difficult to juke her once you've been barfed on, since your coughing and puking is quite loud.
Your best bet is to burn a lot of time. She's very loopable, and you just can't take risks once you're Broken. Take advantage of the heal on the fountains as much as you can, and remember she has a weird arc to her puke.

Hm. You're not technically on the ground and running, yet, as the full animation needs to play before you can actually gain control of yourself to sprint.

Keys are worse than instant heals, imo. You have to drop a perk for Franklin's Demise, or tunnel the key holder to prevent it from being used.

You can always disable all of that stuff and disable non-friends from sending you #########. I usually hoard hate-requests for funzies, and did that for years in League of Legends.

This will become the new "chase me!" perk, but Rancor and Save the Best for Last will probably counter it pretty hard.
Mettle of Man would be good with Self Care to 99%. MoM absorbs a hit, and then you heal, get hit again, and then again if you have an instant heal. Even more hilarious if you also have Dead Hard and juke a hit.

The devs outright refuse to alter generators, goals, or their functions for survivors in any, way, shape, or form.
So their only other avenue is to tank the ability and tools for survivors to actually... you know, survive...
They basically designed themselves into a corner, because they can't undo how auto-win camping 1-2 survivors is.

I rarely used DS because most killers will just camp you because of it.
It was legitimately overpowered. Good luck against those 2-4 DS teams at higher ranks. With bad map RNG, they can loop you for a long time, and then force you to eat multiple DS before you even get your hooks going.

Meg's face tends to... not be very attractive. I don't know if it's the intensity or derpiness of her expressions, since her artwork looks good.

Of the killers I own, I only play Nurse for dailies. I generally won't even play Wraith, and will just wait until the next day. I don't play Legion a lot because their power is very clunky and has no depth to its application.

US, and it's 3 minute wait as a killer, where it was instant to near-instant even in red ranks before this patch.
Survivor is still pretty much instant, but I haven't climbed back up in ranks, yet.

I hate getting sick from even rescuing other survivors, but it makes sense given that the fountain will auto-heal you.
It's funny puking your guts out all of the time throughout the match, though.

Rank reset occurred only a week ago, and many players probably go in and out of the game. Chances are, they're just bad survivors--some people refer to them as potatoes.
