Once i had someone tell me i'm a camper just cause i play Wraith.
And i get it: He's (currently) one of the better ones at camping.
But bruh, once the Trial starts, i don't stop holding down one or two directional button(s) unless i'm doing an interaction.

Well it'd be nice to have both solo- & SWF Survivors on one line, or y'know, as close as possible.
It'd make it easier to balance Survivor as a whole.

Good Wraiths was already super strong and more than adequate. He has too much movement speed after an uncloak to gain too much distance. He can transverse the map too quickly and I've played against enough to know that you can literally dead hard and his movement boost after an uncloak is so high than even a dead hard will not avoid a hit. That is dumb and needs a nerf and I am not joking. He's almost as bad as Huntress as far as I'm not going to try against them.
It doesn't help that every Wraith uses crutch perks for ez wins on top of it.
Sounds like you're not using your Dead Hard correctly.

Make Your Choice is already solid, so if it didn't have a cooldown, you'd be seeing it a lot more.
You could probably get more use out of it than NOED, you just gotta not camp close by, you can still camp from far away.

The added additional slowdown during the uncloak was intentional.
The short slowdown he was experiencing after having fully uncloaked is now fixed.

Weird and boring.
Weird cause it revolves around her not having her Killer Power, which is like the opposite of every Add-on ever.
Boring cause again: It's about not having her Killer Power, one of the reasons why you chose to play her.
Really would've liked to see something else, like an Add-on that makes the Hunting Hatchets return to her hand once they collide with something, dealing damage to any Survivors on the return-trip.

Well naturally you wanna be cloaked whenever you're not in a chase and not doing anything, as you'll be much faster, can still do multiple things while cloaked, and be both Undetectable and invisible.
If you chase someone and you think they have Dead Hard but you don't want to miss, or you want them to drop the Pallet but don't want to get stunned, start cloaking for a split second and then stop. The sounds and visuals at the start of the animation are close enough to Wraith's hit animation, so it mostly gets the Survivor to take the action you desire. It won't slow you down in any way, so it's preferable.
The meat in Wraith's offense is in his post-uncloak super-lunge, you'll wanna utilize this as well as possible. It's not of any use in a chase that consists of running in a straight line, they'll outpace you for sure, and in loops in which they can see Wraith weakens the super-lunge greatly as well since landing it is partially and primarily based on mindgames. The low piles of trash on Autohaven Wreckers for example are just no good, competent Survivors will know very well how to place themselves in the loop. But with high walls like on Coldwind Farm, i have found that most loops (if not all) give room for mindgames.
I think i was always the 1 in 100 Wraith players who thought it was worth it to cloak after landing a hit, since 99% of my Survivors always wanted to make as much distance as possible, to waste as much time as possible. But now that his cloaked movement speed is much larger, it's more often than not worth to do now.
Both of his Ultra Rare Add-ons are actually really good. All 4 of his Very Rare Add-ons have at least some value to them, ranging from fantastic to okay. Of his Rares, you'll probably want to skip Blinks on your Bloodwebs if possible. Blind Warrior also isn't too great, but can be made good with the right build. Among his Uncommons, Blind Warrior is kinda weird, cause you are disabling a whole selection of Perks someone could have, but it's really not the best selection that you're blocking. Or at least not the selection that would be most beneficial for the Wraith to block, no Aura Perks work on him 50% of the time. All the other Add-ons range from cool to okay. The Beast can be kinda funny for Terror Radius builds, but other than that it's just another one of those crippling Add-ons. The Serpent is meh, The Hound is really only good if you like Bloodhound, and The Ghost shines greatly if you combine it with a Clapper.
Just a personal recommendation: Since he's all about M1s (and unlike most other Power-related M1s, his are still considered Basic Attacks), consider focusing on applying the Exposed Status Effect on them. With his fast movement speed, sneaky approach and juicy super-lunge, it's very much possible to completely deny the chance at a chase. I haven't ran a slowdown Perk in my main build ever since the Blight came out, and i'm doing really great with 2 Exposed Perks on, especially Make Your Choice deserves a spotlight.
The grab combo (Coxcombed Clapper + The Ghost - Soot) can be really fun, but do watch out as they'll definitely have their ears focused on your uncloaking sounds after their first grab.
Also don't underestimate the power of All Seeing - Blood, you might be surprised to see where some Survivors hide. Using it before has helped me to consider looking in specific spots when i think someone's around, and then it sometimes yields results.
Corners are your best friend on this guy, your Terror Radius and Red Stain will remain suppressed until you have fully uncloaked, so consider starting your uncloak out of sight and come walking in right during the first ring of your bell. You'll maximize the amount of time you'll have to land a hit. This super-lunge is powerful enough to even catch up to Sprint Burst users, but trust me when i say it's definitely harder to do.
Swift Hunt Add-ons sound appealing, but if the numbers are still correct then they're actually quite mediocre. They're a nice addition if you got nothing else specific you want to put on, but having the 2 best ones on doesn't even remove 25% of your total uncloak time. Still they're better than Blinks, so y'know.
I don't really got any Perk suggestions aside from Make Your Choice as that really depends on your preferences. Many people prefer to play Wraith as a hit and run Killer. I prefer to commit to a Survivor once i've found them.

I played some games without addons and the only thing i had to do was to uncloak right behind them to super lunge at them
I'm just glad that move's a thing at base power, cause i'd have it on 24/7 if it was an Add-on.

That he has quite useful Ultra Rares is very nice indeed.
And i really enjoy his "All Seeing" - Blood.
But the Shadow Dances & Swift Hunts aren't that great in normal play, especially the Swift Hunts are very mediocre.
More movement speed is still just nice to have, though he doesn't need it as much anymore. (Which is GREAT, i love to have more stuff be appealing as well.)
"The Ghost" - Soot is meh on its own, it doesn't matter much if they can hear your bell.
It truly becomes great in combination with either Clapper, though i guess such weakness is to be expected from a Common Add-on.

Please don't call them free moris, cause like you said: Getting to actually use them is a rare occurrence, and requires quite the build-up.
That said, my usage rate of the Perk is fairly high: If it's not cleansed prematurely, i usually get 1-3 Exposed hits in before they find it.
And then the rare ability to kill them happens, hmmmm, maybe once every 7 trials?
At that point, i switch from my "don't care about my Hex Totems" tactic to "care a lil bit about them".
Y'know: I go check on it, but don't just hang around at it.
From my experience, it's more rare for the Hex Totem to actually get cleansed at that point, usually Survivors all drop like dominoes.
Some even give themselves up, not wanting to face a super-lunge Wraith with perma-Exposed & killing without any hookings.

The amount of kills VS the amount of escapes, sacrifices & DCs was always very low, talking below 5%.
Now that the best 2 are 2nd hook only, i imagine it's even lower, and so their usage as well.
Most BP Offerings are now more appealing than these, unless you really like kill animations.

It is an allowed way to play.
It screws you over, but that's always been one of the main things of DbD: Survivors are given the freedom to screw with eachother.
It's not recommended, barely any equipment the Survivors can put on puts others at a disadvantage, but you can still do some things.
You can still repeatedly fast-vault a window next to a repairing Survivor, and immediately drop any Pallet you come across.
It's not a good idea, but you can do it.
There's a good reason why lots of Survivors like SWF.

If you suspect they want to suicide, instead of going over there immediately to help, you can just stick to whatever you were doing and observe them from afar.
If they die in 5 seconds on the Hook, you were correct.
If they stay alive for longer than that, they're actively trying to stay alive.
Anyway it seems your expectations for this change are misplaced, this is merely coming to ease the 2nd phase a bit.

I respect your opinion, but Behavior has changed a lot since Freddy's first rework. I doubt they'd put in the effort to give us a way to play as Old Freddy. Hell they'd probably already have done it by now if they were planing on it.
I too doubt they'd change him back, but not for the reason you believe.
I just don't think people generally dislike current Nightmare more than the old one.

You can probably convince them to get old Nightmare back, he was changed mainly for how many people disliked him.
So all you need to do is find a way to show that 51% or more of the playerbase across all platforms excluding mobile think that old Nightmare is more fun than new Nightmare.

Though, not being able to see closed Hatches wouldn't be too much of a balance issue. It's been going like usual: Survivors bringing Flashlights without using them once, Hex: Devour Hope being of good use once every 3 Trials, no one bothering to avoid Barbecue & Chili, snowballing with ease thanks to Make Your Choice, Survivors not looking at my "The Ghost" - Soot Add-on after the Trial and wondering why i deleted my Terror Radius using cheats, stuff like that.

Rick would fit too but i'd rather not: He really stands out as quite the marksman, but there's no guns in here, and applying his talents on aiming Flashlights is just funny and sad.
I figure Lee's Perks would be observation stuff due to how The Walking Dead gameplay works, and Altruism for wanting to protect Clementine.

Kinda weak, it'll add about 3.6 seconds per regular heal on its own.
If you like the idea of those small additions adding up overall, or seeing potential in the small addition, or want to combine it for some anti-heal stuff, go right ahead.
I'm not digging it and also recently removed "Blind Warrior" - White (Sloppy Butcher in Add-on form for Wraith) from my Bloodweb preferences list.

I simply unconsciously keep in mind that it's just a game.
I understand that for some people "just a game" isn't enough, but for me it is.
Also i recommend Journey, breathtaking, especially if you get a buddy who sticks with you throughout the entire thing.
