The perk is a very well balanced perk. It's a regular part of my kit.
If you have an issue, run a couple Obsession perks. DS and, idk, OoO or Sole Survivor, or both.

The add-on that @ScottJund mentioned is the Wakasashi Saya (or its lesser version, the Katana Tsuba). He's mostly correct in his description however I would like to add that the add-on actually boosts the post-phase movement speed faster than her normal phase speed, as well as increasing the duration in which the speed lasts.

Yes. That's because on the Survivor's end, you hit them.

It's not hitboxes. It's latency. On the Killer's end, they hit you. Maybe not on yours, but the game favors the Killer in this instance.
