The problem with NOED isn't that it's too strong, the problem with NOED is that it's annoying. Evaluated on its merits as a tool, compared to the other perks in the game, it's aggressively mid-tier. Very flimsy, requires good play throughout a match with only three perks active (without accounting for bad survivor play at the last second, of course), and only active during a very short window, on top of being the most counterable perk in the game. It simply isn't OP, because it's barely even good.
But, it's still annoying to be hit by NOED, so I support it getting changed. Just not nerfed, it doesn't warrant that.
It annoyed me when it used on the 1 hit wonder killers like bubba,Michael.

Condemnation should be a real threat, and her TVs should be a threat, so survivors should be encouraged to take and deposit TVs to stave off condemnation and remove the Onryo's power from the area for an extended period of time.
Onryo should have a bit more to play with in terms of phasing. It should be made MUCH clearer when she's demanifested or not - and let her phase through pallets and be rendered immune to their stuns while outside of manifestation.
The biggest draw would be to supremely mess with survivors and fill them with dread and uncertainty. Condemnation should act as a cumulative Doctor Madness and creep survivors out - making them see film grain and illusory Onryo's approaching them - hearing lullaby randomly and directionally with random variation - seeing strange occurrences on the hud (like warped faces).
This would make the Onryo two things that no other killer truly does:
1.) Instill a sense of pure paranoia in survivors as the match draws on - as several visual and audio cues will betray their senses and open them up to misdirection.
2.) Actually be interesting to play against.
I wouldn't mind a bit of passive when around a TV set either. Whenever a survivor is around a TV they slowly get a bit of condemn.

Well he kinda is in it. If you do ada side mission he the one you are reporting too. He also in mercenaries doing his thing against the villagers.

Speaking of BW, you'd also be shocked at how many survivors don't know that hiding in the gate area is a really bad idea and will also accuse me of hacking because I knew exactly where they were hiding.
I always leave before a survivor get hooked at end game. I don't wanna be stuck with them and the killer.

Are there times when the killer would have come at me regardless and DS would have saved me? Yes. But for every one of those, there are nine times when a teammate snatches me off the hook with the killer only getting to take three steps away or if the killer did actually leave, my teammate grabs me and sprints away as fast as humanly possible and/or makes sure to hide before the killer comes back.
Same I rather my teammates run borrow or wait to unhooked me.

At this point DBD's code is so bad that you could change 1 number on legion and it would delete 3 killers from the game, make Oni start with his power, make trapper unable to untrap himself from his traps, make wraith be able to attack while inside cloak, Nurse moving at a permanent 300% movement speed after blinking, and finally Sadako getting stuck in her TVs
Myers new buff(bug) will allow him to instant mori without tombstone.
