Legion was anything but stupidly strong.
Even hardcore Legion mains wouldn't consider they stupidly strong the most they would consider him is alright or mid-tier so I have no idea where you're getting there super early strong from.
Also considering they changed it for consistency and even in the Stream admitted that it probably wasn't the best idea considering it took away a lot from him I still don't know what you're getting that opinion from.
Considering it was only changed when they buffed their frenzy movement speed and vault speed which wasn't too long ago I'll run through each of the perks you mentioned.
1) sloppy butcher probably the only thing that you actually have a point with but even then no heal gen rush meta is a thing.
2) Save The Best For Last would mildly cut down on and I say this because honestly it's better on paper than it is in execution.
If you think it will be game breaking then you work really over exaggerating the usefulness said it would provide
Usually you'd be using frenzy so frequently that you won't be cutting that much time out of chases because most people injured already.
It would help on the rare occasions when people do actually decide to heal on the Legion which most people didn't refer to sloppy Butcher.
If you actually want to be more specific. Amanda, Demi Logorgon, Ghostface,Myers and Deathslinger can all utilise it better than Legion used to be able to
3) gear head is a terribly conditional and situational perk in its own sense trust me frenzy ain't going to make that any better. Honestly talking about it would be beating a dead horse at this stage
4) Franklin's Demise is super conditional and it is only good or relevant if survivors have items if they don't it's a waste of a perk. So no it wouldn't be popping frequently. That's like saying Iron Maiden will incredibly frequently with doctor it doesn't.
5) yeah I can't really take you seriously if you say that hex the third seal would be super strong. It literally will only get activated efficiently before it inevitably gets destroyed. If that's the case then breakout makes mettle of men an incredibly strong.
6) insta Downs have never been able to be triggered with frenzy not with Legion on release not after their rework and not after they were affected by the power basic split.

To answer, here is my hypothesis.
As Amanda uses m2, she goes into the "ambush" state. She has a different animation and a longer lunge.
Legion goes into a "frenzy" state, causing his attacks to be given a "deep wound status" ability.
For Deathslinger, I believe he doesn't gain the status, but survivors do. They get inflicted with a hidden semi-exposed status affect, and it give you deep wounds if
1. The chain breaks and stuns the killer.
2. You hit them with a basic attack 1 second or so after he manually breaks the chain.
I don't know it still seems completely ridiculous to me

Legion's frenzy
Amanda's ambush
Both hit you with their basic weapon their knife and Hidden Blade respectively when using their power.
This is in the same fashion of how the DeathSlinger hits you with his basic weapon the bayonet using his power.
However the Deathslinger can activate on hit effects yet Amanda and Legion cannot.
But considering you brought up huntress it makes sense that she could not activate certain perks as you can't even make the basic attack argument as she's not hitting you with her basic weapon it's an alternative weapon (the hatchets) same thing goes for Billy bubba and plague.
However Amanda and Legion hit you with their basic weapons whilst using their power but they do not activate certain perks whilst doing so whilst DeathSlinger can

Since I'm the star of the show in this thread let's clear some things up.
I'm killer biased, but I still recognize the struggles survivors face. The ability to do this is called empathy.
I talk about the same issues because they remain issues for many players. They remain issues because there's seemingly nothing being done about many of the big issues.
My skill level has nothing to do with the issues in the game.
People (like yourself) take me seriously because the issues I talk about resonate with them in one way or the other. Some people agree, some (like yourself) do not after all, you wouldn't have such strong opinions about me if you didn't take me seriously.
Just because you don't have an issue with something, doesn't mean the issue doesn't exist. I'm currently unaffected by corona because of how and where I live, but that doesn't mean it's not an issue.

This definitely has a lot of potential and I do agree it will be really good however I do see that it might lead to a lot of Lobby dodging of people aren't using the meta perks. (No mither probably being the biggest thing to cause lobby dodging)

I think they previously stated they had ideas about attaching skill checks to luck but didn't know whether luck should cause more skill checks or causing less.
To counter perks like a gearhead and huntress lullaby you would most likely want to have a lot less skill checks.( I know it's no it's not a factor anymore however something like old ruin would also require you not to want many skill checks)
But with perks like autodidact and stake out you could reliably want a lot more.

It's typically used to be annoying which is literally why some people find it annoying.
Some people also find a killer smacking them after every hook annoying or a killer nodding after every down.
When someone does something annoying to try to get on people's nerves it usually gets on some people's nerves if you enjoy it that's fine. But realise you don't represent everybody

Btw the point of the post was to add incentive not to do it by rewarding the player who doesn't.
Engaging in the one vs one aspect would give you a significant boost in bloodpoints and emblems however you could still play the old way without anything being affected.

What are you on about one of the survivors greatest defences pallets are literally his biggest weakness.
Unless it's a super unsafe pallet or you happen to mess up your positioning getting shot at a pallet means nothing to a survivor especially if they're already injured.
As for windows when going up against him learn that after a vault you should always try to at least cut to the right or the left rather than going straight.
Not only does going straight make you easier to hit with the chain itself but it also makes it easier for him to just to drag you back to the window for a smack.
If your preemptively going left or right not only are you harder to hit with the chain but if you do get hit with the chain it's a lot easier for you to when was enough tension with the wall on the chain for a snap before he can actually get you to the window in hit range

Can we stop with this annoying straw man argument saying that it would lower the value of a perk is not indicating that you rely on it.
Devour hope and no one escapes death are meant to come as a surprise either one that's built up or one that comes at the end.
Too much information can very easily ruin the value of those surprises does that mean that you need those perks to win no but it is annoying to have those values ruined.
Another way to put it in a more survivor based context going up against plague can very easily make healing perks useless however making that statement does not mean you rely on healing perks

How is it a counter? Solo survivors waste more time trying to find out how many totems left than doing all gens .
Small games counting or using detectives hunch can very easily reduce that amount of time.

As I said before if you watch the clip the survivors were potatoes killer shouldn't be punished for that. when you have situations like that of course your rank system is not going to mean anything.
Same goes to Survivor you should not be punished because you went up against the killer who was bad and didn't get any hooks or even hits.
Whether you rank up or not should be based on your skill not based on if you tick an arbitrary box. That is how you make rank actually relevant

it takes the element of surprise that no one escapes death can have and running no one escapes death is already a gamble as it is.
If it's on a perk at least you're sacrificing a perk slot for the information.
If you don't want to bring in the perk you should either trust your judgement that they are all taken care of or have to go the extra mile in looking for totems.

Basement hook is good if you want the best hook to defend but outside of that it's really not viable.
The time it takes for you to go up and down stairs can hinder perks like a barbecue and chili and thrilling tremors
It's numerous lockers can make it a very safe place to use decisive strike or head on to deal with Killers.
The time it takes to go down the stairs hook somebody and go back up the stairs can often be helpful for other survivors completing gens you would be surprised how useful an extra 10 seconds on a gen can be.
In general basement hooks are great for Defence not so much for anything else

To answer your question most people are hypocritical in general it's not just most Killers it's not just most survivors it's genuinely a lot of people.
You don't have to make it an us vs them type thing most people don't like feeling cheated whether it's because they felt like they got gen rushed or if they feel like they got slugged or camped.
The way you phrase this question in itself comes off as very hypocritical as it seems that you don't take into consideration that both sides complaint just as much as each other it's not one side does it more.

If you add it to small games or something else like that (basically survivor version of the thrill of the hunt counter) then that's fine.

Fair enough if you want this to happen but you're going to have to have something that compensates for it.
You're going to have to reduce stun time for a broken chain. Hits now matter 4 seconds is too much
You're also going to have to make it a lot more difficult for a survivor to break out of the chain as his shots now count more.
So if there's going to be an 8 second cooldown on top of his reload time when you're going to have to keep him faster movement speed 115% so he can actually choose between what he wants to shoot or attack.
If you're willing to accept these compensations then show you could discuss the merits of your changes if not then stop complaining about something that doesn't need to be complained about.

The DC survivor just wastes 30 seconds of the killer and leaves the game. So the other survivor's game is ruined. So what happened? Nothing. What is the difference? None of these are valid reasons for disconnecting even if you did a survey to ask these would still not be considered valid reasons.
Yes is it annoying when you get certain bugs is it annoying when the game is taken hostage there should have workarounds so people don't get punished but if it happens the others iv6e have mentioned above you should definitely get punished if you choose to disconnect because of that

I'm hearing is oh no I gen rush the hell out of a killer or force them into an annoying Hatch standoff looks like survivors boring to play.
( also before this discussion gets brought up the action of gen rushing is not a bad thing it's the survivors' objective it's the speed at which it can be done which is a problem)

1) the hook survivor penalty is towards your benevolence everybody gets refunded that penalty when somebody is saved. When it comes to the penalty it's essentially don't let your teammates die on the hook score event.
2) The Chase system when it comes to emblems is simply work through on a hit basis.
When the killer gets a hit it's considered a won chase for them if you wanted to only apply to getting down you would have to severely increase the rewards towards the emblem that the killer gets when they down somebody.
However anytime as a survivor you escape the chase even if it's only for a brief second you bank all the points that you made

For example Slugging for a 4k isn't abuse
Slugging because you want the Entity to do it or you just want the survivor to bleed out (with some exception like dead zones) is abuse.
A survivor could technically kts in both situations the former is removing strategy on the killer part the latter isn't.
As annoying as it is neither of which should be should be rewarded.

4) Mindflayer fused Demo. Essentially demogorgon mixed with a bit of the sludgy look from the mind flayers manifestations
5) Blight Legion ( I would love one for my other two mains Amanda and Demo but it's most likely not going to happen considering they're licensed so Legion being my only non-licensed main would fit)

Please happen anytime new content is released for at least a week or two they will dominate matches until people just get accustomed to it and go back to their mains.

Pig needs a serious add-on pass and maybe some number tweaks but aside from that she's fine.
Haddonfield has other glaring issues besides balanced landing in fact balance landing was just its most prominent issue but most certainly not it's only one if you're going to save that map is perfectly fine then so is sheltered Woods.

Honestly it surprised me how many people use tunneling as an excuse to cover up their mistakes.
No the killer tunnels it's not my fault that I went to try working on the generator that was literally right by my hook repeatedly.
The Killer is camping it's not that my teammate is looping around the hook for whatever bloody reason giving the killer no reason to actually leave the hook.
Even though I know it does happen camping and tunneling has become so overused that I literally can't tell if someone talks about it if they actually mean they were camped or tunneled or if they mean that something in the match happened that they slightly disliked

Well I'm not saying it to you and while I do want to avoid the US vs them mentality.
Roughly about one day after the ruin rework at least from my personal experience I saw survivors practically jumping at the heel to bring tookboxes in the game just to crank out gens as fast as possible.
Before you saw that much tool boxes and you were going up against a rare civil squad even more rare coordinating brand new parts team but after ruin got swabbed toolboxes for generators everywhere.
So I'm actually not that surprised that they got hit

Because to make it activate you would have to down a survivor.
A vast majority of The Killers cannot just down survivor after survivor efficiently enough to make good use of it.
Let me list after Killers that can
Nurse: provided they are a really good nurse and have a slug build.
T3 Myers: ignoring the fact then he'll have a time limit or be the second of survivors notice what's going on there make a massive attempt not to hang around.
Oni- time limit not only that but he get a penalty reduction in his blood Fury every time he downs a survivor.
Billy: literally the only killer that could do this reasonably well without having to be overly skilled. But you would still have to rely on the survivors being potatoes.
Every other killers' downing potential is just too slow for them to make an effective use of it

I like representation.
I've always had it as a headcanon because I've considered the idea that her parents made her the black sheep of the family just because of gaming to be really stupid.
Also once you can say the her backstory also states that she considers them holiday parents the fact that become part of her anxiety and self depression when it comes to letting people down completely baffles me.
The concept of them considering her a black sheep because something other than her gaming interest (for example her being a lesbian) gives plot points those more validation.
1) it's a more valid reason for making your only child a black sheep especially for a more conservative leaning family
2) the strained relationship forward also give more reason as to why she would consider them holiday parents.
3) it would also give more validation as to why she still wants to impress them with her gaming career and not let them down.

I don't think technician needs a rework but a bonus for hitting great skill checks would not be bad.
That way I could still be used as a beginner perk to help new survivors with skill checks. Due to the failure prevention
However it can be used by veteran players who can create some pretty reliable builds if it rewards them for greats.
The noise reduction is good no matter whether you are a veteran or a new player

They changed it bc the old HT would completely shutdown sabotage, and the whole point of sabo changes is to bring it back for solo players to have something else to do other than gens.
Calm spirit counters doctor and infectious fright as well as scream add-ons.
Stridor can negate the 100-percent silence on iron will
One stack of sole survivor can completely counter nurses calling, all seeing, and Amanda's letter
Distortion can completely counter BBQ and chili
Plauge counters heal perks, so does Legion pin
A stacked autodidact can completely negate the effects of of the slow down with non obsession dying light, sloppy Butcher, thanatophobia and that clown perk when it comes to healing
What's your point there are multiple perks that can completely counter other perks or playstyles
Saying a perk should be near enough practically useless because it could counter a playstyle is stupid.
If you equip hangman's trick you're keeping it on the rare idea that you might go up against sabotage due to the removal of Hook respawns perk will be literally completely useless if there's no sabotage. You could argue to prevent body blocking but at that stage I might as well just bring mad Grit

One shot perk only- you can only hit survivor whilst you have a instadown perk activated. Powers do not count.

Make your choice
Devour hope
Haunted grounds
No one escapes death
Rancor
Remember these perks must be active to count in the case of make your choice if you hit the wrong person you have to leave them then go find the right one.
Trap pop Mandy- you are not allowed to Sacrifice, mori or let people bleed out the only way you can kill them is with bear traps
No one escapes Memes- you must get a 4K using endgame collapse. Blood warden and noed are your best friends. No Bleeding Out no sacrificing and no killing Them by your own hands. you must leave it all to The Entity

The return of actual infinites I mean sure why no well good luck actually getting anybody to select that option.
Considering you will only be able to play with people who also pick the classic option. The survivor lobbies are going to take years because you're not going to find a Killer and if you choose to play Killer well as I said actual infinites more power to you.

With Adam I think everybody but the two Adam mains kind of forgot he existed.
As for Jeff I haven't seen a Jeff in my games since November when I'm watching YouTube videos or strolling through the survivor selection screen for a daily I remember oh yeah he exists.

Nemesis and all of Mikey's perks can make an effective stabby build. Get stunned by your new Obsession, activate FF (mainly used for finding people here), get a PWYF stack after stabbing them then run off to get STBFL stacks on whoever else is nearby. May not seem efficient but can snowball immensely and you'll almost always have at least one token towards PWYF.
The Legion pin can perpetually keep everyone in the broken state. Better than Plague since it shows you exactly where everyone is.

The problem is getting hit with deep wounds in its current state is not a threat.
There are survivors who would rather take a deep wounds hit then anything else. Hell you literally have people who would just run into Deep wounds just to get it over and done with.
Also there are people who will see you in feral frenzy and take extreme advantage on this like continuously working on a Jlgen because deep wounds doesn't do anything and you have a 4 seconds stun if you try to cancel or double tap.
Surprisingly enough feral frenzy used to have this perk synergy anyway and it was an incredibly overpowered funny thing don't you think. This synergy used to literally always be part of feral frenzy and it was never overwhelming for survivors why do you think it suddenly will become that now

Ok so what I'm hearing is I want it inconvenient everybody in the entire match because the matches and going my way.
When I get punished for ruining everybody's time I'm going to get annoyed because I'm getting rightly punished for ruining everybody's time.
Listen everybody has situations where they don't like how the game is going Killers or survivors. You're not special you don't deserve leniency because you decide that you want to do something that by the way is bannable because you you didn't get your way in a match.
