Balanced. Honestly, it's an example of a perfect perk.
It's strong, it has counterplay, it forces risks and decision making on the killer side but rewards those if you succeed. We need more perks like this.

Regardless of what it is it's simply bad. Incompetence or bias it doesn't really matter.
It does matter, as Survivor bias would mean that no harm was ever done to the Survivor side, which is a pure lie. There's been nerfs to Survivors, buffs to Killers, reworks of mechanics to be more fair, etc.

BALANCE CHANGES
- Increases the speed at which the Demogorgon places a portal by 50%
- Increases movement speed in the upside down to 25m/s (was 20m/s)
- Increases the speed at which you enter a portal by 30%
- Upon pressing mouse 1 before your shred is charged, instead of performing a basic attack you now will do the minimum shred distance.
As the best Demogorgon main of the forums (/s), I'll go over your changes. The basekit changes first:
Old Rat Tail felt really good to use, it being basekit would be nice
Faster teleport is nice, the 0.5 Meter increase won't be much but it's something
Faster Portal entering is a really good change, it would help a lot in cases where you're trying to save your Portal from being closed
This is ok, it would really only help beginners, but won't be that useful to older players
Add-on Changes:
Rat Liver
This is meh, since Demogorgon only gets slowed down when the Shred is ready to be used, Rat Liver doesn't help much
Rat Tail
It already does this so I don't know what your rework does
Sticky Lining
That's a good addition to this Add-on
Viscous Webbing
That's a really good rework. That will help with getting some really nice and quick Shreds
Rotten Green Tripe
Seems really useful, especially when Survivors start running away as soon as you teleport
Mew's Guts
Can't tell how much better the Shred would be if it was faster
Eleven's Soda
This would be really good against those ShiftW Survivors
Thorny Vines
The first effect seems good and fine on it's own, but combined with the second effect might make it a bit too good
Brass Case Lighter
Good rework, would work really well with Viscous Webbing
Vermillion Webcap
While it certainly is more useful, stealth Demogorgon still wouldn't be that good
Lifeguard Whistle
It replacing Deer Lungs was such a good idea

Great changes, though 75% might be a bit much

With Demo, you are relying on survivors not to predrop.
With Nemmy, once you hit T2 you are golden - I'm not the biggest Nemmy player, but you should be able to hit T2 quite fast.

Demo isn't really a pallet breaking machine though. He can do it in a pinch, but not as well as other killers unless you are running Glasses. The only time he shines is if you shred directly into a pallet mid-drop, and smart survivors will always predrop against him for this reason.
He's better than Nemesis imo, since he can always break Pallets. Nemesis is required to reach Stage 2 to break Pallets, which can take a while depending if Nemesis is using Marvin's Blood or not

Well no, they do have time against Clown. He's an M1 Killer with a 32 Meter Terror Radius and no ability to catch up. If they realize he has Pinky Finger, which isn't hard, they will ShiftW to the other side of the map before you can even catch them

Most are good changes, though there are a few I dislike:
Brutal should be either 35% and stackable, or be 50% not not be able to stack with other Pallet breaking Perks/Add-ons
Tinkerer isn't in need of a nerf. It's a pure info Perk and requires slowdown Perks for the info to be actually useful
Bloodwarden might need it's time reduced if it always activated
Coup De Grace shouldn't get up to a max of 40%, 20% seems more reasonable
Basement Hooks should be Scourge Hooks, but the reduced amount of normal Hooks turned into Scourge Hooks isn't needed
NOED doesn't need a nerf, as it's already weak, being able to be removed before it even activates. Most of the time you won't get more than 1 down thanks to this Perk anyway

That's actually examples of fun from survivor POV. From killer it's the opposite.
I use noed only on Twins as part of the endgame build, because I don't care about improving as them, so I get max of 6 hooks (if I get really lucky) and if survivors didn't do the bones it's not really my problem right?
And DH is really stupid and unfun as killer especially since validation was added.
There's no Killer Perk that is on the level of Dead Hard in both strength nor fun so there can't really be a comparison. An annoying Survivor Perk that is balanced would probably be something like Decisive Strike. It's not fun to be hit by DS, but it's balanced

Fun and good game design is not the same.
I never weaponized fun, I just stated that balanced usually means more fun. Fun =/= balanced, which I agree with. Look at NOED for example, it's not fun, but it's balanced. Dead Hard is the polar opposite, it's fun to use, but it's far from being called balanced

If competitive mode to be added they would have to put more work into balancing and precautions against all that you've mentioned.
The devs don't like putting too much work into the game, it's why DbD is so unbalanced. If they just listened to the community and implemented the most needed changes, DbD would be way more balanced and fun

Why Survivors enjoy being toxic towards Nemesis in particular? Because most Nemesis' tunnel the first Survivor they find due to how inefficient Nemesis is with time management

Competitive mode won't work in a game like DbD, because it's boring. You'll only see tunnels, camps, Nurses and gens getting repaired in 5 minutes. If you add any precautions that will assure that none of these can happen, you just get a boring game of running around a Pallet, drop, hit and repeat twice per Survivor

This is the problem as to why it's not the best addition, nor even a good one. It only benefits a small percentage of the playerbase, which even they get screwed over because if they do a bit too well, they get into higher MMR brackets

CoH is really good on paper, and op in practice. A free heal for the whole team, but only requires 1 Survivor to bring, but has a loud sound que when it activates, pretty good, in practice however, it's op. The sound que doesn't tell the Killer where the Boon is, the sound range for Killers is way smaller than Survivor, works on multiple floors and the Killer doesn't have time to go out of their way to snuff it, otherwise the Survivor get free time of Generators
