The perk is one time use that you may never get to use. The majority of the time Adrenaline is triggered you are not injured or in a chase so even then it has no effect on the game. Why don't you explain why you think it's necessary?
Because in some other cases you can have the perk go off outside the chase and you could be exhausted already, this can prevent survivors from getting other exhaustion perks from going off, it prevents survivors from getting back into the chase and looping again after all gens are done

They work on R6S but people get like 12 ping... least I do - I have no clue why it’s so low and I don’t know if this is BVHR’s eventual goal. (Or atleast 50 ping is probably good enough) - on ptb I was offered 110 ping each lobby search or more :P but pretty sure on previous dedicated server tests it has been green/50 ping before.
Saying that deathgarden felt alright with no problems when I played it.

I feel like he's pretty good. Not OP but definitely high mid tier. His map pressure is insane and his pounce is really good for mindgames. Pallets are extremely unsafes against him. Just kinda wished that he could destroy old portals himself so he can place another one.

It does however have downsides if the killer runs specific obsession perks. Dying light and Rancor in particular, which encourages the killer to tunnel you.
Correction, just Rancor as Dying Light got changed to not be designed for tunneling unless you are really REALLY special and tunnel the obsession while you have dying light
