Why Leader doesn't affect it owners?
Streetwise does, Vigil does, Leader doesn't, why? It will not be OP, it doesn't affect repair speed anymore. Healing speed op? People can use Botany which even gives more healing speed.
There are almost no ways to increase cleansing, unhooking and sabotaging speeds, so, it should be a nice but not breakening buff.

Look at the name of the perk. Leader. You are supposed to be encouraging the others to work better.
I'd rather people not stack leader and prove thyself buffs for even faster gens done
