CoH is the only viable Boon. Other 3 are bad. What you are suggesting would would the other 3 even worse and Boon bad too.
I would be happy to have Boons be breakable if in exchange you start the match with them and they have no setup time. Especially if they take 15 seconds to break and have a global mapwide effect.

though I would buff that number a bit, 30 seconds after a hit is usually not long enough for you to need to use the perk again. If it was something like a minute, then I think it would work.
Numbers can always be changed. 1 Minute should be fine too.

Well there is no turning back now, is there? Survivors already learned that slamming gens is the best strategy. They won´t suddenly unlearn this if the devs remove slowdown perks.

The problem with the Perk is, that it's the only exhaustion Perk in the whole game that lets you use it at any point in time that you want. Every other Exhaustion Perk has restrictions placed on it that allow the Killer to anticipate and try and play around it: Sprint Burst can only be activated at the beginning of a chase when the Survivor starts running, Lithe requires a fastvault, Balanced Landing needs you to drop from a great height, etc - but Dead Hard is just a looming threat throughout the entirety of your chase with someone.
What I think needs to be done is that they add an active requirement to the Perk that needs to be fullfilled before it can be used.
My favourite idea atm would be to scrap the whole being injured thing and replace it with "after being in chase for X seconds without getting hit, Dead Hard activates" (I am still unsure about whether that timer should reset when chase is broken or not).
The problem I have with your idea is, that it just nerfs the already weakest part of Dead Hard, that being Dead Hard to dodge a hit, without really addressing why the Perk is so strong, that being Dead Hard for distance - which is a result of them being able to use it whenever they want.
This is absolutely the issue. This is why I run it. Not because it's a good ability. The ability is crap. 3 second sprint is far superior then a crappy dash. What makes Dead Hard strong is that there is no condition and you can simply activate it anytime you need it. It's 100% reliable and always there when you need it. There is no way to balance a perk like this without gutting it. Reliability is the most important thing there is.
It needs to have a condition to activate. And I think I have a good idea for nerfing it.
Maybe it becomes active for 30 seconds after taking a hit?

That is not what he is saying. What he is saying is that gen regression perks are bad because you have to hammer gens as fast as possible or they will regress losing all progress. Gen regression encourages getting gens finished as fast as possible.
Corrupt Intervention is one of the best designed perks in the game in my opinion in that it just slows survivors down and stars chases earlier and not in a boring way like "25% slower repair."
God I love Corrupt Interventions design...

I'm also never going to get the 'kill all 4 survivors in the basement' challenge because I'm not mean enough to try for it.
I really hated 'stun the killer x times in one match' because red rank killers were too smart to pull that on more than once or twice a match. MMR's made it considerably easier. Still, it's frustrating when so many killers in the roster are ranged or semi-ranged; you can't even try with them or you're just going to get hit.

Stun the killer I guess is hard too...? But not really... Not like that BS challenge that should never have been in the game... >.>

Has a killer ever let 4 survivors escape? Yes. But it is about as common as survivors giving a hook and yes I have seen both. No, letting 1 person escape is not the same as letting a killer kill you.

Ahh okay that is what you mean. Sorry. I still say however that it needs to be fixed so that we can get real valid information on it to know what exactly it looks like in a real functional environment. Having it favor the killer just makes it an impossible to fix buggy mess. It will never ever be nerfed so long as it favors the killer.

I just call it like it is. It's an objective buff for a perk that was already either too strong or in a good spot.

Yes, survivors don't get enough Blood Points. It is by definition unfair. No way to justify the current situation and the people doing so just hate survivor players and want them to grind longer and suffer.

That is your logic not his. You are the one not being consistent. You don't need a T-shirt. You don't need half the stuff you have but you have it anyway and there is no way you will even consider giving it up which is why I really don't care about climate change. Yep that pretty much describes me. Then again I really didn't give a crap to begin with. Sure, I care on some level and think it's dirty but 3 things to note:
- "vote with your wallet" is just wishful thinking and does not, has not and will never work.
- I enjoy this game way too much and was very particularly excited about the new Boon Perks and Windows of Opportunity.
- Most corporations are doing nasty shady stuff like Apple and slavery. It's a cruel world. Go figure.
- Nature will take it's coarse. I have no control over the real world. We will either fix climate change easily with new technology, suffer through it and then try to mitigate it(Most likely) or be rendered extinct by it(Least likely.) Either way I can't do crap about it and neither can anyone else(Bill Gates & Joe Biden included.)

I guess but it will increase the survivor killer blood point disparity even more. WGLF kind of blows for blood points. Make it 50% stacking 2 times would be better or make heals count too.

Iron Will and Borrowed Time are absolutely not second chance perks at all, they don't negate the downside of making a mistake- you're going to be injured some of the time and you're going to be hooked some of the time, it doesn't necessarily mean you made a mistake. They're just strong utility perks, not second chance perks.
Regarding cost, maybe- that's definitely one way to balance them. DS has one because that's the best way to balance DS, but some of them could maybe do with more of just a straight nerf instead. Take Unbreakable- IF you wanted to adjust Unbreakable, and that's a huge IF, then the better play is to remove the faster recovery time for the one instance of picking yourself up, and then keeping the faster recovery time after that's used up. That's not a downside or a cost, it's just a nerf- and it's probably not even necessary.
Some of the perks on your list even HAVE downsides/costs, like NOED and as you even mention, DS.
So that leaves, what, Dead Hard? That's the one problematic perk on your list, it's not a problem with "second chance perks", it's a problem with Dead Hard, and even that's a maybe regarding your overall suggestion.
This. The only perks I would nerf are Dead Hard & NOED. I am not saying they should be nerfed but I wouldn't mind it as they are too easy to use/

they were bad before the nerf, now they are terrible. It wastes the one resource that is critical for survivors, time. Time not spent advancing the objective of gen repair increases the chance of loosing the match. The fast healing boon might have some value but if it saves 8 seconds on a heal but takes 16 seconds to bless....thats a net loss on time.
Stacking is broken and plainly stupid. Getting a free blessing for also cleansing a Hex makes 0 sense. The range nerf is not THAT bad. If they perks are not viable now they wouldn't have been viable anyway. I do not know how effective these will be my guess is that nobody will run Shadowstep because it is too easy to remove but CoH will be run by that one weird survivor that nobody likes(Yours truly) in every SWF...

Nuclear initiations don't do anything to the environment. We have initiated over 2,000 nuclear weapons in the last 70 years. It is had basically no impact what so ever.

Took me like 500 hours to learn to loop. I like killer but I get tilted and angry instead of feeling like #########. The ######### taste in my mouth after a bad survivor game ends once I exit the game for the day. The ######### taste after a killer takes 30 minutes to go away after I exit the game for the day.

But yea I agree. Play both sides. It will make you a better player overall. I learned allot about countering Spirit from actually playing Spirit. Though I hate to say it but you know killers are just gonna say "I have played survivor it's easy mode. It's too boring having my hand held."

While I don't agree with Otz on everything (only basically everything killer relate ^_^ ), he is one of the best killers out there, and he plays basically every killer and tries basically every perk combination.
The vast, vast majority of killer perks are either 'mediocre' or 'terrible'. This is usually either a result of them being so niche you may never see them actually activate, or so weak that the survivors might not even realize that it did.
There are 10 or so others that are decent, but situational/have a huge trade-off/have a massively long cooldown, and perhaps 6 that are 'good' or 'excellent' for the majority of killers and games.
Could it be that maybe the problem isn't a handful of perks being too strong - but the vast majority simply not being good enough?
Oh you mean like what both sides have been saying for 5 years now?
