Since it's random and happens whenever it so chooses... than I can't really say it's a non-bannable offence or a bannable offence.

It's weird seeing it happen...
I saw a Survivors aura shoot straight into the ground when being hooked in the basement... some how he didn't get stuck in the skybox though.

Well, because it's random it isn't considered "bannable."
I could be wrong, but if someone is maliciously using it for nefarious purposes... than it's up to BHVR, Support, etc to decide that.
So, I can't really say it's bannable, neither can I say it's non-bannable. It's a really grey area, so it's unknown UNLESS another official statement on that issue is made that explicitly states "Malicious users of this bug will not be banned, this is due to the bug being random and not consistent."
But like I said, I don't know, I can't give you an answer to that and i'm not a dev... so my word isn't a official statement, it's mostly taken with a grain of salt.

It isn't an exploit, it's considered a bug.
This is mainly because of challenges that require you to hook people in the basement, achievements that also require basement hooks, etc.
People can abuse it and turn it into some malicious, but that's debatable bannable at this point. Mainly because you can't "abuse" a bug that random happens, it doesn't happen every time.
That's probably why they're leaning towards a non-bannable offence than a bannable one.

Not that we can't talk about it, since it's stated as a bug and not an exploit... but people can abuse that bug and turn it INTO an exploit... despite it being random with its activation. So, I'm not showing attention to it because of that reason.

I think you missunderstood, i meant they encourage hooking in the basement and not anything else. This is why i mean as survivor when you play the game, expect killers to hook you in the basement due to challenges. Thus stop playing until they fix this or enjoy the bug.
I'm a Killer main, so this doesn't have a massive impact on me.
The only time this had an impact on me was when I was doing the Survivor specific Achievements that came with Chapter 14 and the bug only happened to me once.
Now that they're done, unless i'm doing a challenge than I have no issues with it and don't plan on hooking anyone in the basement... since my basement challenges are done (for now) and any I have in the future will be after this bug is fixed.
If I was at a challenge requiring me to do basement hooks... I can just skip it until the bug is fixed. Just as a... act of kindness and understand to the Survivors I face. I guess... idk.

Yes, they did.
They fixed an issue that caused medkit heals to not count towards the "Wounded Healer" Achievement. So if that's what you're referring to than yes, it was fixed.

Players can now trigger Protection Hits each 3 seconds instead of each 20 seconds. Any hit received by a Survivor while the Killer is carrying another Survivor will count as a Protection Hit.
- Deep Wound: Deep Wound timer will no longer go down when Sprinting or Mending. Deep Wound is no longer connected with the Killers terror radius.
The Legion changes
- Mend times for Deep Wound reduced: 12 seconds while mending yourself, 8 seconds while being mended by someone else.
- Attacking while in Feral Frenzy will no longer be a basic attack. This means that perks that trigger with a basic attack will no longer trigger under this circumstance.
- Increased Feral Frenzy speed from 5 m/s to 5.2 m/s.
- Decreased Feral Frenzy window vault duration from 1.1 seconds to 0.9 seconds.
- Decreased Feral Frenzy pallet vault duration from 1.35 seconds to 0.9 seconds.
- Mischief List add-on: Increased added Feral Frenzy duration from 0.8 seconds to 1 second.

Perk changes
- Balanced Landing: No longer grants the stagger reduction while Exhausted. Balanced Landing has the additional functionality to muffle grunts from falling by 100% while not Exhausted.
- Kindred: When another Survivor is on the hook, see the aura of all other Survivors (and Killer if they are in range).
- No One Left Behind: Once an Exit Gate is opened; gain 50%/75%/100% more Bloodpoints for healing and unhooking other Survivors, healing and unhooking others are performed 30%/40%/50% quicker and auras of other Survivors are shown.

- Fixed an issue that allowed Killers to hit Survivors through a hooked Survivor.
- Fixed an issue that caused The Nurse to snap at the beginning and ending of her blink. Fixing this issue required us to rework how the snapping of characters interacts with the movement systems, and could cause additional side effects.
- Fixed an issue that caused The Nurse's camera to clip through her arm when attacking while looking down.
- Fixed an issue that caused the Classic Ghost Face Shroud customization to block a large portion of the screen when using his power.

A challenge and an unintentional bug are two different things.
They're not encouraging the exploit... every bug just happens randomly, it usually happens around new patches.
Regardless, to say they're encouraging players to do it is completely false.

Isn't it a little hard to exploit something that's random? From what I've heard, it isn't every basement hook, so how exactly can a killer be aware that the glitch is going to happen in the first place?
It has something to do with the camera, so idk.
Anyways, talking about it isn't really allowed anyways... so idk. But I get what you mean... BUT! Despite being random, people are doing... things... to exploit it.

Don't really care. that kind of hooked has raise by like 80% easy since the patch... i just report everyone that does one. Deal with it... just make yourself aware of what happen in the game by looking at the forum.
I understand that the less that knows about it the better but i don't agree with it. i think being open on a problem and advise the players about it and ask them to not do it until its fix and action will be taken if its exploited its the best way to go. Or as programmer... you know the bug is there... hard time to find it. make a quick patch that disablling that kind of hooking until its fixed... i seen other game disabling some feature until fixed and its just perfect.

I'm sure they've gotten plenty reports about it already to know about it... I'm saying "the less know the better" because some Killers will actively abuse the bug to get "ez kills" or games.
That's why it's best to... not talk about it that much. I suggested you report the ones that openly admit it or give obvious hints to knowing it but not caring... Since it's a problem at the moment. I've had it happen to me just 20 minutes ago... and the Killer didn't see to care at all and KNEW about it.

It's important to know...
Not every Killer is exploiting this. Some of them really don't know about it... but for those that do and openly admit it, please do report them. Exploiting bugs is not tolerated what-so-ever, especially a game breaking one like this.

How many hours do you have in-game? And how many hours is dedicated to one of he two roles?
It's interesting to know how long some people have played and stuck around with this game. I'll even tell you that I have 1.4k hours into this game... somehow... a decent chunk is prolly afking in lobby... but who knows!

Doesn't hurt to try and ask, informing them about the issue lets them compile more data on it anyways... they'll know how big the issue is when a lot of people are asking about it.
Of course it's a big issue by default, but it just lets them know about it more.

This happens with a lot of words... some people say youtubers names incorrectly because a lot of people just say it like that, it really does stick when you hear it pronounced incorrectly so many times... that, or it mostly has to do with them either not hearing the word that much OR that's just how they pronounce it.
Most people say "Clorophobia" instead of Coulrophobia because that's how a lot of people hear it when it's referenced... misconceptions like that can really follow along for awhile.

No not really, the main issue with Trapper plagues pretty much all M1 Killers at the moment... it mostly has to do with map design than anything.
Something similar to the badham pre-school map rework would be nice for all maps... especially maps that have fairly strong loops that're very hard to brute force. (Without wasting a fair bit of time of course.)
but...
I wouldn't say he should get a MASSIVE buff, the same with all the other M1 Killers. They should just be set around a... moderate skill cap of sorts. It would give them more viability, especially at high ranks! If so, we could see a lot more variety in high ranks as a whole.
Would a base-kit change to his traps help him out? Well, it would actually be a significant buff when it comes to finding the traps... but should it be the tar bottle add-on that should be base-kit? Idk about that.
Maybe something like the add-on below that, I forgot what that add-on was so forgive me for that. Anyways, the traps should be slightly darker (maybe rusty to give a slightly darker tone) but otherwise I don't think they should be on the same level as tar bottle in base-kit. But that's just me...

Due to a bug that's happening with the basement at the moment... I would refrain from doing any basement builds at this time. It's so that they don't mistake you for an exploiter or something.
But, if this bug wasn't happening...
Than no, you cannot be banned for running a basement build. A lot of people do it, youtubers have even made videos around certain killer perk combos and add-ons WITH the basement involved.
Basement builds are very situational, but in the right set of circumstances and basement spawns... it can be a VERY deadly build to face against.
So, that being said... you wouldn't get banned for it at all no. BUT! Don't do it at this time... mainly because of that huge bug at the moment. It helps not drawing attention to it in-game so others do it as well.

You're thinking of the Undetectable status effect... which is given to the Killer, NOT the Survivors. Killers like Freddy, Myers Tier l, Wraith Cloaked, Pig Crouching, GhostFace with Nightshroud, Demogorgon when emerging from portals, etc... have it.
I'll list both of the status effects below.
The undetectable status effect
Applies to a Killer's Stealth Mechanics. When a Killer is Undetectable, the following effects are applied:
- The Killer's Terror Radius is removed.
- The Killer's Red stain is hidden.
- The Killer will not have their Aura revealed.
- The Killer does not trigger the jump-scare sound effect that plays when starting to move after standing still for a moment.
- The Killer sees the smoky screen visual effect, indicating stealth.
the oblivious status effect
Indicates to unfortunate Survivors that they are Oblivious to the Killer's whereabouts. The following effects apply:
- The Survivor does not hear The Killer's Terror Radius.
- The Survivor is not affected by any effects that are conditional to being inside of a Terror Radius.

Stealth Killers, that's pretty much how you'll get grabs. That, and Demogorgons add-ons that increase his undetectable status effect when traveling through portals.
If you want consistent grabs than try using a Lery offering with Myers Scratched Mirror + Boyfriend's Memo. This will let you see them through the walls when stalking and can let you see whoever is on a generator, saboing hooks, and what not.
That's the best combo for grabs, but you can also just use GhostFace on Hawkins or Lerys... don't use Myers Mirror build on Hawkins... it's better on Lerys due to the many routes and doors you can take in a chase.
Or, just play normally with Myers and Ghostface and focus on generator grabs. It's better with GhostFace due to him not being... you know... 6 feet tall. (And he can crouch.)
Demogorgons Unknown Egg + Red Moss add-on combo will also nab you some grabs. If you place your portals in hidden YET close by areas to generators, than you can get some easy grabs. Just know that some Survivors have ears... so they'll hear The Demogorgons stomping, noises, etc.
This should help you get grabs. I can't fix that glitch that can happen when a Survivor lets go of M1 during a grab... so that's just a mechanics issue tbh.

The change is so small that you'd think she didn't have an alternate DLC exclusive skin at all... It's up to you if it's worth the 7$ for her and The Oni... or you can buy her separately for 500 Auric Cells/Shards.
Your choice, if you're just after the alternate skins than there isn't much to speak of...

If I have to P3 a character I assure I have 1 mil bp then proceed to 1-40 them, rinse and repeat until p3 then once I have those 2-3 perks I really need named DH,DS and BT I can play it even if I dont have a good 4th. seldom I play with the 3 said perk at rank 1 if I really want to play the char and cant find perks
Yeah but for Killers this is different, for Survivors you don't even need perks to be good...

From the sound of it he's talking about recent patchnotes... but who knows at this point. From the sound of it he wants you to direct him to where a change like this might of happened. (Recently that is.)
It honestly just sounds like he dodged a almost 100% flashlight blind and might be confused on how he did that... so he must of thought a nerf happened or something?
We'll say that hypothetically a change like this did happen... we'd have to search through a lot of patchnotes to find it. Do you really want to do that Fibijean? But that's hypothetical i'm like 95% sure that he must be mistaken or something because of that dodge he did.

True, completeionists need to spend a lot, but realistically speaking, there are a lot of perks one might never consider using.

Sometimes people grab the "less used" perks to just get them out of the way.
I do that when I'm getting to P3-50 from P0-50. Its so that I can have some decent perks to use before I go into P1-P2-P3. What I do is I just only go for perks and some add-ons, if I see any BPS or Puddings i'll 100% grab them too! Once all that's done and i'm 50 in whatever prestige that is, than i'll use all my add-ons with my puddings and BPS.
Once all my BPS and Puddings are gone, than i'll go straight to the next prestige. Its a waste of time to use every single add-on and offering you got before hitting the next prestige.

From the sound of it he's probably referring to a more recent time. So I wouldn't say this is really what he's looking for.
I guess he's asking if they changed when the blindness effect happens and the timing for it. Basically, you have to time it right around the end of the animation to get the blind off... From what he's saying he basically just dodged it before the blind was 100%.
That isn't uncommon, I've done it a lot when being hit with a flashlight... if you're fully blind before the animation ends than the Killer won't drop the Survivor.

That's what it sounds like tbh, so this is kind of a "nowhere" question. Basically @Monlyth you did dodge it before he was able to 100% blind you, it just sounds like he messed up the blind...
If you were 100% blind during the animation than it doesn't stun you, unless he blinds you again after the animation. If he tries to do that... than all you have to do is look up to avoid being blind.

Basically it boils down to this, we'd have to look through every patch note to find that information... not every patch note outright labels "Flashlight changes" like 2.3.0 did. Unless someone has it on hand than you'll have to just figure it out yourself tbh.
I doubt @Fibijean really wants to look through every patch note past 2.3.0, but for the sake of time I skimmed through every patch note past 2.3.0 and couldn't find an outright labeled section that tells us when this change happened.
Feel free to check yourself, but this would take literally hours of reading to find...
Maybe @MandyTalk or @Peanits can inform you of which exact patch notes reveal this, but if they're busy than you're out of luck. They'd also have to ask someone or find it themselves... unless it's on hand to give you.

The way you flashlight save has always been this way in 2018-2019, or at least from what I can remember. I don't remember it being different in 2018, so it must of been changed in 2018 or 2017.
You might be thinking of how it used to be in 2016 or early 2017... but it must of been changed around late 2017 or 2018. It's unknown and frankly nobody wants to dig through year long patch notes to find that information... Like I said, If it was labeled for me to find outright than I would give you it right now.
But it isn't from what I could skim through, so it must be on a unique section in one of the patch notes as a footnote or something. Every patchnote is in that link above, so if you want to check than feel free. Otherwise, this is about as much information as me or Fibijean can give you, unless we spend a lot more time digging for it.
It could be on some video or something, but I couldn't find a video about it on youtube so... who knows.

It depends how you look at it.
Slugging in-general is kind of a one sided argument, people either like it or hate it. If you're a Survivor than you most likely hate it. If you're a Killer than it's considered an optional strategy.
But than you can argue that camping and tunneling is a "optional strategy" so it gets all mixed up at this point.
