I try to do this but several things can happen:
A. The survivor doubles back before I can react
B. The survivor breaks line of sight
C. I don't blink close enough to the survivor to close the distance (this happens the most often)
D. I overshoot the blink and the survivor changes direction
E. The survivor makes an unpredictable movement and I miss the second blink
F. I get an easy opportunity for a hit from the first blink

You're ignoring the weaknesses.
You say the cages disable BT and DS, but you ignore the fact that not only does Phead have no Devour Hope, Make Your Choice, BBQ, Pop, or any other hook perk, but he also cannot see the cage's auras, which means you can get saved EASILY. Not having BT or DS doesn't mean anything if you most likely wouldn't get to use them anyway.
As for POTD, when we consider the situation you mentioned you can just stun him 4head
but all jokes aside, you aren't supposed to mindlessly loop a Phead. You have to think. When you break LOS and he's within range, always act like he's aiming POTD. It isn't impossible to dodge.

I have an idea:
- Make Dying Light basekit for all killers, but the effect is decreased and the obsession receives no benefits and suffers the same penalties as the rest of the survivors. It still deactivates after the obsession dies, and obviously no tokens are gained from hooking the obsession.
- The first survivor hooked in the trial becomes the obsession

Killer:
I have Sloppy Butcher in almost all of my builds. I love the healing slowdown it gives, and I'm surprised that I see nobody else using it.
Survivor:
Babysitter. Maybe it's just my playstyle, but I think that being able to distract the killer while your teammate runs away with little indication of where they're off to is pretty strong. Again, I only like it because it fits my playstyle. Plus if someone really good at looping uses this perk and can be pretty good as well.

That's false. For many mid or high tier killers their basekit is decent enough to not require add ons. Blight? Unnecessary. Oni? Not really. Top Knot is nice, but once again not necessary. Ghostface? No
Rat tail is good but not vital. As long as you're in a portal before the one you're heading to is cleansed survivors are forced off of it, and the actions is short anyway.
And while Rat Liver is good I don't think its vital, longer loops give you more than enough time to charge up. It's really only good for shorter, tighter loops that you can get the pallet dropped quickly enough anyway.
The portal teleport speeds are fantastic and my personal favorites. However, the undetectable ones are straight trash and I wonder why they even made it in. The only one thats worth it is the Pink one. But there's a global teleport sound..... and you can hear his footsteps from like 16 meters away even if he doesnt just teleport right on you. The ones that make portals slightly longer to cleanse can be decent if you've got a lot of activated portals by gens.
He needs an add on pass tbf.

With Rat Liver you are FASTER than survivors while you hold Of The Abyss, allowing for insane mindgames.

Because let's face it, streaming survivor is quite boring. There are 3 ways to solve this problem and 3 ways only:
-Be extremely sweaty and entitled to keep viewers engaged so they can see your reactions to certain things
-Be really funny
-Be extremely toxic, because it's more fun to watch
Most people who play dbd aren't that funny, so that leaves those two options, neither of which is good for the killer.

i know that but this game is meant for solo queue. Even with a decent team, avoiding a doctor who knows what they’re doing is impossible. Even if you happen to get away you just scream and the doctor knows where you are. You can think the doctor isn’t OP but trust me, his is. And this isn’t how you gain new players.
Just because it's meant for solo queue doesn't mean you're supposed to play as a single person.
As for your statement about the Doctor, he is definitely NOT overpowered. This guy explains it perfectly:

In practice, not so much. Let's go over what you said and how much of it is exaggerated:
First, the stealth. Static Blast is on a 60 second cooldown by default, and if he's running both cooldown addons (which is very rare), it can go down to 48 (correct me if I'm wrong). This is a long time, so if he gets no one with it, he gets no tracking from his power for a full minute. Furthermore, you do not scream while inside lockers, so if you hear the terror radius and are pretty sure he's about to static blast, it has a 3 second cast time, so you have PLENTY of time to slowly enter a locker before he shocks you.
If he does in fact shock you with Static Blast, he only knows where you were at the time of the blast. You can use this to your advantage. If you are far away, run one way, then walk another. He will see the scratch marks and be confused (unless you're in the open, of course). You then have time to hide.
Next, looping. The Doctor was the first killer in the game designed to counter looping, so obviously he's gonna do it quite well. The key is to either predict the shock and avoid it, or you throw the pallet early. Also, the shock registration is in your favor if he's not running addons. Shock Therapy has a detonation time of (I believe) 1 second, up to 0.5 with addons. This gives you time to drop the pallet or vault the window since dedicated servers are not in The Doctor's favor. He has to time it perfectly to get it, in which case, he kind of deserves the hit.
As for disabling your ability to use your flashlight... they aren't that great of a tool anyway, so I don't see why you are complaining about it.
Screaming in Tier 3 has a set interval, but you don't scream while snapping out of it, and since snapping out of it can now be canceled without losing progress, you can literally just tap that ######### for a second at a time and not scream or get skill checks.
The random skillchecks on gens and healing is a set percentage, 33% for tier 1 and 66% for tier 2. You get a little shock noise notification along with the skillcheck to indicate it's gonna be in a random place. Also, against a doctor, you never want to focus on the middle of the screen when waiting for skill checks.
Also, skill checks really aren't that hard to hit ever unless you have a worse computer than me, and I run on a garbage ass laptop.
As for extending your terror radius, he's giving up addon slots for that, maybe even a perk slot. That's one less tool he has simply for more reach with Static Blast, which as mentioned above, has very easy counters. His addons help him in 1 area, so if he's putting his resources into Static Blast, that means he's gonna have base Shock Therapy, which makes looping easier, and vice versa.
Sure, on paper, he seems OP, and he can feel oppressive in game, but I assure you, The Doctor is barely a threat unless A.) You misplay, or B.) the killer playing The Doctor is an absolute god amongst men.

You act like we have all the time in the world to do these things. I’m a rank 1 survivor and almost every single lobby I get into there’s at least 2 bots in the lobby. We need to be working on generators as much as we can, so I can not just sit in his terror radius for a long time to get tier 3. Along with that, the players are bots and go down extremely fast so i can’t just wait time sitting in his terror radius and once the guy getting chased gets hooked he will most likely come to the nearest gen if I’m working on it. Ok so I'm checking The Doctor's power description and nowhere does it say, "Gives the survivors bad teammates"
Just because you're getting bad teammates doesn't mean The Doctor is op. This is a TEAM game when you're playing as survivor, and if all 3 of your teammates are bots, you will lose unless the killer is also a bot.

- Already happens. Missed shots have a 1.5 sec cooldown + the reload speed. Latter can be reduced with addons, but that's it. If you take away that, you'll have to do increase ability cooldown on ALL killers without the chance of reducing them through addons.
- His music is as loud as other TRs

- 4 seconds. Please, please, please, get Deathslinger and play him and actively wait 4 seconds after ADS without firing. Sure, there's a lot of aholes that abuse ads, but usually one lowers the weapon again the get into a better position. When ADS you are slowed down, meaning survivors will have a humongous timeframe to get away. You are very much proposing to take away his ability in practice. And yet you are encouraging something people hate even more about him: the insta-shots. ADS takes 0.15 seconds already, so this would give a bonus on them.
- There IS an auditory warning already, and it's pretty grating. it's line-shaped in front of him, and the line is broader than his hitbox.
Please do play him before suggesting changes. Because in genuine practice this would make him 'unfun' for both sides: He'd be unable to really use his ability outside of short distances, effectively forcing players to play him as an m1 killer (which already happens enough due to indoor maps)

Deathslinger is in a really odd position where he's not that good, but still feels oppressive when you play against him. I'm going to need to adjust these so he's not boring to face, but he's still just as good because you're right, Caleb can't take a nerf.

I played Nurse, because I heard she was the best killer in the game. The map was Rotten Fields if I remember correctly.
I spent all 5 gens (about 2.5 minutes) chasing this one survivor around a harvester. I think it could've been a Bill or a Nea, maybe an Adam.
I never again touched Nurse.

The only thing he has going for him right now is his completely broken chase potential and when you take that away from him he becomes a really awful huntress. If your going to nerf the chase potential of DS then you have to improve his map pressure like giving him a 2nd ability or something like that.
I thought about that. I wanted to keep his chase potential while making him less of a pain in the butt. Note that quickscoping successfully will make the reeling in quicker.

I don't know if he can be crushed while being controlled and standing still, however if he misses a pounce there is a brief cooldown period where he can be crushed.
