Ruin + Undying:
Two perk slots
Killer has to have decent map pressure for it to be the most effective
Survivors can get rid of it without sacrificing their objective
Survivors control how long it is able to be used
Decisive Strike:
One perk slot
can single handedly get rid of all the pressure the killer has (stops snowball)
Killer can't "counter" it without giving survivors more time to do gens, and DS can be combined with other perks to make it literally unavoidable
Survivors have some control over when it gets used
Also, I like how you framed this as a question that would be hard/impossible to answer

That is useful insofar as the gen is almost finished and the killer is coming with Pop goes the weasel. Freezing a gen while you chase a survivor around it doesn't help survivors. Repressed Alliance the survivors control, Medusa's power she would control. The difference here is obvious.

Still, freezing a gen isn't strong if it pauses regression.

Sit down. Come one, come all. It is time for me to tell you all a story.
I was a sorry young lad, with no DLC killers in my pocket and a curiosity for who would suit me well. I bounced around and settled on Plague. Now, the early games as Plague were easy. But after 2 matches, it started going uphill fast. You see, I thought Plague would be overpowered. Forcing the survivors to choose between giving you a powerful ranged attack or being a one hit the whole games sounded like powerful stuff! But alas, I was wrong. So very wrong. Plague took the soul out of Dbd like no other killer has.
With that in mind, I have to say that I really regret getting Legion.

Huntress and Deathslinger have major downsides.
Huntress has to give up a chase to refill her hatchets, and Slinger's power is basically a worse Huntress, plus he has to reload.
If you think that killers moving faster than survivors is an issue, do this:
Play Demogorgon with the Rat Liver add on.
Go in customs with a friend. If you don't have friends who play dbd, go in a public match.
for the whole match, hold Of The Abyss. Don't shred. Don't go out of Of The Abyss, unless it's for kicking a generator or a pallet. ALWAYS have Of The Abyss up while you chase. This is because with Rat Liver, you move at 101% movement speed (survivors move at 100%).
After you do that, tell me what happened, and if you still think survivors should move the same speed as the killer.

Absolutely.
I've been saying this for the longest time. Legion needs a FULL rework. His power is simply to boring to play against and too weak. What makes it bad is baked into the very concept of what it is.
Therefore, he needs a complete overhaul.

Yeah I see a thread every other day asking for BHVR to launch him into the sun. I quite enjoy playing as and against him, and he doesn't deserve criticism.
Sure, he's good at camping. But a camping Bubba is the fault of the player. You can win with Bubba without camping.

I think it should be on the post game screen.
For killers, they could be shown hanging from a hook in the basement themselves. For the Legion, it could be one for each basement hook.
Or maybe one that's more personal to the killers? But I don't know how the entity would illustrate that.
Or maybe the survivors watch as the entity torments the killer, or even help the entity do it. (y'know, for brownie points!)
If the survivors did badly, it will show their soul, (or whatever the entity lifts up into the sky when the survivor is sacrificed) floating around, occasionally being prodded by the entity.

NOED is one of the worst perks in the game, and, on top of that, it can be disabled before it even comes into play.
I think it's the second best Hex.

I think Adren is just as bad as NOED.
However, I also think NOED is balanced and not remotely overpowered.

Ok. Overall, I like it. There are a few problems though.
The killers power, while very unique, is a bit much. I do enjoy it, but it is very similar to games like Call of Duty or Overwatch. The range is also a bit much. Quickdraw is fine, just tone down the range a bit.
The perks are... decent.
Does outlaw injure someone? Because if it does, then Huntress with Enduring would be very broken. I also dislike perks that change a survivors health state. However if it doesn't injure, then it is practically useless. There would be no one who benefits from running it.
Vendetta is cool. Its alot, but its fairly balanced. I'd take the speed percentage down just a bit. On some killers that would be nuts.
Oath of the Gunslinger needs a name change, and the status effects should have a time limit. Especially since it would be countered if someone didn't bring an exaughstion perk. The Oblivousness is also alot, but its fine tbh. A strong perk can be strong. Just put a timer on the status effects.
Overall 7/10

Hold the Power Button to start charging Quickdraw. This will take 1.7 seconds. After Quickdraw is fully charged, Texas Red can pull out his Big Iron and shoot a flurry of 6 shots by letting go of the Power Button. These shots will do the same amount of damage as normal but will only travel for 12 meters before they disappear. Texas Red moves at only 92% movement speed while charging Quickdraw.

You do not begin the trial with an obsession. However, the first survivor that you gain Bloodlust on becomes your obsession. Each time you enter a chase with your obsession, your speed is increased by 3/4/5 percent as long as you remain in the chase. After the obsession is hooked twice, you must look for a new one to continue receiving this perk's benefit. This perk cannot effect more than two obsessions in a match.

Hex: Oath of the Gunslinger
When you sacrifice a survivor for the first time in the trial, a random dull totem will become a Hex Totem. As long as the totem stands, all survivors who had unhooked the now sacrificed survivor suffer from the Exhausted and Hemorrhage/Blindness/Oblivious status effects. If they're injured or at any point become injured, they will also suffer from the Broken Status effect. If nobody unhooked the survivor/they only unhooked themselves, all survivors will suffer from the Exposed status effect.

(Note: to prevent this perk from rewarding camping, after hooking the survivor there will be a 5 second window during which the killer must go at least 32 meters away from the hook. If the survivor gets sacrificed on said hook and this condition is met, the hex will activate. Additionally, if the killer enters a 16 meter radius of the hooked survivor, a sacrifice won't activate the hex. A survivor that unhooked the sacrificed survivor while within 16 meters of the killer will not be effected by the hex.)

I play both sides consistently, difference is I'm a rank 1 killer and a rank 14 survivor.
