It also depends a bit on each ones playstyle, so feel free to disagree and let us know what you think. I am pretty sure, there is some room for debate ;)
I was judging the perks by its own, but also kept in mind the potential when combined together.
Also: S Tier are the best Perks, E are the worst. Left side best perk of a certain Tier, right side worst perk of a certain tier.

Note: BBQ was judged by its effect, not Bloodpoints. If i would have taken farming into consideration, it would be an S Tier perk for sure.

These lists a especially useful for people who start playing killer or want to play flex and dont know what kind of perks to go first. Like i mentioned in the OP.

Not so keen on these overall killer tier lists. Generalises too much even though a perks effectiveness varies from Killer to Killer.
A better way to approach this would be separate tier lists for each Killer.

If I play a match and a Survivor has Iron Will, I aim to kill them first. So much hassle late game trying to find a silent Survivor.

Simple change - "The decay speed of DS {doubles/triples} when not in a chase." {BHVR can test out and decide on the decay rate}.
Reason for change - Players that are tunnelled aren't penalised for being tunnelled, but they lose the ability to punish the Killer if the Killer does something else.
Situations:
- A Killer knows the Survivor may have DS so decides to Slug them. The Killer leaves the area to do something else before coming back to the downed Survivor. The Survivor doesn't have DS or has been healed and ran away. (The Killer is penalised for tunnelling but can play around the Perk; the Survivor still has an chance to be saved.)
- A Killer chases a Survivor into the Locker. The Killer goes somewhere else. (The Killer is penalised for tunnelling but if they come across the Survivor again they won't have DS, the Survivor has a chance to run away.)
- A Survivor is unhooked, their un-hooker is being attacked. They body-block a hit and go down, their un-hooker goes soon after and is put on a hook. (The Killer can either play around the Survivor with DS by leaving the area and hooking them later or stay there and safely secure 1 sacrifice with a potential second when the DS runs out.)

She's an okay skin, but I have all my Perks on another skin. Until I unlock Perks on her that I frequently use, I'll stick with my go to.

I normally take Forever Legion and work towards the 3-gen strat. Below is my personal build.
Perks:
- Thanatophobia - For obvious reasons.
- Dying Light - If used correctly, can works wonders to delay the late-game. Not everyone's cup of tea though.
- PGTW - Delays early/mid game, drastically hinders late-game.
- Discordance - Disrupts team-work and leads you to an area your power will be more effective.
Add-ons:
- Defaced Smiley Pin - Strong synergy with Thanatophobia and Dying Light.
- Julie's Mixtape / Joey's Mixtape / Cold Dirt - Reduces the fatigue cool-down, ending chases quicker.

For dominance, run OoO and look the Killer in the eye when the notification pops.

Well the issue is that it cant be fixed obviously. We tried to bring DC penalties, but people still found a way around it. That's how it will be no matter what changes in my opinion. If we can find a way to stop this though, that would be great!
There's not a complete fix for anything, but we can drastically reduce the people who attempt to leave early and ruin matches for others.
Imagine Survivors can't hook suicide now, what will they do?
- AFK - We have a report for that
- Purposely run into the Killer - We have a report for that
Systems can be added to flag players that repeatedly do the above and punish them.

I don't see that really stopping suicide hooks tbh. If anything it may cause more survivors to farm them for unhook points lol.
They can't suicide hook if the second phase doesn't give them the option to sacrifice themselves instantly.
That's a separate issue. Removing the 'button-spamming' part of the second phase shouldn't have too much influence on hook-farming.

If the Survivors don't interact with anything for a period of time, the Killer should get a hint to their location.
Removes hatch-standoff 2.0 (both Survivors waiting for 1 Survivor to die so the other can take the hatch).

It's a touch repetitive, but there are other factors that might make a streamer move to another game;
- Stressful; streamers may change game to take a mental break
- Balance issues; streamers may change game to play something that feels fairer in-game or is more fun being random
- Buggy; streamers may change game to play something more stable and feel less cheated on
- Toxic community; streamers may change game to appeal to a more mature community rather than continually handling to the toxic backlash from this one

1) Maps necessarily don't need to be made smaller, but the generators shouldn't be too far apart. The amount of times I get gens popping from simply doing a gen patrol is ridiculous.
2) The time is fine, but they need to add more objectives for the Survivors to do. Force the Survivors to have to roam the map rather than travel a fixed route whilst popping gens along the way.

It should reveal itself on the Demogorgon Shred. I will have to check that out later.
NOED is a hot mess with when it should trigger or not. In my opinion, it shouldn't reveal itself on powers, only on the basic attack.

I don't think there is, because it's part of the Red Forest realm and I believe there is already one on the Mother's Dwelling map. In fact, I'm pretty sure the devs confirmed somewhere that Temple of Purgation didn't have one, but I wouldn't know where to start looking for the exact quote. Glenvale is a brand new realm, though, so it would be breaking pattern if Dead Dawg Saloon didn't contain a golden toolbox in a way that the lack of one in the Temple does not.
Let the hunt begin.

I'm unsure whether there is one for the Temple of Purgation. No-one has found it yet, and the Devs have been vague in their responses.

Dying Light.
My usual set-up is (Dying Light, Thanatophobia, PGTW, Sloppy Butcher/Nurse's Calling). People say to drop the Dying Light as it takes too long to stack and Thanatophobia covers what is needed, but I find if I play my cards right I can normally create a 3-gen situation with 30% action penalty.
I have the option to chase + hook someone end-game, without the gens being a massive concern.

Running a god loop isnt skill, its literally the easiest thing in the game to do, don't say its being outskilled, its being outplayed by poor game design..
Everyone who get's downed at a god loop must be experiencing latency issues then. Poor things.

If a player uses an infinite against you, you being outplayed (they're more skilled than you).
Ignore them and focus on everyone else. They will struggle to survive when EGC begins and the hatch is closed.

Fair reasoning. But concidering calm spirit counters 90% of docs tracking abilities...
Perks are available to regain that lost tracking, and the Doctor's abilities do a lot for what they are.

The point is to give it a weakness. Everything in-game should have at least 1 counter.

Potential buff, apply a 1 second slow once a Survivor has been reeled in. I’ve only played Survivor against him, but I feel like I suddenly have Adrenaline after being reeled in.

They're either trying to be buddy-buddy and have similar skins as a joke, or do it intentionally to confuse the Killer with who's been hooked.

It is an issue with latency, let me explain.
From your point of view, the Killer appears to be on the opposite side of the pallet and should therefore be stunned that side. But from the Killer's point of view, he is already walked past the halfway point and is in hitting distance.
When you drop the pallet, the Killer appears to blink to your side of the pallet but from the Killer's point of view he's been stunned on the same side of the pallet.
A small issue with the latency have a massive influence in the game-play.

A perk that partially counter the "Blind" status effect may be something to add. Something that ignores the status, but has set restrictions/requirements.

But to test I just had a doctor without any aura perks and both ultra rares. Lost two tokens. I thought because of the addon where you see auras on increased madness level, but he had iridiscent queen and king. So #########

Same, I swear I had situations where Distortion tokens were being used up when I was downed, but I'll have to check.

One correction: when a gen pops, it is Bitter Murmur. Rancor gives only location, no auras

It's not very useful for the downed Survivor, but it's more information. 1 perk is Deerstalker, what are the remaining 3 perks the Killer has?

For an information perk that barely lasts to tell you what the killer is running, it sure is pretty good perk.
That's where the power of deduction comes in handy. Distortion triggered? These are the most likely culprets:
- When a Survivor is hooked - BBQ & Chilli
- When you're healing - Nurse's Calling
- When a generator has been popped - Rancor
- When you're downed - Deerstalker
- When you perform a rush action - I'm All Ears
- When you enter the basement - Territorial Imperative
Can also be used to figure out Killer addons but the list starts getting too big.

The perk needs a limit to ensure Survivors don't passively play around aura-reading abilities and completely counter them.
If you allow the perk to recharge, Survivors will never hide against BBQ & Chilli and the like. They would do gens, burn up the tokens, sneak near the Killer to recharge, then repeat the process.
