Idk if you are a little slow but no you can not blind at pallets with lightborn. Try it out in a custom.
I swear I've gotten it before, but maybe I did it really early and the killer just broke the pallet anyway.

It's just based on how much power you have in the meter iirc. It goes away after 90 seconds by default I think.

It's emblems, not BP. Face campers will depip. Banning for face camping will never happen because there are too many scenarios to consider, and there is no good way of determining whether they should be banned or are just trying to make the best decision in the situation.

And going on to what you said, the Empathy v Knockout comparison, I don't see how a random match-up can compare to a direct application in lobby. Killer sees the Flashlight(s) so switches Lightborn in. You don't go into match with Empathy soley to hard counter Knockout, the fact they counter each other is good, perks always (or at least soon will) have a counterpart on the opposite role. So, that point is really a non-factor in relevance.
It doesn't completely stop blinds though. You can still blind in certain situations without help, such as during pallet breaks.

Why not just aim lower? Also, Lightborn is a perk specifically designed to counter flashlights, and it's one of the worst perks in the game. Why would you make it not do the one thing it's actually good at doing?

We get a new map every chapter. And most of the maps have not been around since day one. 15 maps are from the original 3 realms, and 3 of those were added later on (Groaning Storehouse, Fractured Cowshed, and Gas Heaven). There are 35 maps in the game, so only about one third of the maps were around when the game released. We're also getting more variations of licensed maps later on (for instance, Haddonfield).

Open Handed is awesome as is, but I wouldn't complain about a buff.
Perks get reworked every update pretty much, particularly in the mid-chapter updates. Idk if you were around before this but Surveillance used to be useless, and now it's a pretty good perk.

So killers who camp too close to the hook already start losing chaser points after 10 seconds, and the penalty accelerates over time I believe. I think the survivor who is getting camped should receive emblem points for distracting the killer while that is happening, similar to how you now get lightbringer points for running the killer around while your team is doing gens. That way the survivor who got face camped can at least black pip.
I don't think killers should be punished for face-camping any further. It's already a bad strategy that only works on potatoes.

Unless you're running Spine Chill or Wake Up, doors do not open that quickly.
Killers can also stop Survivors from leaving by Blood Warden, Remember Me, Slugging, Camping, etc.
It only takes 15 seconds to open a door. It can take longer just to walk to that gate on some maps. If there are 3-4 survivors running around, you're not stopping them. Remember Me doesn't work on the obsession. Blood Warden isn't that long if you have to walk across the map to actually get the survivors, and most people 99% the gates anyway.

We have exhaustion perks. Survivors can run 4m/s without getting tired in this realm. But if they use an exhaustion perk they get, well, exhausted.

That's a really difficult thing to figure out, especially if you're taking the path of debuffing the survivors rather than buffing yourself. Generally players don't have fun against debuff-centric killers (consider Doctor, Clown, Plague, and Freddy). Make sure you have some sort of counterplay so survivors can at least do something about the debuff. For instance, you can't use items or perform certain interactions while in Tier 3 madness, but you can snap out of it. Or against Plague or Freddy, you can find an object that removes your affliction.
Also consider how the killer plays. Right now it seems that you would just play a basic killer with no power until you down a survivor. Then, that survivor is debuffed for 3 minutes. This means that if you don't essentially tunnel that survivor within the next few minutes, your power is wasted. And you have no reason to go after anyone else, because you have no power to use against them.

So it may not be as big of a problem for you, but keep in mind that other servers in areas with smaller countries may have a lot higher chance of players in a given lobby speaking different languages.

For the perk, it could just replace an existing chest, since idk if there are enough chest spots for that perk + 4 shiny coins.
For the power, making it so you can't vault or do skill checks for 3 minutes doesn't sound fun to play against.
Cool aesthetic though.

First downloaded it when the Yogscast played it, but my laptop couldn't run it so I never played in a match until Halloween of 2018 when I decided to download it again on my PC.

Tunneling will always be an option, much like camping. But like camping, that doesn't mean it's optimal. If you focus too hard on one survivor, you're basically guaranteeing a loss against at least decent survivors.

Every player is a cash cow, to unbalance for the fun of a few creates further imbalance and refusal to play solo survivor or killer, creating less players and longer wait times for those advantaged players. SWF aren't going to leave because the game is balanced, they just want to play with their friends on the game.

The game initially brought an uncertainty of what others were doing, by giving solo's more information creates a stronger superman survivor with special powers which will be countered by a stronger super killer which will be a different game, whether good or bad.
By adding in-game communications you give everyone the balance, people learn to say "do gens", "ghostface", "help me" in many languages. You can even turn off comms, like other games to be a better solo survivor. The list is endless but then so is the wait times for survivors wanting to play against a killer... especially with the new licenced survivor meta perk coming out...
In game comms don't work either. Not everyone speaks the same language, and not everyone has a high quality mic with a lack of dogs barking, babies crying, etc in the background. If anything it'll ruin the immersion of the game much more than just giving solos more information would.

It's an add-on, and it's been around for years. It didn't get "fixed" in the recent Doc rework, so I don't think it's going anywhere.
And you shouldn't be mostly juking to get away from the killer anyway. You have pallets and windows. Use them effectively.

Well you must have missed out on the good Pyramid Head players. I myself have downed quite a few people who ran straight at the hook thinking they could get a 1 for 1.

Deranking to face less skilled killers isn't fair to the killers. It's bad enough they matched up with red ranks 80% of the time once they get past rank 10 or so.

Lullaby already has similar effects to your ideas for unnerving, third seal, and coulrophobia.
Also, giving a killer permanent haste is pretty OP.
Tbh I forgot Furtive Chase had an effect other than changing your obsession.
I think Mindbreaker should just not have the 50% gen requirement. Maybe bump up the exhaustion a little bit too, so survivors can't just stand at a pallet for a few seconds and get sprint burst.

I think 10 feet is about the length of a killer shack wall, for reference.
I got it on mother's dwelling. I hung out in the main building while another survivor was getting looped there.

My main two builds for survivor are:
Omniscient Build:
Kindred/Bond/Open Handed/Spine Chill
Know all, see all.
Anti-Anti-Heal Build:
Autodidact/Empathy/Inner Strength/Spine Chill
Run around healing teammates and yourself while basically ignoring anti-heal perks like sloppy and nurse's.

We can rule out any humans that don't have exceptional supernatural abilities. Myers is probably the only human who stands a chance due to his insane resilience. So we have Myers, Demogorgon, Spirit, Oni, Freddy, and Pyramid Head.
Freddy doesn't win. He might scare spirit, but none of the others will fear him enough to give him power.
I'm not sure if Spirit can even be killed by a mortal, but Oni or Freddy can probably get the job done. Or possibly Pyramid Head, though idk if he can hurt ghosts.
Oni is a demon so mortals may actually be able to hit him. For Myers and Demo, it's tough. They're both resilient but they might not be able to dish out enough damage themselves. He does beat Spirit and Freddy for sure though. Pyramid Head is probably the biggest threat for Oni.
Myers is very durable and regenerates quickly. Idk much about demo but I saw on this thread they it also regenerates, so I'd guess they are somewhat even. However, Myers can deal double damage so I think that gives him the edge.
So we're left with Myers, Oni, and Pyramid Head. I'm gonna say that Myers loses here. Oni is iffy, but Myers is not killing PH. I'm not even sure if he can hurt PH. I will say that Oni and PH can hurt each other, but even then I think PH wins out here, with Oni coming close second.
So what did we learn from this? Ignore the licensed killers next time because their lore can be screwy. If we only include original killers, Oni wins easy. Otherwise Pyramid Head takes the victory royale.

I think you and I have very different definitions of "instantly".
Also, hag and spirit have mobility. PH doesn't.

Try watching some streams from Otz or True who are streaming right now. Otz was playing some survivor and i can promise you, the warning for dodging it is about the same as deathslingers.
So because some of the best players in the game can land hits with the power means it's undodgeable? Have you tried playing the killer at all? Or against him? The windup is wayyy slower than deathslinger's instant shot.

No One Left Behind has the same amount of effects and is generic.
Agreed, this perk needs to not be an instaheal.
Now or never's effects aren't really related though. One heals a survivor automatically, the other stuns killers for longer

Bring whispers if it's really a problem. Also keep in mind that there's no rank-based matchmaking in the PTB so you'll get a mix of good survivors and the new ones who just crouch around the map.

Uhh no? I wouldn't consider myself a pro, barely a rank 1 survivor, but I dodge his ranged attack pretty often. It's not that hard, especially if they're being predictable. Certainly easier to dodge than huntress or deathslinger.
Have you tried hitting good survivors with it? It's not as easy as it looks, especially if you don't have I'm All Ears.

Up the Ante would probably go from one of the least useful to one of the most useful perks.

It's unlikely that the Mobile devs will even see this, so I'll answer the best I can.
1 - There will most likely be various optimization improvements over time. If your current phone can't run it though, I'd recommend getting a newer one. Doesn't need to be brand new, I've had my current phone for a few years and it runs the game pretty smoothly.
2 - It is unlikely that they would release another version of DBD on PC. They would have to update their contracts for the licensed characters and it wouldn't be smart considering the Mobile version is free while the PC version costs money.
3 - The Mobile team is separate from the PC team.
4 - No, they are a bit delayed. Right now they don't yet have the Oni or Deathslinger chapters yet, so they'll probably be a couple of chapters behind.
