No benevolence for using medkits - intentional?

I got an archive mission to get 3 benevolent emblems of gold or higher, so I put on a medkit build. However, after a couple matches I noticed I was only getting bronze benevolence despite healing people with my medkit. And when I checked the emblem summary, it seems I didn't get any points for healing survivors.

Is this intended, or is it a bug?

    Benevolent emblem cares more about safe unhooks than anything in my experience. Either you spam out dem unhooks or its low.

    But shouldn't you get at least some points for healing?

    I just did an Autodidact build and got 200 points for healing.
